3. Batas Pambansa Bilang 232
(Education Act of 1982) states that
“the State shall promote the right of every
individual to relevant quality education
regardless of sex, age, breed, socio-economic
status, physical and mental condition,
social and ethnic origin, political and other
affiliations”
4. 1987 Constitution of the Republic of
the Philippines, Article XIV, Sec. 1
declares that the “The State shall protect and
promote the right of all citizens to quality
education at all levels and shall take
appropriate steps to make such education
accessible to all; Sec.2 (5) emphasizes that the
state shall provide adult citizens, the disabled
and out –of-school youth with training in
civics, vocational efficiency and other skills
5. PD 603(Child and Youth Welfare
Code) Article 3, Rights of the Child,
provides among others that “the
emotionally disturbed or socially
maladjusted child shall be treated with
sympathy and understanding and shall be
entitled to treatment and competent care
and the physically or mentally handicapped
child shall be given the education, care
required by his physical condition
6. Article 74 provides for the creation of
special classes.
The article reads: “Where needs warrant,
there shall be at least special classes in every
province, and if possible, special schools for the
physically handicapped, the mentally retarded,
emotionally disturbed and specially gifted. THE
PRIVATE SECTOR SHALL BE GIVEN
ALL THE NECESSARY INDUCEMENT
AND ENCOURAGEMENT.”

participation and total integration of
persons with disabilities into the

The National Education Policies
13. The DepEd is currently implementing
programs that embrace all kinds of
learners under its inclusive education
campaign. It has also strengthened
its education-outreach programs for
indigenous peoples, out-of-school
children, youth and adults as well as
learners in difficult circumstances by
offering formal and alternative
learning systems. Teachers are
afforded with knowledge and skills on
various educational programs and
keep them apace with advances in
research and interventions for special
learners.
