The Disaster Management Act of 2005 established a framework for managing disasters in India across four levels - national, state, district and local. At the national level, it created the National Disaster Management Authority (NDMA) headed by the Prime Minister and the National Executive Committee to assist the NDMA. Similarly at the state and district levels, it established State and District Disaster Management Authorities and Executive Committees. The act defines the roles and responsibilities of various authorities in preparing and implementing disaster management plans, as well as their powers during response and relief operations.
