Global Fund Eligibility List 2014 1
In 2013, the Global Fund launched a new approach to funding which is based on an
allocation model.
Eligibility for Global Fund financing is determined in accordance with the revised Eligibility
and Counterpart Financing policy (ECFP)1
, which is designed to ensure that available
resources are allocated to countries and regions with the highest disease burden and least
ability to bring financial resources to address these health problems. The Global Fund
Eligibility List identifies which country components are eligible to receive an allocation in the
new funding model. If a country has no eligible components they do not appear on the list.
Eligibility is determined by a country’s income level and official disease burden data (see
notes 1 and 2). A country’s income level for 2014 is based on income classifications
published by the World Bank in July 2013, in accordance with GNI-per-capita thresholds for
each income classification, and take into consideration updates to the GNI-per-capita data
for certain countries published by the World Bank in December 2013.
While Global Fund eligibility determinations will be made annually and effective from 1
January to 31 December, allocations are made once every three years. The 2014 Eligibility
List is the list that will be used to allocate funding for the 2014-2016 allocation period.
In accordance with the Global Fund’s decision on the submission of a single TB/HIV
concept note from countries with high co-infection rates2
, the Global Fund may request the
submission of a single TB/HIV concept note from other countries to achieve operational
efficiencies. The Global Fund may also request that small island economies and/or small
countries come together to submit a multi-country application; in such cases a single
allocation amount will be communicated. A regional or multi-country application shall only
be eligible for funding where the majority (at least 51 percent) of countries included in the
application would be eligible to submit their own request for funding for that same disease
through a single-country application.

Note 1: Income category
The Global Fund income categories are based on the World Bank (Atlas Method) Income
Classifications: Low Income Countries (LI); Lower-Middle Income Countries (LMI); and Upper
Middle Income Countries (UMI). The GNI-per-capita thresholds which determine income
classifications are published by the World Bank in July 2013 and these together with the
updated GNI per capita data published in December 2013 were used for the 2014 Eligibility
List. The Global Fund classification further divides LMI countries into two groups, namely
Lower-LMI countries and Upper-LMI countries based on the midpoint of the GNI per capita
range of the World Bank’s LMI category.
Legend:
Income categories denoted with a ‘^’ (e.g. Upper-LMI^; Li^) indicate that the country’s income
classification has been updated from the income classification published by the World Bank
in July 2013 based on the World Bank’s revised data on GNI per capita published in
December 2013.

Note 2: Disease burden
Disease burden data is provided to the Global Fund Secretariat by WHO and UNAIDS. The
disease burden criterion applies to UMI countries in order to determine their eligibility, with
the exception of the ‘malaria-free’ criterion (below) which applies to all countries regardless of
income level:
 Members of the Group of 20 countries (G-20 members) that are UMI with less than an
extreme disease burden are not eligible, unless they meet the criteria to apply under the
‘NGO Rule’ (see Note 3).
 UMI countries with ‘moderate’ or ‘low’ disease burden are not eligible for funding. UMIs
that are designated under the ‘small island economy exception’ to the International
Development Association lending requirements are eligible for funding regardless of
national disease burden.
 For HIV: UMI countries must be listed on the OECD’s DAC list of ODA recipients3
to
be eligible for funding, unless they meet the criteria to apply under the ‘NGO Rule’ (see
Note 3).
 For malaria:
- The Global Fund uses malaria data from earlier years (2000), as recommended by
WHO. Each year, WHO provides revised 2000 estimates, which has changed the
disease burden score for some countries; and
- Countries that are certified as ‘malaria-free’ by WHO or are on the WHO’s
‘Supplementary List’ of countries where malaria never existed or disappeared, are not
eligible to apply for malaria funding and will not be eligible for an allocation for
malaria, regardless of their income level.
^^ indicates that the disease burden for the United Republic of Tanzania includes both
Mainland and Zanzibar.
Note 3: Eligibility for funding
Legend:
 Yes: an applicant is eligible for funding for a particular disease component, subject to
available resources. For cross-cutting health systems strengthening (HSS): LI and LMI
applicants, and UMI applicants that have an ‘extreme’ or ‘severe’ disease burden, are
eligible to submit a separate cross-cutting HSS funding request.
 Yes : an applicant is eligible to receive a pre-defined maximum amount of funding for the
eligible disease component, as part of the allocation methodology assessed by the
Strategy, Investment and Impact Committee.
 NGO rule†
: For HIV/AIDS only, UMIs not listed on the OECD-DAC list of ODA recipients
will only be able to access funding if they meet all the conditions below, in particular the
confirmation that the services requested in the application are not being provided due to
political barriers. In all cases, such applications must be submitted by an NGO and must
comply with all of the following conditions:
a. Such country has a reported disease burden of ‘high’, ‘severe’ or ‘extreme’;
b. The application is submitted and the program will be managed by an NGO within the
country in which activities would be implemented;
c. The government of a such country shall not directly receive any funding;

d. Requests are submitted as a non-CCM or other valid application;
e. Such funding requests must meet the ‘focus of application’ requirements set forth in
Paragraph 17 of the ECFP4
and must demonstrate that they target key services, as
supported by evidence and the country’s epidemiology; and
f. Applicants must provide confirmation that the services requested in the application
are not being provided due to political barriers.
 Grace period‡
: countries with an existing HIV grant under the NGO rule that become
ineligible due to changes in income level are provided with a grace-period of one
allocation period; such countries must continue to meet the conditions of the NGO rule
(above note: NGO rule†
).
 Transition funding: components funded under an existing grant that become
ineligible may receive funding for up to one additional allocation period immediately
following their change in eligibility. The Secretariat, based on country context and
existing portfolio considerations, will determine the appropriate period and amount of
funding.
 Not eligible: An applicant is not eligible for funding for a particular component.
 Not eligible*: An applicant is not eligible for malaria funding as the country is deemed
‘malaria-free’ by the WHO or on the WHO’s ‘Supplementary List’ of countries where
malaria never existed or disappeared (see note 2).

Global Fund eligible countries 2014

  • 1. Global Fund Eligibility List 2014 1 In 2013, the Global Fund launched a new approach to funding which is based on an allocation model. Eligibility for Global Fund financing is determined in accordance with the revised Eligibility and Counterpart Financing policy (ECFP)1 , which is designed to ensure that available resources are allocated to countries and regions with the highest disease burden and least ability to bring financial resources to address these health problems. The Global Fund Eligibility List identifies which country components are eligible to receive an allocation in the new funding model. If a country has no eligible components they do not appear on the list. Eligibility is determined by a country’s income level and official disease burden data (see notes 1 and 2). A country’s income level for 2014 is based on income classifications published by the World Bank in July 2013, in accordance with GNI-per-capita thresholds for each income classification, and take into consideration updates to the GNI-per-capita data for certain countries published by the World Bank in December 2013. While Global Fund eligibility determinations will be made annually and effective from 1 January to 31 December, allocations are made once every three years. The 2014 Eligibility List is the list that will be used to allocate funding for the 2014-2016 allocation period. In accordance with the Global Fund’s decision on the submission of a single TB/HIV concept note from countries with high co-infection rates2 , the Global Fund may request the submission of a single TB/HIV concept note from other countries to achieve operational efficiencies. The Global Fund may also request that small island economies and/or small countries come together to submit a multi-country application; in such cases a single allocation amount will be communicated. A regional or multi-country application shall only be eligible for funding where the majority (at least 51 percent) of countries included in the application would be eligible to submit their own request for funding for that same disease through a single-country application. Global Fund Eligibility List 2014 11 Note 1: Income category The Global Fund income categories are based on the World Bank (Atlas Method) Income Classifications: Low Income Countries (LI); Lower-Middle Income Countries (LMI); and Upper Middle Income Countries (UMI). The GNI-per-capita thresholds which determine income classifications are published by the World Bank in July 2013 and these together with the updated GNI per capita data published in December 2013 were used for the 2014 Eligibility List. The Global Fund classification further divides LMI countries into two groups, namely Lower-LMI countries and Upper-LMI countries based on the midpoint of the GNI per capita range of the World Bank’s LMI category. Legend: Income categories denoted with a ‘^’ (e.g. Upper-LMI^; Li^) indicate that the country’s income classification has been updated from the income classification published by the World Bank in July 2013 based on the World Bank’s revised data on GNI per capita published in December 2013.   • 12. Global Fund Eligibility List 2014 12 Note 2: Disease burden Disease burden data is provided to the Global Fund Secretariat by WHO and UNAIDS. The disease burden criterion applies to UMI countries in order to determine their eligibility, with the exception of the ‘malaria-free’ criterion (below) which applies to all countries regardless of income level:  Members of the Group of 20 countries (G-20 members) that are UMI with less than an extreme disease burden are not eligible, unless they meet the criteria to apply under the ‘NGO Rule’ (see Note 3).  UMI countries with ‘moderate’ or ‘low’ disease burden are not eligible for funding. UMIs that are designated under the ‘small island economy exception’ to the International Development Association lending requirements are eligible for funding regardless of national disease burden.  For HIV: UMI countries must be listed on the OECD’s DAC list of ODA recipients3 to be eligible for funding, unless they meet the criteria to apply under the ‘NGO Rule’ (see Note 3).  For malaria: - The Global Fund uses malaria data from earlier years (2000), as recommended by WHO. Each year, WHO provides revised 2000 estimates, which has changed the disease burden score for some countries; and - Countries that are certified as ‘malaria-free’ by WHO or are on the WHO’s ‘Supplementary List’ of countries where malaria never existed or disappeared, are not eligible to apply for malaria funding and will not be eligible for an allocation for malaria, regardless of their income level. ^^ indicates that the disease burden for the United Republic of Tanzania includes both Mainland and Zanzibar. Note 3: Eligibility for funding Legend:  Yes: an applicant is eligible for funding for a particular disease component, subject to available resources. For cross-cutting health systems strengthening (HSS): LI and LMI applicants, and UMI applicants that have an ‘extreme’ or ‘severe’ disease burden, are eligible to submit a separate cross-cutting HSS funding request.  Yes : an applicant is eligible to receive a pre-defined maximum amount of funding for the eligible disease component, as part of the allocation methodology assessed by the Strategy, Investment and Impact Committee.  NGO rule† : For HIV/AIDS only, UMIs not listed on the OECD-DAC list of ODA recipients will only be able to access funding if they meet all the conditions below, in particular the confirmation that the services requested in the application are not being provided due to political barriers. In all cases, such applications must be submitted by an NGO and must comply with all of the following conditions: a. Such country has a reported disease burden of ‘high’, ‘severe’ or ‘extreme’; b. The application is submitted and the program will be managed by an NGO within the country in which activities would be implemented; c. The government of a such country shall not directly receive any funding; 3 The Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development publishes a list of countries eligible for Official Development Assistance (ODA).

Such funding requests must meet the ‘focus of application’ requirements set forth in Paragraph 17 of the ECFP4 and must demonstrate that they target key services, as supported by evidence and the country’s epidemiology; and f. Applicants must provide confirmation that the services requested in the application are not being provided due to political barriers.  Grace period‡ : countries with an existing HIV grant under the NGO rule that become ineligible due to changes in income level are provided with a grace-period of one allocation period; such countries must continue to meet the conditions of the NGO rule (above note: NGO rule† ).  Transition funding: components funded under an existing grant that become ineligible may receive funding for up to one additional allocation period immediately following their change in eligibility.
