STATUTORY AND PDO/BP/OXY REQUIREMENTS
Applying the principles of Enhanced Safety Management
Ensure to use the Transport Operations Manual and its task sheets
To ensure line supervisors for whom you provide vehicles, transport equipment, or
services, use the Transport Operations Manual
HSE POLICIES AND OBJECTIVES
Apply the general PDO/BP/OXY HSE policies
Apply the PDO/BP/OXY transport policies, and are MBPS procedures compatible
with them.
The PDO/BP/OXY corporate HSE and transport objectives relayed to your
workforce
Ensure transport objectives included in all Sub-contracts and suppliers.
ORGANISATION’s HSE RESPONSIBILITIES
Ensure it is clear to every supervisors, J/M, driver and equipment operator who is
responsible for :
Planning tasks
Selecting vehicles and equipment for jobs
Making sure that vehicles and equipment are roadworthy
Making sure that drivers and operators are competent
Authorizing journeys
Inspecting vehicles and equipment
Maintaining vehicles and equipment

HSE STANDARDS AND PROCEDURES
Responsible for PDO/BP/OXY standards for vehicles and transport equipment,
cranes and lifting equipment, tanks, and civil engineering
Responsible for checking that vehicles purchased, rented, or leased comply with the
minimum safety standards set by PDO/BP/OXY
Ensure that Transport Standards Manual always used to determine the minimum
safety standards
Ensure minimum safety standards and roadworthiness checked by a competent
inspector when vehicles and equipment are delivered, and after maintenance or
repair
Ensure minimum safety standards and roadworthiness checked by a competent
inspector when leased or rented vehicles or equipment come 'on-hire'.
Ensure drivers and equipment operators to do a daily check on each vehicle and
equipment
Ensure inspectors to do a comprehensive vehicle or equipment examination
HSE TRANSPORT MANAGEMENT
Annual HSE Plan in place for MBPS Transport operations
Ensure HSE Plan relayed to all the workforce, and regular progress reports given
Ensure the regular two-way communication between supervisors and their personnel
on transport HSE matters
The objectives of all safety meetings clear
HSE Meetings held regularly, involving 'clients' and suppliers
Toolbox Meetings held at least once a fortnight, discussing work practices, HSE
messages, and HSE information
Attendance at toolbox meetings compulsory and attendance recorded
Safety Alerts, Safety Posters, and Management Circulars discussed with the
workforce
Vehicles and equipment 'permanently' allocated to a user justified by that user at
least monthly
Vehicle selection done after consideration of road conditions, driver capabilities,
and vehicle condition
Equipment selection (including lifting equipment and lifting gear) done after
planning the task
Comprehensive vehicle and equipment records and information kept, and easily
accessible to supervisors
Time-based inspections carried out according to the manufacturers
recommendations for all vehicles and equipment
Each inspection include checking for compliance with the minimum safety
standards
4. Every vehicle and piece of transport and handling equipment, including lifting gear,
containers, baskets, and skids, registered, and relevant inspection and maintenance
information kept
Controlled to prevent unauthorized use and entry, including always locking vehicles
Appropriate plans and tools in place in case of transport emergencies or incidents
HSE PERSONNEL COMPETENCE
Review or check personnel knowledge that they need to do their work safely and
effectively
Regularly assess the skill required by personnel to do different jobs, and arrange
relevant training
Always check that individuals are fit to work
Ensure clear, written disciplinary procedures that are understood by personnel

training and keep records of training of personnel
