Introduction to me, and BSI…. First want to give a reminder of 16001, what it is and how it can help you effective manage your energy use and then look forward to what to expect from ISO 50001 Then look at how you can prove the effectiveness of your energy management and energy reductions through the new BSI Kitemark scheme for energy reduction verification Finally, hand over to Bill Wilkinson of Camfil Farr to share with you his experience of implementing and working with BS EN 16001 and the ERV to improve his organisations energy management
Many organisations are already taking action to manage energy use and reduce their energy consumption, and new technology offers many a solution. But how do you know what activities are the greatest users of energy, whether they are operating efficiently and where the greatest costs saving opportunities can be made? How can you know whether the actions you are taking are successful in systematically managing energy consumption enabling you to deliver continuing reductions and cost savings? The answer for many is through the implementation of an energy management framework in the form of the energy management system standard EN 16001. The standard was developed by the European commission to help support governments in their Energy Efficiency improvement programmes and help all organisations of any type and size to improve their energy efficiency There was concern that there were a plethora of local standards being produced and so the European Commission developed a European wide standard which built upon the good initiatives already started within Europe. It was developed with the full consensus of interested parties and so it is considered as best practice not general practice It was adopted in the UK as the national standard for energy management systems back in October 2009 Since then, there have been 17 certificates issued by BSI globally with 6 of those in the UK
So what is BS EN 16001? Whilst an organization may already have informal processes in place , BS EN 16001 provides a formalised framework for managing energy through a set of requirements for an energy management system and is structured following Deming’s plan do check act approach – common across many of our management systems including ISO 14001 for environmental management and ISO 9001 for quality management Plan – provides the framework for an organisation to identify its significant energy aspects and impacts, define an energy policy, establish legal requirements, set objectives and targets relating to energy performance and determine processes and procedures that will deliver against those objectives, targets and policy Do….- is about putting those plans into practice, determining roles and responsibilities, communicating the systems and policies to staff and training them to ensure they are competent to carry out the system activities, putting operational controls in place and keeping records Checking provides systematic approach to monitoring and measuring both performance such as energy use and implementation of your system through internal audits And finally Act formalises the process for reviewing the effectiveness of your systems in delivering against your objectives and policies and identify those areas that can be improved. And it is this feedback loop that ensures an organisation can continue to make improvements to their systems and ultimately reduce your energy use.
But as we know too well, everything changes. As with most standards, the International Standards Organisation is currently working on an international standard for energy management systems that is based on the same plan do check act approach of BS EN 16001 and will be known as ISO 50001. The committee is made up not only of UK and European representatives but reps from all over the world. Work started back in early 2009 and the first draft was published for public comment in June 2010. Final draft was published a few weeks ago and we expect publication to be towards the end of the summer / early Autumn this year.
But for many having an energy management system in place is not enough – you may have to prove the effectiveness of your energy management system and reductions in energy use – such as for the Carbon Reduction Commitment Energy Efficiency Scheme For these such organisations BSI has developed the Kitemark scheme for energy reduction verification enabling organisations so meet such demands. The scheme is based on the energy management system approach offered by BS EN 16001 in that it requires an organisation to demonstrate effective management of energy use before verifying the reductions over a three year period. The scheme is applicable to any size of organisation though has been written specifically with the CRC in mind. As such, it has been approved as recognised scheme under the Early Action Metric, enabling organisations to improve their position on the published performance league table, securing higher repayments and bonuses and protecting the organisation’s reputation
The kitemark scheme is the first scheme to be developed based on the best practice energy management system standard – BS EN 16001. For those of you that are already familiar with management system standard such as ISO 14001 or ISO 9001, adoption of the requirements of BS EN 16001 should be an easy transition for you to make as they are all based on the Plan do check act approach with many common elements. BSI has also produced comparison documents between ISo 9001, ISo 14001 and BS EN 16001 to help you identify the gaps As the scheme is based on BS EN 16001, it places an organisation in a very good position to implement all the requirements of an energy management system which ensures the organisation has a framework in place to identify, manage and realise all the opportunities for reducing energy use on an ongoing basis. i.e. embed energy management into the culture of the organisation, ensuring that systems are implemented and effective and that behaviour changes needed to ensure reductions do occur. This is critical as the value of the Early Action Metric of the CRC diminishes over time. In year two of the CRC, only 40% of the calculations for the position on the league table will be taken from the EAM and is reduced further to 20% in year 3 as opposed to 1005 in the first year. The rest of the calculation will be based on actual reductions and the growth metric. So effective systems that help organisations manage, monitor and improve energy use and realise these reductions, such as BS EN 16001, will have the biggest value. Because Kitemark ERV scheme has been designed specifically with the CRC requirements in mind only greenhouse gas emissions from energy use are taken into account without complicating the measurement with the impact of other sources of carbon such as transport And finally, the Kitemark can win organisations the trust of their stakeholders, investors, clients and employees by demonstrating their commitment to responsible energy management. Consumers do not trust environmental claims unless they have been independently verified – but they do trust the BSI Kitemark. Research conducted by Consumer Focus showed that nearly 58% of consumers think that a lot of companies pretend to be green just to charge higher prices while, according to BSI research, 88%* believe Kitemark shows a reputable company. .

Here is a simplistic view of a ventilation system, so we can better understand the rest of the presentation. We need to take external air and make it suitable for internal use (stable temp, humidity, remove pollutants etc) All the components of the ventilation system work to prevent air movement (flow resistance) which we measure as pressure loss. Water will not flow up hill against gravity, you need a pump and the input of energy. The fan is the same, it requires the input of energy to drive the air through the ventilation system. This is where the energy cost arises from The flow resistance of most components is fairly stable through life, However the flow resistance of filters depends on their construction and varies through life, this is where the opportunity for energy and cost optimisation arises.
Money 16001 is only standard that actually addresses cost . More so Saving money This will be of huge importance to all budget holders in private and public sector right across the spectrum And The penny has dropped Save energy reduce co2 emissions and Save some money. In these difficult times we are looking for every penny we can find. In energy intensive organisations this can be seen as the new profit Even the trade unions see the potential , and the impact that their members can have on it. Well, I suppose we have always measured energy consumption and a pivotal change in my mind was when Camfil invested in a residential Industrial Management Course over 4 intense weeks in 2006, and we spent a considerable amount of time at the KTH University in Stockholm. KTH have an Energy Faculty and impressed upon me that we were rapidly running out of energy sources, demand is rapidly exceeding rly affected as reliance on gas across 2 continents coupled with pitifully inadequate storage facilities, nuclear power capacity would decrease dramatically as old power stations were decommissioned and no provision had been made to replace them. In short the “Lights were going to go out” EPBD the European Parliament Building Directive We also had a vested interest of course, as an air filter manufacturer we could influence energy consumption by simply accommodating a “Low Energy Air Filter” in existing air handling units. In doing this the energy consumption would reduce in this equipment by between 25% and 50%. With the escalating price of energy this seemed to fit in the first place economically and then ticks all the other boxes, compliance and legislation, environmental and socially.
