Dairy development activities in the state aim to improve socioeconomic conditions for rural communities. The state runs cattle breeding farms and cooperates with the Orissa State Co-operative Milk Producers Federation to procure, process and market milk. Various central government schemes provide financial assistance and have helped increase milk production in the state from 584 thousand metric tons in 1994-95 to 1282 thousand metric tons in 2004-05. Key activities include operating cattle breeding farms, procuring milk through dairy cooperatives, and providing training and financial assistance to farmers to boost milk production.

Diary Development
Diary Development activities in the State plays a vital role for up-gradation of socio-
economic status of the rural poor. Dairy Development activities are undertaken through
ARD Department and Orissa State Co-operative Milk Producers Federation Ltd. (OMFED).
Similarly, National Project for Cattle & Buffalo Breeding (NPCBB), a Central sponsored
scheme is in operation to upgrade the local cattle & buffalo population and create
productive stock in the State. Presently, 8 LBD Farms are functioning under the ARD
Department for the purpose of production of breeding bulls to upgrade the local stock and
the demonstration purpose for the farmers. Presently, OMFED has taken up the
responsibility of milk procurement, processing, marketing through Dairy Co-operatives. In
order to boost up the Diary Development activities in the State financial assistance are
being provided by the Govt. of India under different schemes. So also farmers are being
provided financial assistance for keeping the cows under different schemes to develop
their socio-economic status and also employment facilities are provided, out of those
programmes. The details of which are indicated below:
Scenario of Milk Production:
Milk production in the State since 1994-95 is no the rising trend. During the year 1994-95
the estimated milk production of the State was 584.39 TMT and it reached at all time high
production of 1282.76 TMT during the year 2004-05. All out efforts are being made to
improve the milk production in the State. The year wise milk production and per-capita

The different ongoing activities for the purpose of Dairy Development in the State are as
follows:
Dairy Farms:
There are 7 nos. of LBD Farms and one ECB Farm are functioning in the State. These
farms were established in the State with the following objectives;
These farms act as a Demonstration Unit to the farmers interested in the AH Programme
in the locality. In the past years, the different breeds like, Red Sindhi, Haryana, Murrah
Buffalo, Cross-bred Jersey animals were maintained in the different LBD Farms, where as
pure Jersey animals were maintained at Exotic Cattle Breeding Farm, Chipilima.
Out of 11 LBD Farms and one ECB Farm, the LBD Farm at Phulbani has been closed and
presently the Goat Rearing Farms is functioning in the campus. There are no Dairy cows
at LBD Farm, Bhawanipatna, Bolangir and Kathapal. The FSB, Bhawanipatna is functioning
in the campus of LBD Farm, Bhawanipatna and bull calves are groomed there for FSB at
Kathapal Fodder Seed Production Farm is functioning. At Bolangir there are no animals in
the Farm and buildings are in damaged position.
At present, in total 8 Farms are functioning in the State. The types of breeds maintained
at different Farms are indicated below:

The status of LBD / ECB Farm as on 30.11.2005
OMFED:
Presently, OMFED has taken up the responsibility of Milk Production & Marketing in all
districts of the State through Dairy Co-operatives. The financial assistance provided by
Govt. of India for Dairy Development activities are being utilized by OMFED for different
districts Milk Unions. The ongoing projects of Govt. of India being implemented in the
State as follows:
Integrated Dairy Development Project (IDDP):
Govt. of India is providing cent percent financial assistance for Dairy Development
activities in the State in different phases of IDDP. First Phase of IDDP started during the
year 1993-94 and so far three phases of IDDP has been completed. Presently, IDDP
Phase-IV & V are in operation and the achievements are as follow:
IDDP Phase-I
This project was sanctioned at a total cost of Rs. 631.00 Lakhs covering the period from
1993-94 to 1996-97 and implemented in 9 districts viz. Koraput, Rayagada,
Nawarangpur, Kalahandi, Nuapada, Bolangir, Sonepur and Boudh. In this phase
infrastructure facilities like – installation of 4 Chilling Plants at Phulbani, Nawarangpur,
Nuapada and Saintala in Bolangir district were created. One Dairy Plant at Jeypore in
Koraput district and one LN2 Plant at Rayagada were also established. 247 nos. of MPCS
were organized and 14,720 farmer members were enrolled. Various training and
extension programmes were also undertaken to create awareness among the farmers and
bring them into the co-operative fold.
IDDP Phase-II
This project was sanctioned at a total cost of Rs. 443.21 Lakhs covering 3 undivided
districts of Balasore, Mayurbhanj and Sundargarh from the period 1994-95 to 1996-97.
The infrastructure facilities like – installation of 4000 LPD Chilling Plant in the districts of
Balasore, Mayurbhanj and Sundargarh were created. One 10,000 LPD Dairy Plant has also
been established at Remuna in Balasore district. 150 MPCS were organized and 14,000
farmers were enrolled during this period. The training and extension programme were
also continued.
IDDP Phase-III
This project was sanctioned at a total cost of Rs. 621.84 Lakhs covering the period from
1998-97 to 2002-03. The IDDP programme was continued in all 13 districts along with
new district of Malkangiri. During this period, infrastructure facilities like – 3 Road Milk
Tankers, 13 cattle feed stores and 29 Bulk Coolers have already been created. 10,000
LPD Diary Plant has been established at Bhawanipatna. Besides, 352 nos. of MPCS have
been organized and 19,043 nos. of new members have been enrolled. The training and

IDDP Phase-IV
The project is implemented through OMFED in the districts of Jajpur, Ganjam and Angul at
a total cost of Rs. 784.53 Lakhs. The duration of the project is from 2000-01 to 2004-05.
IDDP Phase-V
The project is being implanted in the districts of Bhadrak, Balasore and Mayurbhanj at a
total cost of Rs. 556.16 Lakhs. The duration of the project is from 2005-06 to 2009-2010.
IDDP Phase-VI
The proposal for sanction of the period at a total cost of Rs. 605.73 Lakhs for the districts
of Kalahandi, Nuapada and Bolangir have already been submitted by OMFED to Govt. of
India for approval. Govt. of India has provisionally sanctioned the project for Rs. 563.97
Lakhs to be implemented during the period 2005-06 to 2009-2010.
Clean Milk Production:
Govt. of India has approved the project for the following districts of the State as indicated
below. The project is implemented through OMFED. The financial assistance to be
provided by Govt. of India and share of the implementing agency is as detailed below:

RLTAP:
