Qatar Petrochemical Company Ltd. (QAPCO) is one of the leading producers of Ethylene and Low Density
Polyethylene (LDPE) in the Middle East Region.
Primary Purpose of the Job;
The job holder shall lead, organize, coordinate and monitor effective and efficient planning, implementation,
monitoring & auditing of all issues related to the HSE & Q Management Systems and provide guidance, advice,
technical & administrative support to deliver ever continual improvement for Health, Safety, and Environmental
and Quality performance across his assigned Department.
Key Responsibilities;
a) Support the implementation and maintaining of HSE & Q Management Systems requirements through close
liaison with the managers & hierarchy of the different sections in Polyolefins, HSE and Business Excellence
Departments.
b) Review, coordinate and assist in generating, updating and revising of HSE & Q specific documentation for
all sections in Polyolefins Department to fulfill all HSE & Q Management Systems requirements and ensure
complying with the requirements of ISO: 9001, ISO: 14001, OHSAS: 18001 and RC 14001 (Responsible
Care) International Standards.
c) Develop Hazard Identification, Risk Assessment & Risk Control Register for all activities and processes in
coordination with sections of Polyolefins Department including plant changes (Modifications & CAPEXs),
setting-up of SMPs & EMPs, Environmental Aspects & Impacts identification … etc.
d) Acting as departmental focal point during Internal / External Management Systems Audits, responsible for
reviewing the findings and implementation of recommendations, corrective and preventive actions.
e) Participate in the analysis of Accident / Incident / Near Miss Reports / Process Safety Incident Reports, Non-
conformities, Customer Claims … etc. and identification of proper corrective / preventive actions.
f) Collect feedback / data from all Polyolefins’ staff regarding all issues concerning HSEQ Management
Systems to analyze, update & improve the systems’ documentation.
g) Improve HSEQ awareness among staff of assigned department and ensure that they are sufficiently trained
and aware to use HSE & Q Management Systems effectively.
h) Follow, promote & ensure all HSEQ activities are carried out in compliance with the best work practices.
i) Perform periodical self-audits in the different sections of Polyolefins Department to identify deficiencies in
Health, Safety and Environmental protection aspects of various activities and ensure proper corrective action
is taken by the hierarchy of each section.
j) Acting as departmental focal facilitator for KPIs, Balance Score Card BSC and Departmental Work Plan.
k) Participate as a certified lead auditor in the annual RC internal audits.

l) Coordinate Incident Reporting system for all HSE reports (Safety, Environment, and Process Safety Near
Misses) from issuing by requesters till close out of the corrective/preventive actions.
m) Monitor and report all Environmental aspects and impacts in Polyolefins Dept. including air emissions,
effluents to water / soil and waste management to ensure the compliance with the Environmental legal &
other requirements.
n) Ensure the effective implementation of QAPCO Process Safety Management System PSM in line with OSHA
PS Standard through periodical collecting and analysis of Process Safety Indicators.
