PROFILE
Very experienced and highly motivated Markets Manager with over 40 years’ experience in the
markets industry and working within local government. I have been responsible for very successful
covered, outdoor, special event and farmers’ markets. My markets were winners of 11 UK regional
and national awards covering a wide portfolio of market types over the past 15 years, together these
produced a profit for the local authority every year since 1973. Mentor to market managers and
market traders; staff management; influenced government market strategy through participation in
the Working Group on Retail markets/ role in Nabma. Passionate about all aspects of the markets
industry as I see them as a pivotal in creating sustainable city, town and other retail centres, adding
value through partnership initiatives and able to meet current customer demands.
Always working towards excellence across a range of standards from green credentials to making my
market the most popular in UK in 2013. Many market set ups benefited from good campaign
deliveries and partnership working.

Leadership & Management).
• A re-elected Director of NEEFM, a social enterprise to support the North East Farmers Markets.
RELEVANT EXPERIENCE and POLICY PAPERS
• Capital and revenue programme management, all resources to include manpower, customer care
procedures, disciplinary and conduct issues, marketing, Health & Safety, NFI compliances, data
protection, purchasing, leasing, R&M, HRA, DDA and all relevant trader legislation.
• Introduced IOS9001 Quality Management Standards in my market services; managing its
introduction, compliance and audit approvals.
• Author of associated Risk Assessments and ensured compliances with the Tees Valley Food Protocols
and PESAG applications and their recommendations.
• Completion of a 100,000 word paper in Markets Administration - covering historical development,
legal requirements, role of managers, trader compliance, training needs, contemporary retail trends,
legal and illegal competition, marketing, branding, personnel management, financial records, estate
and facilities management, effective communication and identifying future development needs. .
• Submission of evidence to Parliamentary Select Committee on 'Traditional Retail Markets' (in 2008),
thereafter attending high level meetings between lead bodies of the industry and Government
representatives. Wrote Good Practice Guides for NABMA and the RMA and presentations on
operations, localism, micro business development, innovation, critical success factors and bench
marking.
2. • Produced Darlington's "Plan for Markets" and designed and helped deliver a 10 module trader
training package (to include attendance to gain an accredited qualification).
• Organised and delivered training seminars for UK industry colleagues and attended numerous
conferences and seminars plus in-depth studies of other UK and Continental Market operations.
• Managed the Markets Service response for both Compulsory Competitive Tendering & Best Value.
Also managed associated Planning Approvals, Road Closures, Business Continuity Plans & Premises
Risk Files (to include COSHH, PPE & AMP's).
• Produced witness statements and affidavits (for prosecution and defence) and attended Magistrates,
County and High Courts to give written and oral evidence. Responsible for the implementation and
enforcement (including the appeals procedure) of the Market Bye-Laws and Regulations; gaining
approval through traders representatives and consultations.

OTHER PREVIOUS EMPLOYMENT / ROLES
• undertaken numerous Local Authority projects to include; setting up a town centre CCTV system,
Local Village flood relief, core assessments for a proposed crematorium and cemetery;
• project director for all accommodation issues when the Authority changed to Unitary Status
(effectively increasing its workforce ten-fold and taking over/creating multiple work sites). Critical to
their success were communication skills that l gained through the work in markets.
