Government of Uttar Pradesh (GoUP) has been taking various proactive policy measures to address malnutrition and unleash the power of women’s collectives for rural development. As a part of the same a long-term agreement was signed between Uttar Pradesh State Rural Livelihoods Mission (UPSRLM) and Integrated Child Development Services (ICDS), GoUP for decentralized production and supply of Take-Home Ration (THR) to Anganwadi Centres (AWCs) by engaging cluster level federations of SHGs.
The decentralized local production and distribution of Take-Home Rations (THR) through food processing SHG micro-enterprises led by women Self-Help Groups (SHGs) is anticipated to ensure stronger accountability, reduce leakage, create local employment, and widen the vista of women’s economic empowerment.

9. How MGNREGA Support SHG
Individual and collective assets for SHG members can be developed through MGNREGS
which can further be used for livelihood generation by the groups.

10. • As per Schedule I, Para 4(1) of Mahatma Gandhi National
Rural Employment Guarantee Act 2005, works under the
sub-head III: Category C: Common Infrastructure
[including for NRLM] compliant Self Help Groups - (ii)
Common work-sheds for livelihood activities of self-help
groups; and sub-head IV: Category D: Rural Infrastructure
- (v) Construction of buildings for women self-help
groups’ federations at the village or block level are
permissible activities.
• As per the Schedule I, Para 25, sub-para (b) Self Help
Groups can be involved for the purpose of concurrent
social audit.
• The Cluster Level Federation (CLF) under NRLM has been
assigned as Programme Implementing Agency for
implementation of plantation (Moringa) work, raising of
Nursery (Moringa), road side plantation and also for
facilitation in the Agri-Nutri garden works in convergence
with NRLM. The Self Help Group women are also being
engaged as “mate” for the works being taken up under
Mahatma Gandhi NREG Scheme.
• Promotion of Moringa/Drum Stick plantation- To
promote the plantation of Moringa/Drum Stick and
Moringa nurseries and inter-alia livelihoods of individual
beneficiary households, a Joint Advisory in convergence
with DAY-NRLM has been issued.

Pradesh. Under this scheme, subsidy is being provided to
the farmers of the state for the construction of hi-tech
nurseries.
• In Hi-Tech Nursery, healthy plants are prepared in plastic

• For better root development, cocopit, vermiculite and
perlite are used for sowing the seeds.
• In this nursery the temperature is regulated as per the
