Cities are key drivers of innovation in the 21st century and need to become “smart” if they are going to progress, and to compete on an international stage. A smart city requires smart infrastructure, including the development of Next Generation Access fibre networks, but for the city to be truly smart it needs to enable its citizens and innovative companies to have “open access” to these networks in order to support the co-creation and co-production of new and innovative services that can be trialled and then rolled out for the benefit of all. Manchester has developed from an industrial city to one which embraces the challenges of the 21st century and, with its vibrant digital communities, has clear opportunities to be a leader in developing the information society and enabling the emergence of Future Internet enabled services for smart cities and smart citizens. As the idea of “smart cities” becomes more popular and increasingly commercially valuable property, it's vital that city leaders and administrators, public and private sector partners and the wider community work together to enable the “smart city” to become a reality on the basis of being more inclusive, greener and more sustainable.

Smart Cities Network
- Eurocities founded in 1986 and its Brussels office opened in 1992
- Telecities founded in 1993 and first EC funded “European Digital
Cities” project (94-96 - FP4)
- led to further projects:
- TEN-Telecom project ‘InfoCities’ (96-98)
- IntelCity Roadmap project (FP5 – 2002-3)
- Intelligent Cities project (FP6 – 2004-6)
- Telecities became Eurocities Knowledge Society Forum (KSF) in 2005
- Manchester was a founding member of Telecities and the Living Labs
network (2006) which became the European Network of Living
Labs (ENoLL)
- Eurocities KSF launched its Smart Cities working group in April 2011,
co-chaired by Manchester and Barcelona (both leads for EU
CIP Smart Cities projects, Manchester with ‘Smart Innovation
& People – SMARTiP’ and Barcelona with ‘Open Cities’)
