Children
Demographics: The total population of the block groups that intersect the EBDI
project area has decreased by 49% between 2000 and 2010 and there are 741
fewer households (a 42% decrease).
Children and Education: Households with residents under 18 make up 37.5% of
all households in 2010 compared to 45.2% in 2000. In addition, the number of
residents enrolled in preschool through 12th grade has decreased by over 70% to
426 enrolled in 2010.
Economic Well-being: While the rate of poverty has increased to 51.5% from
47.7% between 2000 and 2010, it is important to note that the raw number of
those with incomes below poverty has decreased by 54% and the number of
residents in the area for whom poverty status has been determined has
decreased by 58%. Therefore the poverty rate has increased. The percentage of
residents receiving public assistance has decreased to 13.2% in 2010.
Housing: The number of owner-occupied units decreased by 58% and the
homeownership rate is 27.9% in 2010 compared to 38.1% in 2000. The rate of
vacancy has increased from 34% in 2000 to 41% of units. These trends reflect
945 fewer units in the area overall in 2010. Of this decrease in units, 41% were
owner-occupied, 38% renter-occupied, and 21% vacant.

Median Household Income: Of the four census tracts that intersect the EBDI
project area, three experienced increases in median household incomes from 2000
to 2010 ranging from a 4% increase to a 130% increase. The average of these EBDI
census tracts was $17,306 in 2000 and $21,435 in 2010.
Gini Index: The Gini Index is a measure of income inequality and varies between 0
and 1.
•0= Complete Equality (all households have equal shares of income)
•1= Complete Inequality (one household has all the income).
•The closer the Gini Index is to 1 the greater the level of inequality.
•The Gini Index for the EBDI census tracts range between .39 and .53. This is
comparable to the Baltimore and Maryland indices, .49 and .44, respectively.
Income Distribution: The income distribution of residents in the area has shifted
between 2000 and 2010 with very low income residents making up 46% of all area
residents and 44% in 2010. The low income group ($15,000-$24,000) had the
largest percentage change of residents in that income group, a 60% decrease.
While the number of residents in the moderate to very high income groups did not
increase, the share of residents that fall in these categories increased due to the
decrease of 518 residents from the very low income group and 324 from the low
income group.
Share of Baltimore City: The number of residents in each income category in the
area compared to the Baltimore City total for each category reveals that a smaller
share of the city’s residents in the very low and low income categories reside in the
project area. For example, in 2010 the share of very low income residents in the
area (670) is 1.4% of the total in Baltimore City (47,955).

Please use with caution. 793 381 2000 2010 Households with Children Demographics: The total population of the block groups that intersect the EBDI project area has decreased by 49% between 2000 and 2010 and there are 741 fewer households (a 42% decrease). Children and Education: Households with residents under 18 make up 37.5% of all households in 2010 compared to 45.2% in 2000. In addition, the number of residents enrolled in preschool through 12th grade has decreased by over 70% to 426 enrolled in 2010. Economic Well-being: While the rate of poverty has increased to 51.5% from 47.7% between 2000 and 2010, it is important to note that the raw number of those with incomes below poverty has decreased by 54% and the number of residents in the area for whom poverty status has been determined has decreased by 58%. Therefore the poverty rate has increased. The percentage of residents receiving public assistance has decreased to 13.2% in 2010. Housing: The number of owner-occupied units decreased by 58% and the homeownership rate is 27.9% in 2010 compared to 38.1% in 2000. The rate of vacancy has increased from 34% in 2000 to 41% of units. The average of these EBDI census tracts was $17,306 in 2000 and $21,435 in 2010. Gini Index: The Gini Index is a measure of income inequality and varies between 0 and 1. •0= Complete Equality (all households have equal shares of income) •1= Complete Inequality (one household has all the income). •The closer the Gini Index is to 1 the greater the level of inequality. •The Gini Index for the EBDI census tracts range between .39 and .53. This is comparable to the Baltimore and Maryland indices, .49 and .44, respectively. Income Distribution: The income distribution of residents in the area has shifted between 2000 and 2010 with very low income residents making up 46% of all area residents and 44% in 2010. The low income group ($15,000-$24,000) had the largest percentage change of residents in that income group, a 60% decrease. While the number of residents in the moderate to very high income groups did not increase, the share of residents that fall in these categories increased due to the decrease of 518 residents from the very low income group and 324 from the low income group. Share of Baltimore City: The number of residents in each income category in the area compared to the Baltimore City total for each category reveals that a smaller share of the city’s residents in the very low and low income categories reside in the project area.
