Community First is a £80 million government initiative run by the Cabinet Office until 2015 that provides funding to communities in eligible wards to identify local priorities and become more resilient. It includes a £30 million Neighbourhood Matched Fund for selected wards and a £50 million Endowment Match Challenge. Community panels made up of local residents and organizations will decide which local projects receive funding, which must be matched 1:1 with in-kind donations. Dudley CVS will provide support to communities through training, online resources, and networking events to help panels make the most of the Community First opportunity.

- Explain our understanding of how the wards were selected Community First not England wide - focused first on 30% most deprived SOAs. No robust data on areas with poor social capital, so looked at JSA claimant rate increases, if risen then area got put in - resulted in some of the usual areas not making the cut. Need 2 qualifying SOAs for a ward to be in the programme. The grant making and the doing should happen locally. The accountability and the action.
- CDF promoting and publicising through networks at national level so they cascade to local eg to CVSs through NAVCA. Collectives apply to be a panel, if more than one in a ward they need to become one. The ward applies through CDF website. In about a year the ward needs a plan - identified issues, opportunities and assets. Could lead to usual and commonplace activities and ideas get funded. Could be other things e.g. starting a social enterprise. One estate mapped that it spend £1.1million out of the estate on fast food from multi-nationals. Set up social enterprise with someone to grow food that could be used in local fast food outlets - keep some of the money in the area.

- Panel Partners will: Confirm to the Community Development Foundation that they believe that the panel is acting accountably and in a non fraudulent manner Confirm that the panel is recommending projects for funding in accordance with the rules of the programme Hold a small pot of funds to cover reasonable expenses for panel members to participate, such as travel costs for those with limited mobility Work with the panel to check that projects being proposed for funding fit in with the list of local priorities for the community Attend panel meetings Encourage and support the panel to use the internet to record and share what grants they make and how the projects progress NB Dudley CVS will not be a panel partner for any panels (we have already been approached)
- How can LA support? Supportive cllrs, officers etc. Accountability - use blogs and Internet etc. Lewisham Council do something through council website - know what each group is doing, how they spent their money, what on. (they spent lots of money to set this up). Levers re changes Funding - amounts and approach Provisions in Localism Bill and opportunities it provides - government not pushing and shoving, just saying it's there if you want it. Dudley is responding to the challenge with Our Society - grab the opportunities
