5.  Construction is one of the most challenging tasks, and the entire
process of construction involves several steps. If you think
construction only involves consultation, surveying, planning,
designing, and reviewing for approvals, there is more to it.

6. What is Work Permit in Construction?
• A Work Permit is a written form or document
used to authorize the jobs that endanger workers to
the serious hazards. It recognises the work to be
done, the hazards involved, and the necessary
preparation and the precautions for the job.
• It is an agreement between the Issuer & receiver
that the work to be done will be carried out in
accordance with the provisions stated in the
permit.

7.  The Work Permit system was developed to provide safety
in the workplace by controlling potential hazards inherent
to the industry.
e.g In the construction industry, work must be done under controlled
conditions to ensure the safety of workers and facilities.

12. Cold Work Permit
Work activity that does not produce a source of ignition for
flammable mixtures .
e.g • Any work which require opening vessels, pipes, manholes
etc.• Erection / Removal of scaffolds
• Insulation & painting jobs • Equipment greasing and lubrication
 Electrical Work Permit
Is required for work on any electrical circuit or equipment, and
MUST be carried out by persons holding Formal Electrical
Qualifications.

13.  Hot Work Permit
It is required for Work activity capable of
supplying ignition source for flammable
mixtures , which could generate an ignition
source such as fire, naked flame, heat or spark.
e.g Welding, Soldering, cutting of metal into
pieces

14.  Pressure System Work Permit
Is required for any work involving equipment
which is usually
under pressure, may be under pressure, or any
work involving
pressurized operations.
e.g Leak-off Test,

15.  Explosive and Radioactive Work Permit Is required whenever
explosives or radioactive substances are to be used or handled.

 Confined Space Entry Permit
Is required whenever a person’s upper body or head enters into a
confined space. Is large enough and configured so that an individual
can bodily enter and perform assigned work.
e.g furnaces, boilers, excavations, pits, sumps, pipes etc.

17.  Description of the job.
 The type of job (cold or hot).

18.  Issuing Permit
 For each construction site Only One Permit Authority is
responsible.
 In order to issue a work permit,
 Firstly, notify Permit Authority
 Secondly, Site Inspection and Site briefing may be required
 Thirdly, the permit is prepared
 Safe work permit should be made out in three copies:
 One retained by issuer
 Second for workers directly involved in the task
 Third for safety department

19. In the case of operational plant, the Company normally has its own
permit system. The Operation Manager of the affected section of the
plant or his designated representative shall be the permit issuer. In a
non-operational area but existing facilities are already in place, The
Contractor Area Construction Managers or Company Section head shall
be the issuers of the permits.
 The Issuer has the sole authority to issue the permit.
 The Issuer shall be fully aware of site conditions, the type of work to be carried
out and all the requirements stated in the permit.
 The Issuer shall conduct an onsite inspection jointly together with the Receiver
to ensure that site conditions are safe to permit the work and all requirements
stated in the permit are implemented prior to the issuance of the permit.
 The Issuer shall withhold the issuance of the permit if the requirements are not
met, or site conditions are not safe for the work to carry out.

20. • The Issuer shall, if noticing the presence of any other
potential hazards, risks that may jeopardize the safety
of the worker, tools or equipment advice the Receiver
of appropriate countermeasures to be taken.
• The Issuer shall ensure that all required safety-
monitoring measurements are properly done and so
stated in the permit.
• The Issuer shall ensure all personnel involved in the
work are fully aware of Emergency procedures.
• Once informed the work is completed, the Issuer shall
visit the site jointly with the Receiver to ensure that the
work is ceased and the site is kept clean and tidy
without any smouldering exist.

21. Task supervisors who are directly responsible for the work stated in the
permit shall be the Receiver of the Permit. He shall clearly define the
job to be done, the exact location and nature of the work. Also to ensure
that the conditions on the permit are met in full.
 The Receiver shall be fully aware of all requirements stated in
the permit and comply with them at all times.
 The Receiver shall fully brief the work crew to ensure that
requirements are clearly understood by the crew under his
supervision.
 The Receiver shall ensure the work is performed in accordance
with the conditions specified in the permit. He shall remain at
the work site to supervise the work.
 The Receiver shall ensure that under no circumstances shall by
his own discretion or his crew change the original scope of the
work, which is described in the permit.

22.  The Receiver shall request a new permit in the event a change in
the scope of the work becomes necessary.
 Whenever site conditions are drastically changed, the Receiver
shall immediately stop the work and inform the Issuer of the
change for further instruction from him.
 Upon the occurrence of an emergency the Receiver shall
immediately stop the work and shut down all equipment.
 The Receiver shall report the completion of the work or the
expiration of the validity of the permit to the Issuer and ensure
that the site is kept clean and tidy without any
smouldering/ignition sources.
 If the work in progress requires extending the validity stated in
the permit, the Receiver shall suspend the work and request an
issuance of new permit.

23.  The HSE Permit Coordinator designated by Area
Construction Managers is responsible for daily
coordination of the work permits.
 He is responsible for full clerical control of the
system including retention of the closed out
Work Permits for one-month period.
 Has the full overview of the planned, open and
suspended work permits on visual display in his
permit to work office.

24.  Personnel who are authorized by
Management to sign on the work permit shall
have through knowledge of the work to be
performed and the conditions under which the
work will be performed.

25.  End of a Work Party’s shift
 The nominated expiry time on the Permit
 Work is suspended, or delayed due to shift
change
 The Permit Holder is no longer available
 The sounding of an emergency alarm
 Cancelled by the Permit Authority
 Cancelled by the Operator Representative
 Work is completed

26.  This section is to be completed by the asset holder site supervisor
on daily bases at the site where the job is being carried out,
 Daily revalidation of the permit is done for the period of 7days
max, on expiry,
 if the job is not yet completed, a new permit is raised again after the
JHA is reviewed.

 WORK ACCEPTANCE AND CLOSURE OF PERMIT ( This
is a common feature with PTW procedure in the Oil &
Gas Sector).

27.  Permits are being prepared too far in advance, or the work has
commenced .
 The workers are not following, or do not understand the
requirements of the permit system and the reason for it
 The person signing the permit has not inspected the job site to
see if all the necessary procedures ( Lock, Tag & Try, Isolation,
testing etc )
 Supervisors are not enforcing or monitoring the work permit
system
 The type or format of the permit does not conform with task to
be completed.

28. The safety watch must be knowledgeable in:
 The Emergency Response Plan
 The communication Procedure
 The Safe Operating Procedure
 The activities surrounding the work site

29.  The safety watch must:
 Keep himself from imminent danger
 Be knowledgeable about all aspects of the permit
 Monitor atmosphere levels
 Stay alert at all times
 Remains at designated post at all times when personnel have
entered in confined space.
 Watch for potential hazards and alert the workers inside.
 Maintain entry log.

31.  The Permit to Work is designed to provide a safe system
of work that can be applied to works identified by virtue
of perceived risks.
 This shall be applied to the Contractor controlled
Construction activities on the Project.
 Permit requirements for activities other than those
mentioned in this procedure will be re-evaluated
especially for potentially hazardous activities where an
extra degree of work control is felt to be appropriate.
