FABRICATION, ASSEMBLY, PRE-COMMISSIONING & COMMISSIONING
· Provide safety, quality and schedule supervision for all permanent and temporary plant EC&I equipment
installation and erection, which includes but is not limited to, conduit installation, cable tray installation,
grounding and cathodic protection systems, cable pulling, cable terminations, cable epoxy splicing, junction
box installation, panel installation, security systems, distribution control systems (DCS), control room
installation, instrument calibration, instrument installation and connection, building small power and
lighting, building IT systems, checkout and test of all wires.
· Co-ordination for kick off meeting, monthly progress review meeting, close out report checking as built
documents/drawings, survey changes, field changes / spares etc
· Update of P&ID’s with as build’s and submission to engineering department
· Review of Commissioning sequence and plan, development of detailed commissioning procedures for
DCS loop checking, DCS, ESD and PLC logic test, test forms and Ready for Start-up for systems. In
collaboration with others departments and vendor’s representatives,
· where necessary, convert vendors procedures, check list and forms for commissioning accordingly to
company commissioning plan, submission to management for approval
· Provide support to the senior construction manager for the review of contractor construction methods,
materials, equipment, technical queries and work sequences.
· Provide support to the senior construction manager for the co-ordination of the space allocation
programme requests for access to contractors.
· Provide support to the senior construction manager to facilitate all interface and progress meetings with
contractors, stakeholders as well as producing all necessary, relevant progress reports.
· Co-ordinate movement of contractor’s equipment, laydown areas on site and access and egress routes.
· Take the necessary initiatives aiming at establishing, implementing and maintaining the supervision of EC&I
construction activities to ensure timely project completion.
· Convey and present ideas for the overall project benefit to support goals and objectives.
· Recommend stoppage of work when the required (quality or safety) of work operations are in doubt in
order to ensure work excellence and ethics regarding safety measures.
· Ensure that the EC&I construction work is performed in the safest and professional manner to meet overall
project objectives in compliance with relevant policies and regulations.
· Supervise the EC&I construction work progress and its alignment with the quality requirements as specified
by the engineering design to ensure that objectives are met in a timely manner.
· Support the theme of plan-do-check-act process; reflect this in department procedures, processes and
execution of the works.

3. ENGINEERING
· Provide expertise advice on all instrument engineering deliverables such as design basis, specification, data sheets,
instrument index, I/O schedule, logic diagram, cable / JB schedule, etc.
· Carryout sizing calculations for control valves, safety valves and flow elements.
· Prepare Fire & Gas deliverables.
· Co-ordinate with other disciplines and review other discipline deliverables.
· Prepare control system block diagram
· Provide inputs and review detailed drawings such as cable layout, instrument installation, process / pneumatic hook-
up, interconnection diagram, loop diagram, wiring diagram, etc. prepared by instrument designers.
· Attend meetings with client / vendor and clarify their queries as applicable.
· Reviewing various Instruments / Control system vendors offer, prepare technical clarification and prepare Technical
Bid Evaluation report.
· Review and provide comments on various instruments / control system / mechanical package vendor deliverables.
ESTIMATION & PROPOSALS
· Assist Estimating Manager in developing and maintaining the Standard Estimating Manual comprise of standard
procedure, work instructions for estimators, formats, checklists and standard norms for E&I
· Prepare/review as necessary, the following;
• Basis of Estimate documents;
• Contingency Analysis;
• Benchmarks based on historic data generated from previous bids or projects for similar jobs;
• Checklists for discussion in Bid & Client meetings.
· Prepare/review MTO’s (if required) and float RFQ’s through Procurement Department.
· Prepare/review technical and commercial evaluation of all vendor quotations to ensure compliance and competency.
· To actively participate in all bid clarification meetings and prepare/review bid clarifications as required.
· Complete analysis of bid to ensure compliance with standard, statutory & client requirements.
