In early December of 2019, the Corona Virus pandemic appeared in the Chinese city of
Wuhan. The virus has spread widely throughout the world. On January 30, 2020, the World Health
Organization officially declared that the outbreak constituted a public health emergency of
international concern. On March 11 of the same year, the organization announced that infection
with the virus had turned into a global pandemic in conjunction with the reporting by Italy, Iran,
South Korea and Japan of the high number of infections, so that the total number of infections
outside China exceeded that of China quickly. More than 12 million cases of the virus have been
reported in more than 188 countries, and the number of deaths reached more than 560,000 deaths
as of July 11, 2020.
The pandemic resulted in severe global social and economic damage, including the largest global
economic recession since the Great Depression, in addition to the postponement or cancellation of
sporting, religious, political and cultural events, and a significant shortage of supplies and
equipment exacerbated by a state of purchase panic, and low emissions of pollutants and
greenhouse gases. Schools, universities and colleges were closed in 190 countries, affecting 73.5%
of students worldwide. Wrong information about the virus has spread online, and there have been
cases of xenophobia and racial discrimination against the Chinese and those perceived as Chinese,
or from regions with high rates of infection.
Until now, no country in the world has succeeded in producing a drug that guarantees complete
recovery from infection with the virus, and the researchers point out that physical divergence and
other measures will be required until the vaccine is available (perhaps after 18 months or more),
which is what put us all in front of a basic fact which is that without advanced systems in the fields
of education, health, and scientific research, the volume of threats to which all organizations and
institutions are exposed will increase exponentially. Rather, the human presence itself will be
threatened.
Accordingly, what is required of you is to develop an integrated strategic plan for the advancement
of the health sector in Egypt in a manner that achieves the strategic goals of the health system in
accordance with the Egypt Vision 2030, and for the Sustainable Development Goals (SDGs),
provided that this plan includes, for example but not limited to, the following aspects:
1) The vision and the mission
2) External environment assessment
3) Internal environment assessment
4) Different types of objectives
5) The most important strategies that can be used
6) Internal policies and procedures to implement the chosen strategies
7) The control and evaluation mechanisms.
