This chapter addresses leadership and management topics required of chief petty officers. It discusses effective management, leadership, personal characteristics, and Total Quality Management. It covers determining division work requirements through comparing the real and ideal situations. Goals should be specific, measurable, realistic, and time-phased. Priorities are set by categorizing tasks as routine or nonroutine. The strengths, weaknesses, opportunities, and threats analysis can identify areas for improvement. Staffing of qualified personnel is also an important part of the management role.
