• An annual Return on Investment Study is a critical method to
highlight the value of a public service being provided.
• Northern Virginia Workforce Board utilized Mangum Economic
Consulting, LLC from Richmond, Virginia.
• For the Northern Virginia Study, the dollar value of the inputs
(taxpayer-funded workforce services) is compared to the dollar
value of the service outputs (salary and wages spent by workers
placed into employment). The evaluation of outputs is enhanced
by IMPLAN economic modeling software, which measures
annual regional economic impacts.

The evaluation of outputs is enhanced by IMPLAN economic modeling software, which measures annual regional economic impacts.   7. KRISTIN Hi everybody! Here ’s our roadmap for the week. As Ahmad indicated, today, we ’ll focus on transformation. We ’ll start off by sharing some of the tools our colleagues are using to incent and measure transformation in OHIO. Then we ’ll hear from Colorado - We’ve asked Karen Hoopes and her team to share a bit of their transformation story – how their focus on business engagement has shifted their relationships with business and the way they design, and provide services to firms in their communities. Then we ’ll engage all of you in thinking about transformation within your teams. Then we ’ll follow up with David Hunn who will share a bit about ROI – how it reveals the impact of transformation. Finally, we ’ll ask you to share your own transformation stories. We ’ll be together for 2 hours today, 30 minutes of which will be homework. As a reminder, you’ll need a marker or crayon, a piece of paper, a camera phone, and if you are not in the same physical space, the ability to conduct a conference call or otherwise talk to one another. Tomorrow, we ’ve invited our colleagues at NAWB to share information about AddOne, one of the effective practices we’ll highlight in our written profiles that will be included as a part of the project toolkit; and, in keeping with the theme of measures as a key focus of the work you are doing, we’ve asked Ken Messina from MA to share his team’s approach to aggregating metrics in a common dashboard. We plan to be together for 90 minutes, no homework. And on Friday, we ’ve got some really exciting things planned around social media. First, Spencer Critchley of BootsRoad will share his insight and wisdom around the changing media landscape and how public agencies and social cause organizations can use it effectively, and then engage you in some hands-on trying out of new tools. We’ll be together for 2.5 hours – a little longer than usual because it’s our last learning session of the learning series. In preparation for this session, we will send you a five-minute video to watch just before. Finally, in a couple of weeks, we ’ll meet as a group for the last time and go over all of the resources we’ve collectively developed and shared during these months and talk about how we can apply them going forward. Over the past few webinars and conveneing that we’ve held, there have been many questions and comments have come up around subject of metrics and dashboards in business engagement. These measures and dashboards can take a number of forms, but after talking to our colleague in Ohio, we thought that we would ask them to walk us though the Dashboard and Metrics that they are currently using and how these tools are making a difference. So I want to remind everyone you may have thoughts or questions that get inspired from this discussion. Please be sure to type these questions in the chat box below as we will have a few minutes to discuss the questions you generate. And with that, I’d like to hand the floor over to Tanya Calbert: Project Manager at the Ohio Department of Jobs and Family Services. Tanya?

  11. SAM: As some of you know, I have been contacting state grantees to gather examples of tools that are being used for your business engagement endeavors. Throughout these calls, its really apparent that people are making real changes on the ground and I’m glad to have had the opportunity to talk to any number of you about the progress that you are making in your plans, in your teams and throughout the states, and its exciting. So I really appreciate everyone who taken the time to get in touch with me. And we thought we would spend some a little time talking about the experiences and the transformation that teams are making or in the process of achieving. Not that our work is done, but rather just to check in on where you are at since the beginning of this project. So, early last week I had a great conversation with Karen Hoopes, who is the Statewide Coordinator for Business Development and Rapid Response in Colorado and asked if she would be willing to talk about the work that her and her team have been doing thus far. Once again, as Karen is talking feel free to type questions in the chat box below, as we will have a few minutes for Karen to answer a few. So with that I want to go ahead and hand it over to Karen.

  13. SAM So as I mentioned, Over the past 2 weeks I have been reaching out to all state grantees to gather examples of tools that you are using in your business engagement endeavors. We are hoping to gather as many of tools and examples that we can from each state, to share with your EBE Colleagues in the form of a resource toolkit for the EBE initiative. The resources that we are collecting are not specifically finalized.  Rather, this is meant to be a collection of tools and examples from states that have developed resources, even if they are just in the beginning stages of development. As many of you have told us, so much of the value of this EBE initiative has come from Peer-to-Peer sharing opportunities that have take place. We would like to build on this with this toolkit. Documents could include business or employer surveys, Talking points that you use when meeting with firms, Drafts of metrics or measures, Strategy or Branding documents Media coverage, Any other tools you can think of that others may benefit from or build on. I want to thank the state representative who have sent in materials so far and will continue to follow up with everyone to make sure that we received something from each state by next week. With that I would like to hand it back over to Kristin, who will take us through our next part of our webinar. Kristin?
  14. KRISTIN Thanks Sam. Before we move on to our next activity, I’d like to remind people about the firedrill possibility. We’re going to do a brief activity that I will explain momentarily. It may mean some of us getting off the line and dialing back in, so I wanted to remind you all that when you dial back in, do your best to use a real phone and turn off other potentially competing technologies.
  15. KRISTIN So we said there would be an activity and this is it. It will be fun. We promise. We hope you ’ve all gathered a piece of paper, marker or crayon and a digital or mobile camera per our requests (if not, we’re confident you can improvise). In keeping with our theme of the day - We ’d like you to do the following – In keeping with our theme for the day… First, discuss your transformation story with your team members. What ’s changed? How do you know? What enabled the change? Keep in mind that your transformations may be on different scales. Simply sharing the protocol you use when engaging employers with other programs may really change how business interactions occur. Or engaging a group of business people around something they are passionate about – helping kids graduate from high school for example – can really open up possibilities. Conversely, larger scale collaboration efforts can fee like they are stuck forever, then something happens that creates a breakthrough, a real game changer. We’re interested in transformations across the entire spectrum. Second, take your paper and markers or crayons and write one word or draw one image that represents your transformation story – how a focus on business engagement has changed what you do or how you do it and what difference it has made. The idea is to work in teams, so if you are not physically with your team members, You may need to ring or skype them. You may even need to ring one at a time, but please do try to get help and make it fun. When you have finished your word or drawing, When you have finished your word or drawing, take a digital photo of that word or image and send to [email_address] . Be prepared to talk for 2-3 minutes about this word or image near the end of our session today. During the 30 minutes we have allocated for this exercise, we will stay on the line for questions. You may either mute and stay or leave and rejoin. We will provide a warning at the 20 minute mark and again at the two minute mark. (The states that present get a pass. They are going to make coffee for the rest of us. All other states teams can go ahead and get started.)

  17. AHMAD Welcome back everyone. You may remember a couple of weeks ago during our last convening, we introduced David Hunn as one of our Subject Matter Experts. David is the ED of the Northern Virginia Workforce Investment Board and President and CEO of SkillSource Group, Inc. After the SEM session during which we first met David, a number of you emailed looking for the ROI report he cited and had questions about it, so we thought we ’d bring David back and let him talk at a little more depth. It seemed to fit nicely with our transformation theme: We heard the Ohio team talk about the kinds of measures they are using to incent transformation. We heard [STATE] transformation story. You worked on your own stories. And now we ’ll hear David talk a little bit how an ROI study helped document transformation in Northern VA. David?
