Defence Product List – Licensing Authority-wise and Act-wise for seeking
public comment
Department of Defence Production has formulated the draft Defence Production
Policy 2018 which aims to liberalize the Licensing process for defence industries and
further review and prune the list of items requiring license in defence sector.
2. In pursuance to this, DDP / MoD has prepared a draft Defence Product List –
Licensing Authority wise and Act-wise. The Column (3) represents the current licensable
Defence items and Column (4) represents the proposed defence items which will require
a license. Strikethrough items in Column (2) is for removal of repetitions and clear
understanding of item requiring IL from defence angle.
3. The draft Defence Product as proposed under Column (4) is placed herewith for
public comments within 15 days. It is requested to provide your comments on the draft list at
dharmendrakumar.ofb@ofb.gov.in.

handguns, specially designed to discharge an inert projectile
by compressed air or CO2

Note 2: Items at Sl. No. 6 to 8 does not apply to Firearms
designed for dummy ammunition and incapable to discharge
projectile, designed to launch tethered projectiles with no high
explosive charge or communication links to range less than or
equal to 500 m, weapons using non-centre fire cased
communication and not of fully automatic firing type,
deactivated firearms. Does not apply to weapons for
tranquilizing animals, seismic testing, firing of industrial
projectiles or disrupting Improvised Explosive Devices
(IEDs))
Note 3: Accessories designed for arms specified by items at
Sl. No. 1 to 8:
Detachable cartridge magazines, sound suppressors or
moderators, special gun-mountings, flash suppressors, optical
weapon-sights with electronic image processing and optical
weapon-sights specifically designed for military use).

Note 1: Sl. No. 2 does not include UAV or Unmanned “airship”

the operator and displaying any of the following characteristics.
Maximum Endurance less than 01 hour, provided they are not
designed to take-off, stable controlled flight in wind gust equal
to or exceeding 46.3 km/h (25 Knots).
Note 2: Only Blips, Balloons and aerostat relying on hydrogen
or helium for their lift of ground are cover under this category.

those designed to increase overall power plant efficiency to
reduce environment impact and excluding degaussing systems
for reducing magnetic signature of whole vessel)

4. Bombs, torpedoes, grenades, smoke canisters, rockets,
mines, missiles, depth charges, demolition-charges,
demolition-devices, demolition kits, aircraft missile
protection systems, pyrotechnic devices, cartridges and
simulators (i.e. equipment simulating the characteristics
of any of these items specially designed for military use);
5. Energetic materials and related substances includes all
explosives like primers, boosters, initiators, igniters,

systems with specialized elements and derivatives
thereof;

less than 1150nm) capable of destruction or effecting
mission-abort of a target;
(c) high power Radio-Frequency systems capable of
destruction or effecting mission-abort of target;

(b) Specially designed test and evaluation
facilities and test models, including
diagnostic instrumentation and targets,
for dynamic testing of kinetic energy
projectiles and systems;
(vi) Directed Energy Weapon systems, related
or countermeasure equipment and test
models as follows:-
(a) laser systems specially designed for,
destruction or effecting mission, abort
of a target;
(b) particle beam systems capable of
destruction or effecting mission-abort
of a target;

Page 1 of 11 Defence Product List – Licensing Authority-wise and Act-wise for seeking public comment Department of Defence Production has formulated the draft Defence Production Policy 2018 which aims to liberalize the Licensing process for defence industries and further review and prune the list of items requiring license in defence sector. 2. In pursuance to this, DDP / MoD has prepared a draft Defence Product List – Licensing Authority wise and Act-wise. The Column (3) represents the current licensable Defence items and Column (4) represents the proposed defence items which will require a license. Strikethrough items in Column (2) is for removal of repetitions and clear understanding of item requiring IL from defence angle. 3. The draft Defence Product as proposed under Column (4) is placed herewith for public comments within 15 days. It is requested to provide your comments on the draft list at dharmendrakumar.ofb@ofb.gov.in. ******

No. Category of arms and ammunition Defence items Proposed Defence items (1) (2) (3) (4) Small Arms and ammunitions and allied items of defence equipment; parts and accessories thereof, of caliber upto 12.7 mm and parts, components and ammunition for such small arm as defined under clause (51) of sub- rule (1) of rule 2 of the Arms Rules, 2016 and parts, components and ammunition for such small arm. All revolvers, pistols, rifles, carbines, assault rifles, submachine guns and light machine guns, smooth-bore weapons and other arms, automatic or semi-automatic or pump action type weapons, weapons using case less ammunition as well as their parts, components and accessories, silencers, special gun- mountings, weapons sights, signature reduction devices and flash suppressors to include rifles, carbines, revolvers, pistols, machine pistols. Pressure bearing parts or components of above firearm viz. barrel, slide, cylinder, bolt, breech block, firing pin etc. 1. Revolvers, 2. Pistols, 3. Rifles, 4. Carbines, 5. Submachine guns and light machine guns, 6. Smooth-bore weapons and other arms, 7. Automatic or semi-automatic or pump action type weapons, 8. Weapons using case less ammunition, 9. Pressure bearing parts or components of above firearm viz. barrel, slide, cylinder, bolt, breech block, firing pin only, 10. Accessories of above firearm viz. silencers, special gun-mountings, weapons sights, signature reduction devices and flash suppressors only. Note 1: Items at Sl. No. 1 to 5 does not apply to Rifles or handguns, specially designed to discharge an inert projectile by compressed air or CO2

No. 6 to 8 does not apply to Firearms designed for dummy ammunition and incapable to discharge projectile, designed to launch tethered projectiles with no high explosive charge or communication links to range less than or equal to 500 m, weapons using non-centre fire cased communication and not of fully automatic firing type, deactivated firearms. Does not apply to weapons for tranquilizing animals, seismic testing, firing of industrial projectiles or disrupting Improvised Explosive Devices (IEDs)) Note 3: Accessories designed for arms specified by items at Sl. No. 1 to 8: Detachable cartridge magazines, sound suppressors or moderators, special gun-mountings, flash suppressors, optical weapon-sights with electronic image processing and optical weapon-sights specifically designed for military use).

No. Category of arms and ammunition Defence items Proposed Defence items (1) (2) (3) (4) (i) Tanks and other armoured fighting vehicles (i) Ground vehicles, as follows:- (a) Ground vehicles, namely, Battle tanks and other military armoured or armed vehicles and military vehicles fitted with mountings for arms or equipment for mine laying or the launching of munitions includes all tracked and wheeled self propelled armoured and non-armoured weapon systems and trailers for towed and static weapon systems; (b) Other ground vehicles, namely, all wheel drive vehicles capable of off road use which have been manufactured or fitted with materials or components to provide Ballistic protection to level III (NIJ 0108.01, September 1985, or comparable national standard or above) with mountings for arms or equipment for mine laying specially designed for military use; (c) Amphibious, hovercrafts and deep water fording vehicles for military use; (a) Battle tanks, (b) Other military armoured or armed vehicles, (c) Military vehicles fitted with mountings for arms or equipment for mine laying or the launching of munitions, (d) Other ground vehicles manufactured or fitted with materials or components to provide Ballistic protection to level III (NIJ 0108.01, September 1985, or comparable national standard or above) with mountings for arms or equipment for mine laying specially designed for military use. Note 1: Sl. No. (b) Includes vehicles fitted with mounting for arms or equipment for mine-laying or for launching of bombs, torpedoes, rockets, missiles, other explosive charges and related equipment and accessories. Note 2: For Sl. No. (d) Transmission to provide drive to both front and rear wheels simultaneously, Gross Vehicle Weight Rating greater than 4500 kg.

Bombs, torpedoes, grenades, smoke canisters, rockets, mines, missiles, depth charges, demolition-charges, demolition-devices, demolition kits, aircraft missile protection systems, pyrotechnic devices, cartridges and simulators (i.e. equipment simulating the characteristics of any of these items specially designed for military use); 5.
