Although it is generally believed that the biggest challenge of architecting a cloud application is security and reliability, there is another major dimension which is generally overlooked, which is, cost optimization. In response to a poll by Tech Republic on “What is the main risk with cloud computing?”, 59% of the participants identified data security to be the main concern and 20% thought it was reliability of the cloud services. The fact that the applications need to be designed differently to take advantage of cloud and thus reduce cost did not even enter into the consideration.
Traditionally, actual cost of deployment has never directly been considered as a parameter of architectural tradeoffs. Specific parts of the application may get tuned based on the result of load testing. Post deployment, tuning may also happen if the response time is unacceptably slow. Since the hardware and software is a capital expenditure, the sizing is done to take care of future needs and initially there will always be unutilized capacity. So, once the initial investment is made, there is no incentive for spending effort on optimizing the application.
But, when the application is deployed in the cloud it is no longer true. CIOs are taking a serious look at cloud computing for its promise of cost saving through “pay for what you use” philosophy. That implies:
Don’t pay for unutilized resources
Less resource consumed means more saving
So, for any cloud application, there will always be an incentive to build and optimize applications to consume lesser resources. Not only is there a paucity of available benchmarks and guidelines, but also the cloud scenario itself is constantly changing. To top that, major cloud platforms differ from each other and the right approach for one may be ineffective and even wrong for another. The best practices will evolve over a period of time but in the mean time, what does an architect do?

In cloud computing, cloud providers can offer cloud consumers two provisioning plans for computing resources, namely reservation and on‐demand plans. In general, cost of utilizing computing resources provisioned by reservation plan is cheaper than that provisioned by on‐demand plan, since cloud consumer has to pay to provider in advance. With the reservation plan, the consumer can reduce the total resource provisioning cost. However, the best advance reservation of resources is difficult to be achieved due to uncertainty of consumer's future demand and providers' resource prices. To address this problem, an optimal cloud resource provisioning (OCRP) algorithm is proposed by formulating a stochastic programming model. The OCRP algorithm can provision computing resources for being used in multiple provisioning stages as well as a long‐term plan, e.g., four stages in a quarter plan and twelve stages in a yearly plan. The demand and price uncertainty is considered in OCRP. In this paper, different approaches to obtain the solution of the OCRP algorithm are considered including deterministic equivalent formulation, sample‐average approximation, and Benders decomposition. Numerical studies are extensively performed in which the results clearly show that with the OCRP algorithm, cloud consumer can successfully minimize total cost of resource provisioning in cloud computing environments.

Since switching to heterogeneous clusters 6 months ago, Oracle's costs have decreased or remained steady despite increased usage.

QUEUE improves the consolidation ratio by up to 45 percent with large spike size and around 30 percent with normal spike size compared with the strategy that provisions for peak workload, and achieves a better balance between performance and energy consumption in comparison with other commonly-used consolidation algorithms.
The Met Office is the UK's national weather service that employs 1,800 people to create over 3,000 daily forecasts. They were running weather forecasting models on a supercomputer and storing 17 petabytes of climate data, but downstream systems to package forecasts were distributed across over 200 servers running Linux. To reduce costs and complexity, the Met Office evaluated migrating Linux workloads to IBM zEnterprise mainframes and saw significant savings by reducing Oracle licensing costs from 204 processor cores to 17, cutting costs by around 12 times. Benchmarking showed mainframe performance was better for their I/O intensive workloads like databases. The consolidation has lowered IT costs substantially and simplified management.
