2. Art. 3. Rights of the Child
Sec. 6 Every child has the right to an
education commensurate with his
abilities and to the development of his
skills for the improvement of his capacity
for service to himself and to his
fellowmen.
Sec. 12 Every child has the right to grow
up as a free individual, in an atmosphere
of peace, understanding, tolerance, and
universal brotherhood, and with the
determination to contribute his share in
the building of a better world
3. Art. 4. Responsibilities of the Child.
Sec. 4 Exert his utmost
to develop his
potentialities for
service, particularly by
undergoing a formal
education suited to his
abilities, in order that
he may become an asset
to himself and to society
4. Art. 12. Education
- The schools and
other entities engaged
in non-formal
education shall assist
the parents in
providing the best
education for the
child.
5. Art. 71. Admission to Schools
The state shall see to
it that no child is
refused admission in
public schools. All
parents are required
to enroll their children
in schools to
complete, at least, an
elementary education.
6. Art. 72. Assistance
To implement effectively
the compulsory education
policy, all necessary
assistance possible shall
be given to parents,
specially indigent ones or
those who need the
services of children at
home, to enable the
children to acquire at
least an elementary
education.
8. It is a policy of the State under the
1987 Constitution of the
Philippines to protect Persons with
Disabilities (PWD) and promote
their welfare and development.
9. Economic Independence
refers to the state of persons with disabilities
wherein he/she is able to enjoy a quality of life
that is characterized by autonomy, dignity,
sustainability, full access to resources, services
and support likewise provided to the general
population.
10. Relevant Unified Training Programs
skills training

match the interest
and aptitude of
Persons with
Disabilities and the
demand of the
labor market.
11. Vocational Skills
generally refer to
the skills in
performing a
particular
trade/job/tasks
acquired through
work experience,
studies or other
activities.

ENHANCEMENT OF THE SOCIAL AND
VOCATIONAL SKILLS CAPABILITIES OF
PERSONS WITH DISABILITIES Section 3. A relevant skills and
entrepreneurship training programs
shall be developed and implemented
by TESDA and DTI for Persons with
Disabilities to provide them access
to employment opportunities.
3.1 All trainings should tailor-fit
with existing employment
opportunities.
