The evaluation of a grant proposal is extremely important. Any grant-writer should know how the grant will be evaluated as they are crafting the proposal. Evaluation criteria may vary from grant to grant, given the nature of the organization and funding. However, there are some evaluation criteria that are more universal. I researched three different grants and looked at their grading criteria to gain a better understanding. The first grant was from the Department of Health and Human Services (HHS), and provides funding for schools to initiate head start programs in their area. The second set of evaluation criteria I reviewed covered all grants related to biomedical research from the National Institute of Health (NIH). Lastly, I reviewed the evaluation criteria for Operating Grants from the Canadian Institutes of Health Research. Perhaps the most common criteria for all three grants was the impact that each proposal would create if funded (CIHR, 2016). There seems to be a large focus on the societal impact and significance of the research beyond the specific field. Another important aspect was how the proposal project actually addresses an issue. For example, the HHS uses this criteria specifically: “describes how it will direct head start resources to the greatest need,” (HHS, 2015) so that they can make sure the money is put to good use. This also relates to the criteria that all three used which addresses the issue of whether or not the research is addressing an actual problem, or filling in a gap to improve things. The HHS and NIH grants both look for originality, which seems like legitimate evaluation criteria. A major theme for all three grant evaluation criteria is also the applicants. For example, they look at the qualifications of the applicants, their experience, training, etc. This is important because organizations want to know that if they grant the money, the applicants will actually be able to implement the program successfully.
Based on my research, I would author a grant differently after reading the evaluation criteria. For starters, I would reassess all the details of the grant proposal and examine the
why
and
how
of how my organization will effectively implement the program with the proposed grant money. By knowing exactly what the grant is evaluated is helpful because you know exactly what they are looking for with your proposal. It can also be a wakeup call for an organization to truly assess your capabilities. For example, even though your organization could benefit from the grant, is your organization actually capable of overseeing, implementing, maintaining a new program or project? As a strategy, I would collaborate with similar organizations who have had successful grant proposals with similar agencies to get their input. It could also be helpful to have as many details as possible planned for the actual imp.

Learners who are doing action research for their dissertation will use this form to go through the process of scientific merit review. The goals of this process are: (1) to facilitate the planning of the details of your action research project, (2) to ensure that the proposed project has rigor and allows for scientific merit review, and (3) to facilitate your progress through the dissertation. This is not an addition to your dissertation but rather a step to assist you in obtaining mentor, committee, school, and IRB approval more efficiently. You must obtain mentor, committee, and school approval of your Research Plan before submitting your IRB application.
Scientific Merit Criteria
The following criteria will be used to establish scientific merit. The purpose of the review will determine if the proposed project:
1. Contributes to society by improving a practice
2. Documents need for change by utilizing evidence-based needs assessment
3. Meets certain “Hallmarks” of a good action research project including:
a. Action research design

ii. Participatory
iii. Defined Action PlanScientific Merit ApprovalYour completed SMART form will be approved, not approved, or deferred for major or minor revisions. Your committee will use a checklist to determine if the study meets the criteria for scientific merit and the committee will provide specific feedback designed to identify any issues that need to be resolved related to the scientific merit. You will have up to three opportunities to submit this form for committee approval.
Obtaining scientific merit approval does not guarantee you will obtain IRB approval. The IRB review will focus on ethical issues. A detailed ethical review will be conducted during the process of IRB approval.Recommendations for How to Use This FormThe SMART form is intended to help you and your mentor plan the design and details of your dissertation. Once your mentor approves your SMART form, your entire committee will review the form for scientific merit. When the entire committee approves your SMART form, then it will be submitted for school approval. It is recommended that you use this form in a step-by-step way to help plan your design. Expect that you will go through a few revisions before your mentor and committee approve this form.
Tips for filling out the SMART form:

The issue of open-source models in the cost-effectiveness and disease-level (collaborative) models has been brewing for many years. There has been a marked growth in open science, and funding bodies and publishers increasingly require that research data be made available. As mentioned in our previous Issue Panel, “cost-effectiveness models synthesise a wide range of evidence to facilitate extrapolation over time and from intermediate to final decision endpoints. These models are often statistically sophisticated and require assumptions that are not directly testable. This can lead to decision-makers “discounting” the results of cost-effectiveness analyses, particularly if the developer is seen as partial.” Open-source models, then, would encourage greater transparency in pharmacoeconomic modeling and the reuse and updating of the best/most useful models; they are essential if cost-effectiveness analyses are to be widely accepted to reduce bias, increase transparency, improve model access, and allow for faster access to critical knowledge. The ISPOR-SMDM guidelines and the EUnetHTA joint action projects, are supportive of these views on collaboration, transparency, confidentiality, processes and consistency offered by the availability of open-source models to improve decision-making around health care and reimbursement. With openness and sharing, however, come issues of copyright and access and a need to define how model sharing can be achieved in a fair and equitable manner. There is, therefore, a need to develop an ongoing dialog on openness, especially where the research may be considered precompetitive and not worthy of IP investment. The pros and cons of open source models and the proposed mission of the Open Source Model SIG to curate an ongoing dialog regarding issues around creating, disseminating, sharing, evaluating, and updating open source cost-effectiveness and comparative effectiveness models will be debated amongst SIG members.

I opted for “This Land is My Land” topic due to my insightful interest to explore historical events related to patriotism and balancing power between Europeans and Natives in situations such as trade negotiations. The trade aspect drove me to be specific on the focus question that need to address the impacts of Pequot War to Europeans and Natives. In this case, the contact of both had profound effect where balance of power shifted overnight from natives to Europeans. My choice is therefore grounded on the enthusiasm to discover more knowledge into this particular aspect.

Learners who are doing action research for their dissertation will use this form to go through the process of scientific merit review. The goals of this process are: (1) to facilitate the planning of the details of your action research project, (2) to ensure that the proposed project has rigor and allows for scientific merit review, and (3) to facilitate your progress through the dissertation. The following criteria will be used to establish scientific merit. The purpose of the review will determine if the proposed project:

2. Documents need for change by utilizing evidence-based needs assessment
3. Meets certain “Hallmarks” of a good action research project including:

Obtaining scientific merit approval does not guarantee you will obtain IRB approval. The IRB review will focus on ethical issues. This can lead to decision-makers “discounting” the results of cost-effectiveness analyses, particularly if the developer is seen as partial.” Open-source models, then, would encourage greater transparency in pharmacoeconomic modeling and the reuse and updating of the best/most useful models; they are essential if cost-effectiveness analyses are to be widely accepted to reduce bias, increase transparency, improve model access, and allow for faster access to critical knowledge. The ISPOR-SMDM guidelines and the EUnetHTA joint action projects, are supportive of these views on collaboration, transparency, confidentiality, processes and consistency offered by the availability of open-source models to improve decision-making around health care and reimbursement. With openness and sharing, however, come issues of copyright and access and a need to define how model sharing can be achieved in a fair and equitable manner. There is, therefore, a need to develop an ongoing dialog on openness, especially where the research may be considered precompetitive and not worthy of IP investment. The pros and cons of open source models and the proposed mission of the Open Source Model SIG to curate an ongoing dialog regarding issues around creating, disseminating, sharing, evaluating, and updating open source cost-effectiveness and comparative effectiveness models will be debated amongst SIG members.

I opted for “This Land is My Land” topic due to my insightful interest to explore historical events related to patriotism and balancing power between Europeans and Natives in situations such as trade negotiations. The trade aspect drove me to be specific on the focus question that need to address the impacts of Pequot War to Europeans and Natives. In this case, the contact of both had profound effect where balance of power shifted overnight from natives to Europeans. My choice is therefore grounded on the enthusiasm to discover more knowledge into this particular aspect.

A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

- 1. Discussion: Proposal Selection Process What happens once a proposal is submitted? How are funded proposals selected? Funders apply a variety of strategies to select the proposals they are going to fund, including using scoring matrices, internal review staff, external reviewers, and members of their boards. Public funders use a different system than private funders. Federal grants, for example, provide scoring criteria and include point values for those criteria. Private funders have greater flexibility and may even require all members of their board of trustees to have conversations about the applications. Their decision-making process may seem more “personal” and could include back-and-forth communication with the applicant. In preparation for this Discussion, carefully look at any “review process” information included with your RFP and/or funding source information. With this in mind: Address the following in a Discussion board post: An outline of the review process of the funding source/RFP you selected What criteria are used? What do you see as the benefits and challenges of this review process? How can you use this understanding to better prepare your proposal?
