Dr. Philip Levy has been a pioneer,
contributing significantly to the
deinstitutionalization movement.
 A social revolution that drastically changed the
ways that medical and mental health
professionals treat people with mental and
developmental disabilities, deinstitutionalization
is the long-term trend of moving individuals
with mental health and developmental issues
out of large state institutions and into
community-based mental health programs. As
a result of deinstitutionalization, far fewer
people reside in mental hospitals today and
fewer treatments are administered to the
general population in public hospitals than in
the past.
 Originating in the mid-1960's, the deinstitutionalization
movement was founded on the belief that mental
health care should be administered in the least
restrictive environment possible. An in-depth study on
the effects of deinstitutionalization was undertaken
by the Commission on Mental Health during the
administration of former President Jimmy Carter. The
Commission determined that the deinstitutionalization
ideology that Dr. Levy helped institute justifiably
strove to maintain the greatest "degree of freedom,
self-determination, autonomy, dignity, and integrity"
for individuals who are living with psychological and
emotional disorders.
