Hi Muriel,
Just want to thank you for keeping the DC government openwhen it snows! This is a
great budget saver for the DC Taxpayer, and clearly demonstrates Service to the
Citizens. Thank you for accepting and implementing this executive recommendation I
gave you last year. I appreciate it.
As per the GlassDoor.com comments attached to this letter and accessible on the
internet, I enumerate solid,budget-saving executive recommendations for you and the
Working Group on Jobs,Wages,and Benefits (WGJWB).
1. Since GlassDoor.com is your free, no-costpublic relations and marketing
platform, you no longer need any marketing or public relations staff so transfer
them to the various Human Resources Recruiting Units to aggressivelyramp up
recruiting DC Taxpayers to fill DC government FTE jobs.
2. Establish DC government Human Resources Recruiting Units in every senior high
schoolin underserved areas to market the DC government as the best place to
work. This goes beyond the summerjobs program by recruiting a larger number
of graduating high school seniors to fill DC government FTE jobs. Many seniors
who participated in summer jobs programs over the years will have entry-level
skills and will fit right into DC government FTE jobs. Increase the visibility of
Human Resources Recruiting Units – do what the military does and recruit your
own.

3. Implement aggressive military-like recruiting practices using military-like slogans:
Muriel Wants You and Be All You Can Be in the DC Government.
4. If managers want to hire and train someone to do their budgetwork (Exhibit A),
hire DC Taxpayers, especiallyDC high schoolgraduating seniors,rather than pay
$71 per hour to hire and train a Virginia taxpayer or a Green Card. Muriel, you
don’t make $71 per hour – if you divide your weekly hours into your weekly pay, it
probably comes to a little over minimum wage. Mayor is a 24/7 job. The DC
Taxpayers and DC graduating high schoolseniors are perfectlycapable of
handling the fourth-grade math and Excel spreadsheets of government budgeting.
Green Cards are supposedto have specialized hard-to-find skills. The fourth-
grade math and Excel spreadsheets used in governmentbudgeting are not hard-
to-find specialized skills. Hire and train people who care the most about your DC
government administration.
5. Issue an Executive Order to reduce FTE time-to-hire in the DC government from
several months, to only two weeks. Fill all current open DC government FTE jobs
by the end of this August 2016.Remember,it takes two to three months to hire a
contractor and this costs DC Taxpayers much more. Managers hire contractors
when the FTE hiring process takes too long. Decrease the FTE time-to-hire.
6. Eliminate tonic leadership culture. You never want fear and retribution in the DC
government because this inhibits creativity and increases expensive employee
turn-over (Exhibit B).
7. As per Exhibit C pages 1 and 2, eliminate hostile interviewers. Job applicants will
not acceptthe job if the interview is hostile – then the job remains unfilled.
8. Eliminate certified contractors who specialize in placing Green Cards in DC
government contracting jobs. You want DC Taxpayers and DC graduating high
schoolseniors in DC government jobs. Issue an Executive Order putting DC
Taxpayers first for all types of jobs. Managers who want to hire contractors should
complete a lengthy reasoned statement of why a DC Taxpayer would not qualify
for the job.

9. Issue an Executive Order giving on-the-spot hiring authority to Human Resource
Recruiters to issue a job offer on the spot. The Federal government does this and
fills a lot of jobs very fast.
10.Expand the Byte Back program and have Bye Back set up shop in every senior
high school located in underserved areas. Expand this program to train and
supportgraduating seniors obtain technology certifications that qualify them for
entry-level DC government FTE jobs.
11.Issue an Executive Order telling hiring managers to hire DC Taxpayers, DC
graduating high schoolseniors, DC Veterans and DC Disabled individuals first
choice.
12.If you replace all the Green Cards, Virginia taxpayers, and Maryland taxpayers
with DC Taxpayers, DC graduating high schoolseniors, DC Veterans and DC
Disabled individuals, would that decrease the DC unemployment rate? Yes. By
how much? Double digits.
13.Byte Back (Exhibit D pages 1-3) needs to funnel all their graduates to DC
government FTE jobs and not to DC contractors that costs DC Taxpayers more.
14.Close all requisitions open more than 30 days. If the hiring manager cannot fill
the job in 30 days, the job is not important and should be permanently deleted
from the budget.Re-program that budget money to another more important task.
Delegate those job responsibilities to a junior employee who is a DC Taxpayer.
Many hiring managers are not DC Taxpayers so they don’t care about you or your
Administration.
15.DC jobs for DC taxpayers. Not DC jobs for Maryland taxpayers. Not DC jobs for
Virginia taxpayers. Not DC jobs for Green Cards.
16.Adhere to your own DC government contracting laws. Fire managers who fail to
approve electronic FTE and contractor timesheets on time. Fire managers who
fail to follow DC contracting laws. Fire contractors who repeatedlyfail to submit
contractor electronic timesheets on time. Fire contractors who do their personal

Federal taxes on DC government computers on DC government time – violating
DC government equipmentusage policies and DC government contracting laws.
