reporting period ended. At evaluation time the following year, Senior Chief
Flowers believed that she had clearly established herself as a front-runner
within her peer group. In her mind, it was evident that her performance
exceeded those of her peers who had received an EP the previous year.
During the EVAL ranking boards the following year, Senior Chief Flowers was
ranked #1 by the SCPO ranking board, but was given the #1 Promotable
ranking by her reporting senior. Shocked at the recommendation she
received, Senior Chief Flowers complained loudly and frequently to anyone
who would listen!
