This paper seeks to put forward valid reasons for the continued prohibitionof drugs, while also making a case for the softening of incarceration policies. Some argue that the use of mind or mood altering substances is a matter of personal expression. They assume the philosophical stance that what one individual finds enlightening as a means of helping them to reach their best personal self, may be a hindrance to others (Mill, 2014). They view the consumption of a substance as a personal freedom, in their pursuit to find fulfillment and contentment in life. The argument that drug use is a personal choice has some merit, but loses traction when it is compared to the reasons societies were formed, how they function, and the benefits the individual obtains from membership. A society is where individuals and groups come together to establish rules, accomplish common goals, and provide for the public welfare, while also allowing space for the pursuit of personal interests (Stone, 2002).
