Automated Catastrophic Events Geographic data load using FME PlatformConsortech
Guy Carpenter & Company, LLC is a leading global risk and reinsurance solutions provider with over $1B in revenues. Guy Carpenter needed automation around loading real-time catastrophic events data feeds such as hurricanes, hail, tornados, wind, floods, wildfires and earthquakes from across the globe. The feeds are received in various source formats such as .SHP, KML, CSV and JSON/GeoJSON from different APIs provided by various vendors. Guy Carpenter used the FME Data Integration Platform to develop complex automated data load pipelines to extract, transform and load all of these real-time data events into our proprietary analytics platform. Multiple scheduled jobs are configured in FME to run these transformations with high frequency, daily, to load vector and raster format data. Once the data is loaded into the target database, the users can monitor these catastrophic events in an easy to use workflow in our application. A breakdown of exposures by severity enables users to quickly view the full extent of the event and then easily drill into specific severities. The map layers are then used to estimate the portfolio exposure.

The client: Mecklenburg County’s Mapping and Project Services Division provides mapping technology for the county and the city of Charlotte in North Carolina. It is responsible for providing accurate and timely infor¬mation for agencies handling a wide range of functions, including prop¬erty assessment, 911 services, code enforcement, air and water quality management, flood control, land development and parks and recreation. The division also provides extensive real estate and community informa¬tion to the public through a variety of portals

The challenge: Mecklenburg County and Charlotte are among the fast¬est growing areas in the nation. Documenting the changing uses of 545 square miles has been increasingly challenging even with annual (and expensive) aerial photography by traditional aircraft. Failure to document development and redevelopment in a timely manner causes problems ranging from inaccurate property assessments to delays in collecting storm-water fees for needed flood control projects. Other traditional methods of collecting needed data and imagery – such as water-quality staff wading through streams to detect illicit runoff or building inspectors crawling on rooftops – are slow, costly and can be dangerous. Outdated or inadequate data also causes life-safety concerns when 911 operators dispatch medic, fire and police in response to emergencies. Unmanned aerial vehicles (UAVs, commonly known as drones) have quickly become popular as a cost-effective means of aerial photography, particularly for the real estate industry.
The county agreed to a one-year contract with Charlotte UAV for the 2017-18 fiscal year, and the county recently renewed their contract for another year.
80% COST REDUCTION: Immediate evaluation of controlled burns in natural preserves: Naturalists at the county’s McDowell Nature Center and Preserve conducted a 110-acre controlled burn to prevent forest overgrowth and wild fires. In the past, it would have required hiring a helicopter and taken at least six months to analyze the results. Charlotte UAV surveyed the burn immediately, allowing naturalists to see results before vegetation regrowth and to plan future con-trolled burns, at approximately one-fifth the cost.
THE BOTTOM LINE: Local governments face increasing pressure to capture data more accurately and with greater timeliness, particularly in fast-growing areas. Unmanned aerial vehicles increasingly are being accepted as an important tool to help cities and counties keep pace. Contracting with a qualified vendor rather than county owned-and-operated UAVs avoids potential liability concerns. The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.
