SCHEME FOR ASSISTANCE TO TRAINING
INSTITUTIONS
Maximum assistance under the scheme will be
restricted to Rs. 150 lakh in each case.
North eastern region (including sikkim) or
union territories of Andaman Nicobar and
Lakshadweep island the maximum assistance
would be Rs. 270 lakhs or 90% of the project
cost.

• Each university is supposed to run 240 clubs
per year.
• Each club should have a membership of 50
entrepreneurs.
• In a period of 5 years, 3lakh entrepreneurs are
to be benefited in all.
Ambedkar Hastshilp Vikas Yojana
(AHVY)
• The Ambedkar Hastshilp Vikas Yojana mainly
targets the integrated development of the
society and aimed to promote the handicrafts
by creating artisans who have capability to
manage things professionally.
• They form a group with 242 women artisans
which are administered and managed by the
Mahila Bunkari Sahakari Samiti Limited.

Under AHVY project the artisans can also
gain the following good qualities such as:
• Improve the leadership quality
• Learn different tools, equipments and
machinery
• Advanced design skills
• Self sufficiency
Pradhan Mantri Kausal Vikas Yojana
• Launched in 16 july 2015.
• PMKY is a skill development initiative scheme of
the Government of India for recognition and
standadisation of skills.
• Training programmes have been worked out on
the basis of National Occupational Standards(
NOS) and qualification packs specifically
developed by various sectors of skills.
• Sector Skill Councils (SSC)
• FINANCE: An outlay of Rs. 120 billion has been
approved by the cabinet for this project.
• TARGET: the scheme has a target to train 1
crore Indian youth from 2016-20.
• PERFORMANCE: As of 18 July 2016, 17.93 lakh
candidates were trained out of 18 lakh who
enrolled for the scheme.
 Measures undertaken by the present NDA
government towards boosting the entrepreneurship in
India and especially the start-ups
• MUDRA BANK
Allocation of 20,000 crore for Micro Units
Development Refinance Agency (MUDRA) Bank
for the SME sector and will enhance credit facility
to boost the growth of small businesses and
manufacturing units. IT also allocated Rs 1,000
crore for support of start-ups. Mudra Bank has
been launched on 8th April 2015; it will provide
credit of up to 10 lakh to small entrepreneurs.
SETU
• The government is building up an approach to
be known as SETU (Self-Employment and
Talent Utilization) which will strengthen all
prospects of startups, and other self-
employment initiatives, especially in
technology-driven areas.
AIM Platform: ATAL Innovation Mission
(AIM)
• The 2015 budget has also established the AIM
Platform or Atal Innovation Mission (AIM).
AIM is established within National Institution
for Transforming India (NITI) “to provide
innovation promotion platform involving
academicians, and drawing upon national and
international experiences to foster a culture of
innovation, research and development”. The
2015 budget has earmarked Rs.150 crores for
the AIM Platform.
eBiz Portal for Starting a Business
Easy
• The 2015 Budget has put forward the creation of
“an expert committee to examine the possibility
and prepare draft legislation where the need for
multiple prior permissions can be replaced by a
pre-existing regulatory mechanism. This will
facilitate India becoming an investment
destination” by facilitating the regulatory
mechanisms. Further, the 2015 Budget also talks
about strengthening the EBiz Portal to make
starting a business easy in India.
