evaluation missions.

Nigeria Developing Effective Private Education - Nigeria (DEEPEN), 11/2013-02/2015.
Provided expert advice to a DFID funded development programme that applied
an inclusive market development approach to support more than 15,000 private
basic education schools with more than 1.2 million pupils in Lagos State.
Facilitated the design of a comprehensive monitoring, evaluation and learning
(MEL) framework, using result chains and log frames.
Global Evaluation Export Coaching Programmes (ECP) of the Centre for the
Promotion of Imports from developing countries (CBI), 01/2014-03/2014.
Evaluated, as private sector development advisor, for the Netherlands Ministry of
Foreign Affairs, the export coaching programmes (ECPs) of CBI against the
evaluation criteria of efficiency, effectiveness, relevance, sustainability, impact

Evaluated, for the European Commission, all private sector development aspects
of an overall independent assessment of the European Union's past and current
co-operation and partnership relations with Yemen for the period 2001-2013.
Uganda Evaluation and strategic advice on Traidlinks, Irish Aid, 11/2012-01/2013.
Evaluated a project administered by Irish private sector executives. Provided
recommendations on improving the ability of private sector businesses in the
East African Union to access local, regional and international markets and
advised on the overall Irish Aid strategy for private sector development in Africa.
Netherlands Task Force for Managing for Development Results, 5-8/2011.
Advised the Centre for the Promotion of Imports from developing countries (CBI)
on a monitoring and evaluation document based on the measurement standards

Facilitated, for CBI, that the objectives and intended outcomes and outputs of a

of the programme and reviewed and disseminated lessons learned.
Global Review of the preparatory phases (identification, feasibility and formulation)
of the Netherlands Trust Fund (NTF-II), 02-06/2010.
Reviewed, for ITC, the effectiveness, efficiency and value for money of the
preparatory phases (identification, feasibility and formulation) – of the NTF II
programme, aiming at improving the export competitiveness of SMEs in selected

Carried out, for CBI, a mid-term review and subsequently carried out a participatory

plan for ASEPEX.

(LCC) and recommended strategy changes.
Kenya Institutional and Financial Appraisal and End of Project Evaluation of the

Appraised, for DFID & USAID, operations, practices and institutional
development and growth plans and advised on a strategy for SMEP to become a
sustainable microfinance institution.
Ethiopia Review and development of African Village Financial Services(AVFS)
Partnership Project (CARE Ethiopia) (04/1999-09/1999)
Facilitated, for CARE Ethiopia, the development of a management information
system, carried out a base-line survey and build the capacity of the Board of
Directors of the microfinance institution AVFS.

Tanzania Output to purpose review of Micro- Irrigation Promotion Project (MIPP), 1-
2/2002.
Carried out, for DFID, an output-to-purpose review of a project meant to improve
access to manually operated water-pump technology by emerging and growth
farmers on a sustainable basis and recommended amendments to the project
strategy and logical framework.
Bangladesh Output to Purpose (OPR) review of the Bangladesh Export Marketing
Assistance Programme (BEMAP), 6-7/2001
Reviewed, for DFID, an export promotion programme and suggested new
options for strategy, performance targets and institutional arrangements.
South Africa Output to purpose review (OPR) of projects under the Small Enterprise
Development Programme, 6-7/2001
Carried out, for DFID, an OPR of (i) the Business Linkages Programme (BLP);
and (ii) the Rural Economic Development Initiative (REDI). Suggested strategy
revisions for these projects in order to achieve greater impact, in particularly by
adopting a systemic market development approach.
India Strategic Review and Planning Workshop for the Rajasthan Chamber of
Commerce and Industry (RCCI), 8-11/2000.
Provided Swiss Development Corporation (SDC), on the basis of a formal review
and a follow-up workshop, advice on a new cooperation phase between RCCI
and SDC, including a redefinition of project objectives, focus on high potential
sub-sectors, target group of SMEs, and cooperation with BDS providers.
Zambia Strategic review of the Care-Prospect microfinance programme in Lusaka,
07/1999-08/1999.
Led a team that assessed, for CARE Zambia, the financial viability, management
arrangements and stakeholder participation of the microfinance institution
PROSPECT, aiming at increasing economic security and employment
opportunities of poor families and micro-entrepreneurs in peri-urban areas.
Tanzania Case study: AMKA: Export Market Development Services for SMEs, DFID
(07/1998)
Reviewed, for DFID, the approach and achievements of AMKA, a charitable
trust/NGO, providing business development services for the honey SME sector in
Tanzania. The findings and recommendations were published in the Journal
Small Enterprise Development (Vol. 10, No. 4) and used as inputs for the
Preliminary Guidelines for Donor-Funded Interventions of the Donor Committee
for Small Enterprises.

Evaluated, for the European Commission, all private sector development aspects of an overall independent assessment of the European Union's past and current co-operation and partnership relations with Yemen for the period 2001-2013. Uganda Evaluation and strategic advice on Traidlinks, Irish Aid, 11/2012-01/2013. Evaluated a project administered by Irish private sector executives. Provided recommendations on improving the ability of private sector businesses in the East African Union to access local, regional and international markets and advised on the overall Irish Aid strategy for private sector development in Africa. Netherlands Task Force for Managing for Development Results, 5-8/2011. Advised the Centre for the Promotion of Imports from developing countries (CBI) on a monitoring and evaluation document based on the measurement standards of the Donor Committee for Enterprise Development (DCED). Kenya Tanzania Uganda Quality assurance for a regional trade support institution development programme, 2/2009-7/2011: 4 missions. Facilitated, for CBI, that the objectives and intended outcomes and outputs of a programme to support public trade support institutions in East Africa were achieved. Systematically reviewed the effectiveness, efficiency and sustainability of the programme and reviewed and disseminated lessons learned. Netherlands Switzerland Strategic support to the Steering Group of the Netherlands Trust Fund (NTF- II): 10-11/2009 Developed, for CBI, a governance structure and a system and manuals for monitoring and evaluation for a joint CBI/ITC programme aiming at improving the export competitiveness of SMEs in selected countries worldwide. Senegal Review and re-design of support for Agence Sénégalaise de Promotion des Exportations (ASEPEX), 10/2009-3/2010: 2 missions. Carried out, for CBI, a mid-term review and subsequently carried out a participatory Logical Framework Analysis and SWOT analysis for the re-design of a strategic plan for ASEPEX. Peru Mid-term review of institutional support programme for the Lima Chamber of Commerce (LCC), 11-12/2008 Reviewed, for CBI, the effectiveness, relevance, efficiency, sustainability and value for money) of an institutional support project for the Lima Chamber of Commerce (LCC) and recommended strategy changes. Kenya Institutional and Financial Appraisal and End of Project Evaluation of the Small and Micro Enterprise Programme (SMEP) (DFID/USAID) (10/2002- 12/2002) Appraised, for DFID & USAID, operations, practices and institutional development and growth plans and advised on a strategy for SMEP to become a sustainable microfinance institution. Ethiopia Review and development of African Village Financial Services(AVFS) Partnership Project (CARE Ethiopia) (04/1999-09/1999) Facilitated, for CARE Ethiopia, the development of a management information system, carried out a base-line survey and build the capacity of the Board of Directors of the microfinance institution AVFS.
  • 3. 3 Tanzania Output to purpose review of Micro- Irrigation Promotion Project (MIPP), 1- 2/2002. Carried out, for DFID, an output-to-purpose review of a project meant to improve access to manually operated water-pump technology by emerging and growth farmers on a sustainable basis and recommended amendments to the project strategy and logical framework. Bangladesh Output to Purpose (OPR) review of the Bangladesh Export Marketing Assistance Programme (BEMAP), 6-7/2001 Reviewed, for DFID, an export promotion programme and suggested new options for strategy, performance targets and institutional arrangements. South Africa Output to purpose review (OPR) of projects under the Small Enterprise Development Programme, 6-7/2001 Carried out, for DFID, an OPR of (i) the Business Linkages Programme (BLP); and (ii) the Rural Economic Development Initiative (REDI). Suggested strategy revisions for these projects in order to achieve greater impact, in particularly by adopting a systemic market development approach. India Strategic Review and Planning Workshop for the Rajasthan Chamber of Commerce and Industry (RCCI), 8-11/2000. Provided Swiss Development Corporation (SDC), on the basis of a formal review and a follow-up workshop, advice on a new cooperation phase between RCCI and SDC, including a redefinition of project objectives, focus on high potential sub-sectors, target group of SMEs, and cooperation with BDS providers. Zambia Strategic review of the Care-Prospect microfinance programme in Lusaka, 07/1999-08/1999. Led a team that assessed, for CARE Zambia, the financial viability, management arrangements and stakeholder participation of the microfinance institution PROSPECT, aiming at increasing economic security and employment opportunities of poor families and micro-entrepreneurs in peri-urban areas. Tanzania Case study: AMKA: Export Market Development Services for SMEs, DFID (07/1998) Reviewed, for DFID, the approach and achievements of AMKA, a charitable trust/NGO, providing business development services for the honey SME sector in Tanzania. The findings and recommendations were published in the Journal Small Enterprise Development (Vol. 10, No. 4) and used as inputs for the Preliminary Guidelines for Donor-Funded Interventions of the Donor Committee for Small Enterprises.
