Curriculum is the heart of education that is considered important and should be
considered by all parties related to education itself. Curriculum is flexible and must be
developed to achieve the quality of graduates, let alone the quality of graduates in
college. Higher education is seen as the highest institution and must print graduates as
agent of change. Therefore, students must be equipped with life skills by integrating in
learning activities so that it can be applied in the real world and everyday life. Although
up to now all universities have developed curriculum with ideal, but in reality in the
implementation level is not in accordance with what is written on the curriculum. This
means there is a gap between idea and reality. Curriculum development should pay
attention to various aspects of its development, such as its own curriculum, actors who
play a role in curriculum development and the approach used for curriculum
development. Thus, we must remain optimistic to innovate in developing the curriculum
as a future curriculum in Higher Education.

Abstract— A country has policies in determining the right
of education for people. This is done to achieve the expected
goals of a country. Furthermore, the aims of the education
process are to develop and build quality people that resemble
their nation. One of the determinants of the quality of learning
is the curriculum applied. The study used in this paper is a
study of literature. The authors make a deep analysis of the
curriculum by identifying the curriculum sources directly from
Russia and Indonesia. The analysis technique used in this
paper is descriptive qualitative. The result of this study
indicated that the difference between the education curriculum
for children in Russia and Indonesia is certainly obvious
according to some adjustments which are based on the needs
and characteristics of each country.

People in social life often underestimated the presence of migrant workers caused by low skills and lack of education. The decision to continue higher education while working in the host country had tremendous challenges. This study aimed to develop a deeper understanding of the reasons, the problem encountered, and the learning strategies of migrant workers pursuing higher education at Indonesian Open Learning University of
Taiwan (Universitas Terbuka Taiwan). There were 11 students participated in this study. This study was descriptive qualitative research, and the interactive model was applied in the analysis method. The data were gathered through in-depth interviews, participant observation, and documentation. The finding of this study revealed that: i) The migrant workers had the high motivation to pursue higher education because they wanted to change the stereotype that they were left behind and to seek a better life when they came back to Indonesia; ii) Inadequate time was the main problem to manage the study time due to the high workload; iii) The learning strategies of migrant workers were peer learning, group discussion, and note-taking. However, Indonesian Open Learning University of Taiwan was the excellent choice for the migrant workers in Taiwan to pursue higher education due to the flexibility of learning.
History of Indian Education System
India has a rich history of academia and the formal dissemination of education. We are aware of the Gurukuls of ancient India, where pupils were taught several subjects that prepared them for survival in the world. Since then, the subcontinent's cultural climate has massively shaped how the youth are instructed about the ways of the world and how they contribute to it. The following text systematically examines this progression.
The Upanishads and Dharanshastras can be used to trace the origins of education in ancient India. The idea of Gurukulas is the most significant gift of the old Indian educational system. Unfortunately, the Gurukula educational system is unquestionably declining despite numerous initiatives to Indianize our education via organizations like Vishwa Bharti University, Sri Aurobindo University, Jarnia Millia International, Vidya Bhawan, and Banasthatividyapith, to mention just a few. Candidates from all over the world flocked to ancient Indian institutions like Takshashila and Nalanda, which were renowned for the calibre of their education.
While the British promoted education in India for purely selfish reasons, credit must be given to them for establishing the superior western educational system, which is unquestionably responsible for the current Indian educational system. Though it remains an ideal that has not been completely achieved, the Indian Constitution after Independence provided particular provisions for the promotion of education at different levels through the achievement of universal and compulsory schooling. The Indian government appointed numerous consultants to evaluate the Indian educational system at various stages and times. The Indian government did everything it could to promote education. The nation has unquestionably made significant progress in all areas of education, but we were never able to reach the magnificent ideal of universal kindergarten education or total literacy.
Vedic Spiritual Beginnings
Education in ancient India was closely tied to religious and spiritual practices and was primarily the domain of religious teachers and scholars. Education in ancient India was focused on the study of scriptures and the development of spiritual knowledge and wisdom. It was largely centered around religious institutions such as temples, monasteries, and ashrams. In ancient India, education was largely an oral tradition, with knowledge being passed down through generations of teachers and students. Students typically begin their education at a young age and study under a guru or spiritual teacher for many years. The education system in ancient India was highly hierarchical, with the guru at the top and the students at the bottom. The curriculum in ancient India was largely focused on studying scriptures and spiritual texts, such as the Vedas, the Upanishads, and the Bhagavad Gita. Students would also study subjects such as Sanskrit, grammar, logic, and ethics. Education
Education is the yard stick for every country’s political and socio-economic development; which act as a basis of reducing poverty and inequality by enabling the use of new technologies, creating and spreading knowledge. Despite the large inflows of donor financing and the Government of Uganda through the Ministry of Education and Sports; the sector for the last 29 years is still grappling to balance the increasing access with quality education in secondary schools. Therefore, the main objective of the paper was to explore the new strategies the Ministry of Education and Sports can employ to increase access while improving quality education in the country. The paper also examined the advantages of open schooling and revealed that the programme provides the fast tract options for retaining students; bring dropouts and over-aged learners to school; reducing administrative costs and will enable young people to be effective in live. Furthermore, the researcher discusses the likely challenges of the programme and gave practical working solutions aimed at overcoming the challenges of the programme implementation in Uganda.

7. Community Learning Center (CLC)
Community Learning Centre (CLC) is a model of provision
of massive education services for Indonesian children
whose parents are working as migrant workers in Sabah,
Malaysia.
Most of them work at palm oil plantations in Sabah.
Their contribution to the development of palm oil Industries
in Sabah could not be denied since almost 80 % of
458,243 Indonesian workers registered at Consulate
General Republic of Indonesia, Kinabalu City.
It estimated double of the total numbers unregistered, are
employed by palm oil plantations and it is estimated that
30,000 of 53,000 children of their school age still can not
enjoy education.

8. To give clear understanding of the main
objectives of CLS are as follows:
Provide free access of primary education to Indonesian
children whose parents are working as migrant workers;
Equip the students vocational life skills whose resources are
from local content;
Build sense of nationalism and culture among the students;
Motivate the workers the importance of education for their
children to alter the paradigm of their lives as migrants
workers;
Repatriate them to their hometown to continue their study
after they graduate from secondary education so that the
underage employment and exploitation can be significantly
reduced;
Elevate and cut off the chain of poverty happening to
Indonesian children living in Sabah, especially in palm oil
plantations;

9. The “2004 annual consultation meeting” came to the
mutual agreement.
Both countries agreed to establish massive education
services for Indonesian children in Sabah as part of
global commitment to succeed education for all.
The format of sustainable education service
implemented is Community Learning Centre (CLC)
based and delivery of teachers from Indonesia to
support the continuity of CLCs and other educational
institutions where Indonesian students learn.

16. Regulation for Foreign Higher Education (Law No. 12/2014)
Foreign university that have been accredited and/or
recognized in the country, can hold higher education in
Indonesia.
The government defines an area, type, and courses can be
held foreign university.
Foreign education providers are required to :
collabore with the Indonesian universities by the
government permission
principle non-profit
recruit lecturer and university staff from a citizen of
Indonesia
support the national interests.
Further provisions concerning foreign higher education
(university) are regulated by the ministerial decree.

17. Higher Education Figure
There are 100 state universities (in the form of universities,
colleges, academy, polytechnic) and 3,078 private universities
from Aceh to Papua.
Private universities can accommodate 2,3 m students or by
72 %, the state universities can only accommodate 0,9 m
students (20 %). The number of lecturers at private
universities reach 122 thousand people or 50 % of the total
number of lecturers.
National Enrollment Test for Entering State University
(SBMPTN) 2014 showed that from 664,509 registered
participants only 15% (104,862) were accepted to enroll 63
state universities.
