Who would you think earns more money in the State of New York, an professional engineer or a superintendent of Public Works? And who would pay more money, a small city or a state agency?
A Tale of Two Cities and Their Public Works SupervisorsJohn Citibois
People always say it isn't fair to compare things unless they are similar or "apples to apples". Comparing the two cities of Cortland and Plattsburgh, NY is as "apples to apples" as you can get and the citizens of the City of Plattsburgh still can't get a break.

Carlstrom would highly recommend Zhang for another summer internship with the City.
Hampton Roads Economic Development Alliance (HREDA) presents an updated economic assessment of the impact of jobs in Hampton Roads. Executive Summary by Dr. James Koch.
The document outlines concerns about Detroit's bankruptcy plan, called the Grand Bargain. It argues that the plan prioritizes saving the Detroit Institute of Arts over turning the city around. Specifically, it says the plan has the city surrender ownership of its art collection valued between $4.1-8.9 billion, in exchange for only $800 thousand. Alternatively, the document proposes selling the art and investing the funds into improving Detroit's public school system, to attract residents and businesses back to the city. It urges Detroit citizens to voice their concerns to those involved in the bankruptcy proceedings.

This document discusses strategies for recharging New Jersey's economic growth through urban development opportunities and addressing suburban challenges. It notes that transit-oriented development and walkable, mixed-use places are increasingly important for attracting talent and retaining millennials. Preferences are shifting towards urban living, and cities are seeing rising housing values and office rents compared to suburbs. The document argues this change reflects the transition to a knowledge economy and notes many suburbs are implementing strategies to make their areas more vibrant places.

These slides were a part of a presentation given at DIYDays Conference on March 3rd in NYC at The New School. Most of the participants at the conference were story tellers and were interested in how to better work with technology to tell a story. Our goal was to help them know when in a project to start to work with a technologist, what to expect and where to find them.
At Tuenti, we do 3 code pushes per week, sometimes modifying thousands of files and running thousands of automated tests and build operations before, to ensure not only that the code works but also that proper localization is applied, bundles are generated and files get deployed to hundreds of servers as fast and reliable as possible.
We use opensource tools like Mercurial, MySQL, Jenkins, Selenium, PHPUnit and Rsync among our own in-house ones, and have different development, testing, staging and production environments.
We had to fight with problems like statics bundling and versioning, syntax errors and of course the fact that we have +100 engineers working on the codebase, merging and releasing more than a 15 branches the same day. We also switched from Subversion to Mercurial to obtain more flexibility and faster branching operations.
With this talk we will explain the process of how code changes in ourcode repository end up in live code, detailing some practices and tips that we apply, problems we had and how we solved them.

This document discusses challenges with tracking federal spending at local levels and increasing transparency. It notes that while government agencies collect some data on spending programs, the details are often inconsistent, of varying quality and timeliness, and not comprehensive enough to understand where and how money is spent at local levels. It advocates for a system like USASpending.gov that provides transaction-level details on federal contracts and grants in a searchable, open format to give citizens better visibility into how tax dollars are used.

According to United Way Executive Director Carmen Derby, the needs assessment looks at what issues residents
are facing in the county and ways to continue improving on the identified strengths and weaknesses.

BRATTLEBORO -- The United Way of Windham County publicly released its Community Needs Assessment
executive summary Tuesday morning.
The second needs assessment completed by the organization since 2001, the summary provides United Way
leaders an opportunity to "take the pulse of the community" and gauge the foremost issues of Windham County
residents.
According to United Way Executive Director Carmen Derby, the needs assessment looks at what issues residents
are facing in the county and ways to continue improving on the identified strengths and weaknesses.
"We will now be taking a look at the priorities as they are listed," she said.
In alphabetical order, they are -- affordable housing, child care, education, elder services, health care access, jobs
(and employment) and transportation.
The data reports in detail about the positives and negatives in each particular category and potential ideas to
improve services. The complete list is available at the United Way Web site, www.unitedwaywindham.org.
As a result of the pros and cons of the assessment, the participants recommended United Way serve as a catalyst
for planning and action in the region and take a more direct lead as the "tugboat of the human services ship."
In addition, United Way received advice on engaging the community to implement the assessment by building
awareness of the data, advocating for towns and other nonprofit to act and to potentially establish a quarterly
progress report.
Nearly 70 people attended the presentation at the Brattleboro Retreat on Tuesday morning.
After analyzing the data, United Way officials conducted a random telephone survey of 305 households,
interviewed leaders from a variety of Windham County sectors and held eight focus groups in three different
towns.
"The strengths, weaknesses and improvements were all determined by the interviews done with the focus groups,
consumer surveys and key leaders," said Derby.
The benefit of completing a new needs assessment is it provides a data sheet for tracking the figures within the
county, creating a valuable resource for organizations looking for information regarding any of the high priority
issues.
Compared to the initial assessment completed in 2002, Derby said this current one is done in a different format
and is much more user-friendly. Not only is it easier to read, but the entirety of the needs assessment is at the
organization's Web site.
"This is one place where all this information has been pulled together," she said.

- The document discusses commentary on a New York Times article that was critical of inconsistencies in how states define Targeted Employment Areas for EB-5 projects.
- There is disagreement on whether most EB-5 projects are those Congress envisioned in rural/high unemployment areas or if developers are "gaming the system" through TEA designations.
- The author provides commentary on these issues after meeting with the New York Times reporters, including that large city developers have advantages over rural areas in accessing EB-5 investor funds.
In this briefing we will explore the wage differences in the occupations and industries typically employing members of Boston’s

With the help of sensors on roadways and applications on the phones of drivers, cities all around the world are actively collecting real-time data about traffic patterns. The data is more than just useful for drivers and interesting for city developers, it has the potential to revolutionise the way cities manage their roadways, reduce congestion and develop neighbourhoods. But in order to utilise the data effectively, cities must often first address a gaping disconnection between the value of the data they collect and the resources available to put them to work—starting with strong leadership.

TOPIC: Why should I stop smoking? An experimental study on successful compliance-gaining strategies for health communication.
Relate research to health communication messages.
Schenck-Hamlin et al.’s Typology of Compliance-Seeking
(Ingratiating, Promise, Debt, Esteem, Allurement, Aversive stimulation, Threat, Guilt, Warning, Altruism, Direct request, Explanation, Hinting, and Deceit). Explain the study that Schenck-Hamlin et al. conducted to develop the 14 typologies of compliance-gaining strategies. That is how they carried out the study, the results, the participants, and so on.
Review of Other Compliance-Gaining Strategies used in Health Communication
Here, we would get about 4-5 examples of health messages and review the communication style used in those messages. It could include health campaigns, public service announcements, and health-related advertisements, amongst other things. The contents we would review will be anything trying to convince people to do health-related things.
Review of Campaigns Against Smoking
Here, we would be doing the same thing we did in the previous section, but this time we would focus on campaigns against smoking- just as a way to narrow down our scope.
The “How” of Communication.
We would talk about the fact that people also pay attention to how we present our messages and not just the content of the message. We would draw our hypotheses from this section. So, based on the content of this place, our hypotheses would look something like this:

Re: NYC Department of Transportation Organizational Review – Culture, Bias, and Partnerships
Overview
The New York City Department of Transportation is charged with providing for the “safe, efficient, and environmentally responsible movement of people and goods” in the city. The agency has about 5,500 full-time employees and is currently led by Commissioner Henry Gutman, who was appointed by Mayor Bill de Blasio in February 2021. In conversations with individuals both inside and outside the agency, as well as comprehensive document research, I have identified the key characteristics of the organizational culture at DOT and developed an assessment of the state of the organization’s data and technology readiness. My research has informed an overall understanding of DOT’s engagement with issues of bias and equity as well as community interaction and outreach.
In short, the NYC Department of Transportation has operated under a
culture of fear for the last seven years. Under the control of Mayor de Blasio and the leaders he has directly and indirectly appointed to run DOT, public servants at all levels of the organization feel powerless to act independently of the mayor’s vision when it comes to transportation initiatives. While there are teams and divisions within DOT that are ve.

The city is concerned about high employee turnover rates above the national average, and retaining talented employees who now place more emphasis on compensation. The HR department is requesting guidance from city council on addressing lagging wages.

The document summarizes several stories: 1) Whiteclouds, a 3D printing company in Ogden, opened a new 60,000 square foot facility that it claims is the largest 3D printing facility in the world. 2) Government regulatory changes could create opportunities for small businesses in areas like subcontracting limits and mentor-protégé programs. 3) Millennials are becoming a strong force in the Utah real estate market, making up 40% of home buyers, and they are attracted to areas with good costs and proximity to work like southwest Salt Lake County.
The document provides information from a presentation on workforce development programs in Broome and Tioga counties. It summarizes poverty rates and the impact of childhood poverty in the region. In particular, it finds that 33.3% of the population of Binghamton lives below the poverty line, and 49.4% of children in Binghamton live in poverty. The presentation discusses programs offered by Broome-Tioga Workforce NY to help residents access employment opportunities and training.
1. The document contains 16 recommendations for the Mayor and Working Group on Jobs, Wages, and Benefits to improve hiring of DC residents and reduce costs. The recommendations include aggressively recruiting DC high school and college students, streamlining the hiring process, prioritizing hiring of DC residents over contractors, and increasing oversight of hiring managers.
2. The writer, a DC resident since 1981, believes these changes could significantly reduce DC's unemployment rate by replacing non-resident contractors with qualified DC job-seekers.
3. The recommendations aim to make the DC government the top local employer and improve services to DC taxpayers.
Planning needed following violence in ChicagoDaniel Bassill
Fifteen Chicago community areas account for nearly 50% of shootings and homicide in Chicago in 2021, according to the Chicago SunTimes. This presentation shows planning tools leaders can use to understand the availability of non-school tutor and/or mentor programs in these area and the need for additional programs. It demonstrates a use of maps to create a visual and spatial understanding.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

Comparison of Public Workers Salaries in New York
1. Comparison of Public Workers Salaries in New York
Some of you might be thinking by now that things are different in smaller cities than Rochester and Buffalo
because a smaller city might have to pay more to attract workers with special skills, licenses or education.
That is SOMETIMES true in some categories of employment, like a city engineer. However, in Public Works,
regardless of city size, many New York municipalities have DPW supervisors, foreman or commissioners
(the title of the head of DPW officers differs from municipality to municipality) that started on the job right
out of high school as laborers in the DPW and worked their way up the civil service system culminating in
getting the job as the boss.
While this allows a person to advance, if they do not get further education, why are they promoted to higher
and higher levels of responsibility? And, do they really have the skill set to manage budgets that are in the
millions of dollars annually even in small cities?
Lastly, do these "on the job" learners have the skill set to think outside the box or think of new ways to do
things, save money or increase productivity. For City of Plattsburgh residents and businesses, think about
that and reflect on how many decades the sidewalks in the city have been unsafe and impassable. This is not
rocket science or advanced calculus, but the prevailing attitude expressed in local media is that it is just too
hard.
Arsene "Mike" Brodi has been on the job working his way up the ladder in the City of Plattsburgh for 38
years (began 1978). Mr. Brodi is the Superintendent of Public Works.
Robert Burnett, a geophysical engineer, has been working for the New York State Department of
Transportation since 1981 or 35 years.
These men have similar years of service working in the public sector, but vastly different skill sets and
education.
You can verify any licensed professional on the New York State Office of the Professions website. You can
find and use the verification tool at this (not a clickable link) web address:

You can verify that Mr. Burnett works for the DOT at this web address (not clickable):
https://www.dot.ny.gov/divisions/engineering/technical-services/technical-services-contacts
Mr. Brodi, as stated in earlier articles, earned $112,317 dollars in 2013 (according to data obtained from the
New York State Office of the Comptroller through the Freedom of Information Act (FOIA).
Mr. Burnett earned $112,431 in 2013 with 32 years of service (at the time) and an engineering degree
(according to data obtained from the New York State Office of the Comptroller through the Freedom of
Information Act (FOIA).
For these two men, this is the comparative "apples to apples" in terms of years of service and pay.
For these two men, this is the comparative "apples to oranges" in terms of education, the requirement to
maintain the professional license and registration and in terms of square land miles of responsibility.
Mr. Brodi is responsible for the 5.1 square land miles of the City of Plattsburgh.
Mr. Burnett is responsible for work that encompasses the ENTIRE square miles (land and water) of the State
of New York or 54,555 square miles.
2. The people of the City of Plattsburgh pay $22,463 per square mile to support the employment and work of Mr.
Brodi.
The people of the State of New York pay $2.06 per square mile to support the employment and work of Mr.
Burnett.
Who do you think has the best return on investment?
Would it be the citizens of the City of Plattsburgh or the people of the State of New York?
Would you like to learn more?
Stay tuned....
