Adopting a Constructivist Grounded Theory Method, this thesis conducted in-depth interviews with 57 purposefully selected participants, comprised of practising librarians, researchers, metadata consultants and library users. The interview data was analysed using three stages of iterative data analysis: open coding, focused coding and theoretical coding. The analysis resulted in the emergence of four Core Categories, namely, metadata Enriching, Linking, Openness and Filtering. Further integration of the Core Categories resulted in the emergence of a theory of digital library metadata; The Theory of Metadata Enriching and Filtering. The theory stipulates that metadata that has been enriched, by melding standards-based (a priori) and socially-constructed (post-hoc) metadata, cannot be optimally utilised unless the resulting metadata is contextually and semantically linked to both internal and external information sources. Moreover, in order to exploit the full benefits of such linking, metadata must be made openly accessible, where it can be shared, re-used, mixed and matched, thus reducing metadata duplication. Ultimately, metadata that has been enriched (by linking and being made openly accessible) should be filtered for each user, via a flexible, personalised, and re-configurable interface. The theory provides a holistic framework demonstrating the interdependence between expert curated and socially-constructed metadata, wherein the former helps to structure the latter, whilst the latter provides diversity to the former. This theory also suggests a conceptual shift from the current metadata principle of sufficiency and necessity, which has resulted in metadata simplicity, to the principle of metadata enriching where information objects are described using a multiplicity of users’ perspectives (interpretations). Central to this theory is the consideration of users as pro-active metadata creators rather than mere consumers, whilst librarians are creators of a priori metadata and experts at providing structure, granularity, and interoperability to post-hoc metadata. The theory elegantly delineates metadata functions into two: enriching (metadata content) and filtering (interface). By providing underlying principles, this theory should enable standards-agencies, librarians, and systems developers to better address the changing needs of users as well as to adapt themselves to recent technological advances.

Abstract: Ensuring persistent access to digital content is a challenge confronting contemporary institutions of all types and sizes, regardless of professional, disciplinary or organizational context. Introduced in 2002, the term digital curation describes an array of principles, strategies and technical approaches for enabling the use and re-use of reliable and trusted digital content into the indefinite future. Trusted digital repositories have emerged as one strategy in response to today's digital curatorial challenges. Successful digital repository development and deployment necessitates coordination and collaboration among an array of actors, resources, and diverse, potentially divergent requirements. The literature contains an assortment of digital repository planning and best practice recommendations and resources, though reports on actual, as opposed to perceived or potential, roadblocks and obstacles are less reported. Drawing from a first-hand account of an extensive, multi-year digital curation and repository project at a major research university, this presentation provides an overview of what was done, including what worked and what didn’t, and resulting recommendations for advancing digital repository planning, implementation, and research.

About the Webinar Big data is being collected at a rate that is surpassing traditional analytical methods due to the constantly expanding ways in which data can be created and mined. Faculty in all disciplines are increasingly creating and/or incorporating big data into their research and institutions are creating repositories and other tools to manage it all. There are many challenge to effectively manage and curate this data—challenges that are both similar and different to managing document archives. Libraries can and are assuming a key role in making this information more useful, visible, and accessible, such as creating taxonomies, designing metadata schemes, and systematizing retrieval methods. Our panelists will talk about their experience with big data curation, best practices for research data management, and the tools used by libraries as they take on this evolving role.

DILL Digital Library Learning

In 2006 a group of library and information studies academics and experts from three European universities – Oslo University College in Norway, Tallinn University in Estonia and the University of Parma in Italy - began talks and consultations to develop a Master programme to impart knowledge and skills in digital libraries. The outcome was the formation of the two-year International Master in Digital Library Learning (DILL) programme. After taking in the first batch of 18 students from 16 different countries across the world in 2007, DILL has continued to train different cohorts of varying numbers in the last decade. In this paper, I identify the various stages in DILL’s developmental process following a community of practice framework by (Wenger and Snyder, 2000). Data was drawn primarily from literature including the various DILL websites from the different consortia institutions, combined with a reflection of my own experience of the DILL programme and activities. My analysis of the DILL programme is mainly based on the activities of its first two years, as I was a member of the first batch of DILL students. However, my continuous association with key contacts in the programme also offered useful observations that provided data for this study. While DILL was planned to primarily provide education for the Digital Librarian new professional, specific details of the programme also offer extensive knowledge in other areas including understanding of innovative digital services, interactive digital exhibitions, gamification techniques (such as topic maps), etc. There was also understanding of skills in knowledge management and human resource management, which are still relevant for emerging trends in modern global education and digital information environment. The programme is rich with expert local professors and numerous visiting lecturers who made DILL a unique learning experience. DILL programme is developing into a virtual community of experts who collaborate from various locations of the world to discuss and share ideas not only on digital library related issues, but also other issues that can enhance the development of members within the community and beyond. DILL provides a useful model for other disciplines where experts seek to collaborate to develop consortia programmes to advance knowledge in their area. The fast developing digital technologies and changing library and information studies environment have resulted in new competencies and skills required of modern digital librarians. As DILL steps into its second decade, the programme may be more effective if its curriculum content is targeted to evenly assess the professional knowledge, generic skills and specific personal competencies of today’s digital librarians.

Rethinking Stakeholder-Helixes Strategies Session organiser(s) Paul Cowie, Future Cities Catapult, UK: paul.cowie@newcastlel.ac.uk Igor Calzada, Unviversity of Oxford, UK: igor.calzada@compas.ox.ac.uk Smart City-Regions and Smart Specialisation Strategies (S3) are now driving significant policy development in city regions in Europe. However, the ‘smartness’ in these strategies is dominated by a technological hegemonic understanding of the city region. The discourse is centred on knowledge flows and data aggregation which allows the city-region to modelled and managed. At the same time, territorial innovation models such as the triple/quadruple/penta-helix models also seek to understand the city-region as a system of knowledge flows between stakeholders. In this case, stakeholders’ interdependencies and their social and culturally rooted practices are just as important as the data and technical knowledge itself. Indeed, the role of institutions seems to be strategically substantial in order to foster ecosystems of experimentation engaging not only the public sector, private sector and academia but also civic society, social entrepreneurs and activists. There is a growing critique of the more technocratic smart city strategies. The early pioneers in the field have not always delivered on their promise. There is also a growing challenge to the discourse that sees cities as machines, corporations or biological systems that can be broken down into their component parts and understood. Hence, there is a gap therefore between the objective city to be found in many of the technocratic data driven solutions to the problems faced by city regions and the subjective city to be found in the everyday experience of the citizens of city-regions. This special session is therefore seeking papers from academics and practitioners working at the frontier between the subjective and objective city-regional configurations in Europe. We would like to stimulate critical governance debate that challenges some of the assumptions and norms embedded in smart city-region strategies and suggest ways in which the divide between subjective and objective city-region can be bridged by different models capturing stakeholders interactions such as those so-called stakeholder-helixes strategies. Data science (DS) poses key organizational challenges for academic institutions. DS is a multidisciplinary field that includes a range of research methodologies and fields of inquiry. DS as a domain is interested in many of the same issues as libraries: data access and curation, reproducibility, the value of ontologies, and open scholarship. At the same time, identifying opportunities to collaborate and deploy unified services can be challenging. The Data Science Environment (DSE) program, co-funded by the Gordon and Betty Moore and Alfred P. Sloan foundations, provides resources to help universities develop collaborations between researchers, develop tools in DS, and create new career paths for data scientists. Working groups within the DSE focus on reproducibility, career paths, education/training, research methods, space issues, and software/tools. This program has introduced new opportunities for libraries to explore how to engage with this community and consider how to bring the expertise in the DS community to bear on library missions and goals. In this panel, program members from each of the three partner universities, the University of Washington, New York University and the University of California, Berkeley, consider the research questions of the DSE and the organizational impact of these groups in the University as a whole and for the libraries specifically. The panel will employ a case-study presentation model framed through three lenses: the role of data sciences in information science, the potential career paths for data scientists in libraries, and the potential amplification of information services (e.g. data curation, institutional repositories, scholarly publishing). A Strategic Approach: GenAI in Education

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction. This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
