Partnering with Civil Society. 12 Lessons from DAC Peer Reviews. OECD
This booklet is about partnerships between DAC members and civil society organisations (CSOs) which can serve many purposes. These include, as reflected in the Busan Partnership for Effective Development Co-operation (2011), supporting the vital role that CSOs play in enabling people to claim their rights, in promoting rights-based approaches, in shaping development policies and partnerships and in overseeing their implementation, in providing services in areas that are complementary to those provided by states and in contributing to and raising public awareness about global development challenges and results. Partnerships related to humanitarian assistance are examined in more detail in an earlier publication in this series: “Towards Better Humanitarian Donorship: 12 Lessons from DAC Peer Reviews” (OECD, 2012a).
Despite the significant share of official development assistance (ODA) flowing to and through CSOs (16.2% of ODA of DAC member countries in 2010), there are few shared guidelines, benchmarks or documented good practices that DAC members can follow when partnering with civil society. At the same time, DAC peer reviews provide recommendations, evidence and examples of how different members work with CSOs, the challenges they face and good practice.

1. Introduction
1.1. Background and objectives
This article will discuss the different Corporate Social Responsibility (CSR) issues that emerged within
four multinationals (Apple, Canon, Coca-Cola and Walmart). There is no clear definition of CSR. In
Corporate Social Responsibility, Legal and semi-legal frameworks supporting CSR Lambooy gives an
overview of several definitions of CSR.1 The European Commission defines CSR as ‘the responsibility
of enterprises for their impacts on society’.2 This is the definition which is the most suitable for the
context of the article’s research question. As this article will focus on companies from the US and Japan,
the authors also provide an overview of the focus on CSR from the US and Japanese perspective. In the
US there is no governmental regulation regarding CSR or business best practices. Instead, according
to findings from Bennett American, companies have a marked tendency to use codes of conduct.3 The
American CSR perspective could be described as following a principles-based approach, with codes of
conduct that prescribe values and principles which company members as a whole should aspire to follow.
In contrast, Japanese companies prefer to focus on areas where their contributions can be statistically
measured. Interest in social aspects of CSR is significantly less pronounced than in other industrialized
countries.4 In Japan there are no specific provisions regulating CSR. However, the 1988 law that promotes
specific non-profit activities is of major significance in this context.5
Early notions of CSR on an academic level can be traced back to the 1960s. In 1991 Carroll presented
CSR as a multi-layered concept that consists of four interrelated aspects: economic, legal, ethical and
philanthropic responsibilities.6 Carroll proposed a pyramid that analyses the dimension of CSR. It starts

The situation: Review the two articles for Scenario I in this week’s Learning
Resources. Imagine that you are an intercultural communication consultant (ICC)
entering the Coca Cola Headquarters in Atlanta one month after the first four Belgian
children claim they are ill due to consuming Coke products. You are there for another
job but are invited into the meeting that is analyzing the handling of this crisis.
To prepare for your Assignment, consider the following:
• Former Coke CEO Robert Goizueta states, “Business will be the institution of the
future. It’s the only global institution” (Greising, 1998, p. 145). Is this accurate?
What implications does this have for ICC?
• All businesses working across national borders deal with conflicts between
corporate culture and the national cultures in which they operate. How would you
recommend translating the corporate culture of Coca Cola to the national Belgian
culture?
• Leaders are symbolic representatives. What recommendations would you have
for the CEO, Doug Ivester?
• How does the fact that Coca Cola has more revenue per year than the gross
domestic product (GDP) of two thirds of all the world’s countries play a role in
how they operate in a crisis?
• What additional questions would you ask or what additional information would
you need in order to give the most effective recommendations?
Your Task: Analyze the countries affected by this product issue. Consider how you
would advise the leaders of Coca Cola on how they should have approached the
situation from an intercultural communication perspective in order to have minimized the
impact on sales and satisfied the needs of the countries affected. Provide
recommendations of how Coca Cola could handle similar situations in the future more

A study was conducted to determine the effects of alcohol on human reaction times. Fifty-seven adult individuals within two-age groups were recruited for this study and were randomly allocated into one of three alcohol treatment groups – a control where the subjects remain sober during the entire study, a moderate group were the subject is supplied alcohol but is limited in such a way that their blood alcohol content (BAC) remains under the legal limit to drive (BAC of 0.08) and a group that received a high amount of alcohol to which their BAC may exceed the legal limit for driving. Each subject was trained on a video game system and their reaction time (in milliseconds) to a visual stimulus was recorded at 7 time points 30 minutes apart (labeled T0=0, T1=30, T2=60 and so on). At time point T0, all subjects were sober and those in one of the alcohol consumption groups began drinking after the first measured reaction time (controlled within the specifications outlined). The researcher is interested in determining the influence alcohol and age (namely, is reaction time different for those in the 20s versus 30s) has on reaction times.

It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
