Propose an Infrastructure to
Establish E-Government Concept
   in Sri Lanka and Simulation

Introduction


“E-Government” is a successfully implemented electronic
concept (e - concept) in most of the countries, which is the use
of Information and Communication Technology for
services, activities and tasks of a Government to provide an
effective and efficient service to the general public.

The infrastructure of an e-government system is the
communication and information sharing among government
organizations to provide a better service.
Government-to-Government (G2G)


Rather than acting as stand-alone entities which has no relationship
with each other, interconnectivity between such organizations is a
major concern in e-government and it is called as Government-to-
Government (G2G) delivery model.

Two types of G2G models
  Internal facing
  External facing

Internal facing is to joining up a single government department
agency, organization and authority and external facing is to joining up
multiple government information systems.

Government of Sri Lanka is also having a plan and roadmap
towards an e-government; but the important fact is
that, within the “eSri Lanka” roadmap there is no
implemented system or plan to organize intra-government
communication to increase effectiveness and efficiency of
government organizations and provide more organized
services to the public, instead of providing services through
individual web portals of such organizations.
Objectives


Project is aimed to design and propose a proper and stable
solution to organize and implement G2G services and a
communication system for the current “eSri Lanka” program,
which is headed towards establishing an e-government system
for Sri Lanka.

A Simulation of the designed solution for a better
understanding is another target achieved through this project
work.

Conclusion


Solution has shown the value and power of data collected on a
day to day basis at government organizations , if they can share
them with each other.

Solution will increase the efficiency and effectiveness of G2G
services in 75%.

The proposed solution is a good and feasible one that needs
improve and be implemented in Sri Lanka as a baseline to the e-
government program .
Future Enhancements

Face recognition system using CCTV cameras placed in various places to
identify victims.

Improve vehicle identification using CCTV cameras through better
organized and globally shared information about vehicles and owners.

Improve banking processes through better organized and globally shared
information about account holders and loan/lease applicants.

Easy verification system for personal, financial and security details in
passport/visa application process.

Accurate information about history of a person and lived places to improve
current school admission process.
