This document summarizes a study on the role of open access resources in research and development in technical and vocational education and training (TVET) in Nigeria. 460 TVET experts completed a questionnaire about their familiarity with and attitudes toward open access journals, institutional repositories, and scholarly works posted online. The majority were familiar with open access resources and agreed they are of good quality and beneficial for research. However, some challenges in accessing resources were reported. The study found that open access resources can enhance research quality and accessibility if awareness of such resources is increased among TVET experts in Nigeria.
Ethics, Openness and the Future of LearningRobert Farrow
What difference does openness make to ethics' This session will examine this question both from the perspective of research into OER and the use of open resources in teaching and learning. An outline of the nature and importance of ethics will be provided before the basic principles of research ethics are outlined through an examination of the guidance provided by National Institutes of Health (2014) and BERA (2014). The importance and foundation of institutional approval for OER research activities is reiterated with a focus on underlying principles that can also be applied openly.
I argue that with a shift to informal (or extra-institutional) learning there is a risk that we lose some clarity over the nature and extent of our moral obligations when working outside institutional frameworks – what Weller (2013) has termed "guerilla" research activity. Innovations of this kind could be free of licensing permissions; they could be funded by kickstarter or public-private enterprise; or they could reflect individuals working as data journalists. But we might also speak of "guerilla" education for innovations taking place on the fringes of institutional activity – from using social media to going full-blown "edupunk" (Groom, 2008). These innovations which employ variants of opennesss can also bring out morally complex situations.
I show how the principles underlying traditional research ethics can be applied openly while noting that, whether working within or outside institutions, there is almost no existing guidance that explains the ethical implications of working openly. Similar issues are raised with MOOC, which operate outside institutions but while drawing on institutional reputations and values. With this in mind I sketch out scenarios we are likely to encounter in the future of education:
- Issues around privacy, security and big data
- Intellectual property conflicts
- Ensuring fair treatment of class students and equivalent online students
- Meeting obligations to content creators
- The ethical status of MOOCs and their obligations to their students
- Moral dimensions of open licenses
- The ethics of learning analytics and the data it produces
I argue that, while models for ethical analysis have been proposed (e.g. Farrow, 2011) more attention should be paid to the ethics of being open. I conclude with an examination of the idea that we have a moral obligation to be open, contrasting prudential and ethical approaches to open education. At the heart of the OER movement, I argue, is a strong moral impulse that should be recognized and celebrated rather than considered the preserve of the ideologue: openness is not reducible to lowering the marginal cost of educational resources. Openness is a diverse spectrum and to leverage its true potential we need to reflect deeply on how technology has the power to challenge the normative assumptions we make about education.

The emergence of any new educational technology is often accompanied by inflated expectations about its potential for transforming pedagogical practice and improving student learning outcomes. A critique of the rhetoric accompanying the evolution of 3D virtual world education
reveals a similar pattern, with the initial hype based more on rhetoric than research demonstrating the extent to which rhetoric matches reality. Addressed are the perceived gaps in the literature through a critique of the rhetoric evident throughout the evolution of the application of virtual worlds in education and the reality based on the reported experiences of experts in the field of educational technology, who are all members of the Australian and New Zealand Virtual Worlds Working Group. The experiences reported highlight a range of effective virtual world collaborative and communicative teaching experiences conducted in members’ institutions.
Perspectives vary from those whose reality is the actuation of the initial rhetoric in the early years of virtual world education, to those whose reality is fraught with challenges that belie the rhetoric. Although there are concerns over institutional resistance, restrictions, and outdated processes on the one-hand, and excitement over the rapid emergence of innovation on the other, the prevailing reality seems to be that virtual world education is both persistent and sustainable. Explored are critical perspectives on the rhetoric and reality on the educational uptake and use of virtual worlds in higher education, providing an overview of the current and future directions for learning in virtual worlds.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

Abstract
This research work presents the results of empirical analysis of relevant of open access resources on research
and development in TVET. Information was gathered through the use of structure questionnaire that was
completed by 460 respondents. Majority of the respondents are familiar with open access resources and
agreed that open access resources are of good quality and would benefit them in carrying out their research
within the time frame through the use of internet. challenges faced by the respondents in accessing open
access resources are enlisted and appropriate recommendations was made.
I. INTRODUCTION
In the next two years, Nigeria could be one of the twenty largest economies in the world and also consolidate its
leadership role in Africa and establish itself as a significant player in the global economic if TVET is taking
seriously. The administration of president Muhammad Buhari had declared the intention to pursue the vision of
placing Nigeria among the twenty largest economies in the world by 2020. The educational sector particularly
TVET must be taking serious especially in the area of research and global collaboration. This paper investigates the
role of open access resources towards enhancing quality of research, accessibility to research information and global
connection within TVET academic environment towards achievement of vision 2020.

Objectives
This research work seeks to address the following research question to particular strata of staff belonging to TVET.
“What is the TVET experts’ attitude towards use of open access resources?”
The results of this work shall also apply to other group of staff having similar interests and background.
Scope
The scope of this study is limited to TVET experts in Lagos State Nigeria.
II. BACKGROUND TO THE STUDY

barriers to accessing it, and authors use copyright only to maintain the integrity of their work and retain the right of
attribution” Nicholas et al. (2013). “The open access movement has created a new body of scholarly literature that
is available to users for free” Johnson (2005), Park and Jian (2007). The “delayed open access” model provides
complete free access after an embargo period, often six months after the initial publication for subscribers. Another
variation is “partial open access which means that only a portion of the subscription-based journal is available for
free online” Wilensky (2013).
The use of open educational resources is very important to the level of electronic literacy of an individual. “the
electronic literacy refers to is based on communication, construction, and research. Communication involves
Internet-based activities which allow people to converse with individuals and groups, and involves mastering the
pragmatics of various forms of synchronous and asynchronous communication, both in one-to-one interaction and
"many-to-many" electronic discussion forums. Construction involves the ability to work individually or
collaboratively to write and publish information on the Internet, and includes mastery of hypermedia authoring (i.e.,
making a point effectively while combining texts with graphics or other media, all packaged in a non-linear, linked
"hypertextual" format). Research encompasses a range of navigation, reading, and interpretation skills, including
how to effectively search the Internet, how to evaluate information that you find, and how to critically consider

III. METHODOLOGY
There are more than 10 TVET College in Lagos but we couldn’t cover all of them in this survey. The survey was
conducted in: Federal college of Fisheries and Marine Technology (Victoria Island), Lagos State Polytechnic
(Ikorodu), Federal College of Education (Technical), University of Lagos Akaka, & Yaba College of Technology
(Yaba). 460 respondents completed the survey. 26% described their institution as University, 74% described their
institution as a college. 63% staff was male and 37% female. 15% of the staff were Technologists, 21% were
senior lecturers, 50% were assistant to lecturer 1, 2% were professors and 12% were PhD holders.
Questionnaires were used to evaluate their familiarity with attitudes toward and use of open access resources. The
first section of the survey asked participants about their academic environment, and the second section addressed
participants’ attitudes toward open access publishing in general. The last section of the survey assessed
participants’ professional use of open access resources, including open access journals, institutional repositories and
self-archived materials on personal websites. The information gathered were presents as in the table below.

IV. Result Analysis and Discussion
Familiarity with Open Access Resources
Respondents were asked about the extent to which they agreed with a number of statements about open access. Some
statements related to characteristics of open access resources, while other statements related to what open access
publishing will lead to in the future. 67% of respondents either agreed a little or strongly agreed with the statement
that open access is cutting edge. 80% of respondents disagreed with the statement that open access is a fad; only 7%
reported believing that open access is a fad. There was little agreement regarding whether open access would lead
to the disappearance of print journals 14% strongly disagreed, 25% disagreed a little, 18% neither agreed nor
disagreed, 34% agreed a little, and 9% strongly agreed that print journals would eventually disappear. The mean
response was 2.99 (Neither agrees nor disagrees) and the standard deviation was 1.23. These responses indicate
that, in general, academic reference librarians believe that open access resources will not lead to a decrease in the
quality of scholarly publishing. These results are depicted in Table 1. 64% respondents indicated that they believe
open access is beneficial to authors’ careers. The responses were fairly evenly distributed regarding whether open
access would lead to libraries’ having more money to spend: 18% strongly disagreed, 26% disagreed a little, 21%
neither agreed nor disagreed, 27% agreed a little, and 8% strongly agreed. The mean response was 2.8 (between
slightly disagree and neither agree nor disagree), and the standard deviation was 31% of respondents disagreed, 15%
neither agreed nor disagreed, and 53% of authors agreed with the statement that open access publishing would lead
to the end of print journals. While only 35% of respondents surveyed either agreed a little or strongly agreed with

the statement that open access would lead to libraries’ having more money to spend. A little more than a third of
respondents 37% disagreed with the statement that open access is properly archived, and almost half (43%)
disagreed with the statement that open access is well indexed. Despite these concerns, 40% agreed a little and 37%
strongly agreed that open access will lead to easier accessibility of research papers. The mean response was 4.01
(Agree a little), and the standard deviation was 1.02. These results are depicted in Table 2.
Use of open access resources
Almost two-third of the respondents noted that they know about opportunities and limitations of using open
access resources as has been depicted in Figure 1. Many respondents noted that they considered open access
resources alongside paid resources, while others highlighted research needs that are uniquely met by open access
resources. Others mentioned that because some professors require that staff cite only traditional paid resources, they
do not use open access resources. Use of those resources seems to vary across institutions: One respondent noted
that his or her “institution keeps staff' theses in our institutional repository. Lots of other staff use these,” while
another reported that his or her “institution’s dissertations are in a repository and rarely requested.” In general,
respondents reported using institutional repositories for specific research needs, such as finding a dissertation or
work by a specific author or institution. Figure 2 depicts the familiarity of the staff with Open Access Journals and
the comparative analysis with Institutional Repositories and Scholarly work posted on the personal websites. 92%
of staff agreed that they are familiar with open access journals and read them regularly, only 8% replied in negative.
85% of the staff was familiar with Institutional repositories and only 15% replied in negative. Also 82% of the staff
had read the scholarly work posted on the personal website and only 18% replied in negative. Open access materials
on the Web also meet special research needs. Several respondents reported using the Web in addition to paid
resources to find information about specialized topics. Others reported that open access materials on the Web are
useful when researchers need immediate access to research. One respondent reported that “when a professor has
needed an article immediately, I have searched for the author’s website and found the article,” saving the time it
would take to process an interlibrary loan request. One respondent reported that he or she has “explained how
working papers can be a valuable resource for current research to faculty.” Another has demonstrated to
researchers that “RSS is useful for following the work of a researcher who is doing similar work.” Open access
resources on the Web can also increase researchers’ to borrowing material from other libraries. Several
respondents mentioned that they routinely check institutional repositories (IR) before completing
interlibrary loan requests. Many respondents reported that whether a resource is open access is a secondary
concern. Several respondents emphasized that while they are comfortable using peer reviewed or other high-quality
open access resources, they do not actively seek out those resources. This approach highlights the importance of
integrating high quality open access resources with traditional paid resources. Foster and Gibbons (2005), it is more
important to use the highest-quality, most relevant research for the topics, and in most cases; unfortunately, this
excludes repositories of open access content.

V. Conclusion
Open access journals are available on the open web, and institutional repositories allow authors to self-archive their
work in a stable online environment. While the future of this model and the exact ways it will awareness of what is
going on at their own institution. Institutional repositories are also useful as an alternative affect the existing
publishing model are uncertain, it is clear that new resources are now available to authors who want to publish their
work. The results of this study indicate the needs for increased awareness that open access is valuable and
qualitative source of information. 34% of respondents reported knowing nothing about open access resources, and
half of the respondents who knew about open access described themselves as knowing only a little. However, most
survey respondents’ familiarity with open access journals, institutional repositories, and self-archived materials on
the web indicate that engineering staff may be well suited to take on the instructional role. Respondents’
generally positive attitudes toward open access indicate that many staff support open access materials and might
therefore be more likely to encourage others to publish in them. 78% of respondents surveyed also indicated that
open access would lead to easier accessibility of papers. Many survey respondents cited the support or lack of
support from their institution as a contributing factor in their professional use of open access resources, especially
regarding teachers encouraging authenticating such resources. Research about institutional support of open access
publishing might shed more light on the question of what factors influence engineering students.
