The project research for the Department of Child Services will aim to understand what the requirements from the Code of Conduct are, which includes confidentiality, morals, and ethics upheld by all employees. The research will explore the work done by Case Managers and the expectations from Human Resources within the Department. Morals and ethics will be analyzed against the Department’s Policy and Procedures and Code of Conduct. Participants included in the research are from the local field workers, supervisors, local office directors, clerks, and legal staff. A moral and ethical study will be used to compare and contrast perspectives of those involved with the Department of Child Services.

Introduction
I work for the Department of Child Services in Indiana as a Case Manager and I chose to use the Department as my project focus. With permission from the Department, I will be evaluating the role in moral and ethical aspects of decision-making within the Department of Child Services. Due to confidentiality of clients, statements by judicial officials, counsel, and co-workers I cannot share names in my project so I may use pseudonyms. The Department handles sensitive content daily that it will be challenging and interesting to compare and contrast the moral and ethical perspectives of the various stakeholders involved with child services. This may provide guidelines on how to make those clearer so that there is a shared method to service delivery. Also, I will evaluate the impact of different moral and ethical perspectives on program development and delivery.
From the research conducted I will be able to firsthand elaborate what field worker employees experience with co-workers, human resources, legal staff, and cliental. I plan to interview my co-workers, supervisor, local office director, and legal staff. Due to having daily interactions with those involved in my final project, I will be able to bounce ideas off of them on a regular basis. I will be able to conduct my research and interviews within the allotted timeframe from ease of access and knowledge to the Department’s employees. Also, I have weekly contact with the Department’s legal counsel and will be able to ensure my research does not cross confidentiality. I will be able to regularly document my findings and record them in a journal. I will seek approval from my director to speak with human resource staff if available to discuss current ethical and/or moral boundaries the Department and its affiliates must adhere to.

The employment process in the public school system is different than in any other organization. Due process is a requirement of law but in the public school system it is especially important as the public school is a government entity. Due process for educators is limited to the due process for property rights. Judicial law has noted that schools do not typically deprive employees of life or liberty. The important focus in readings this week is how much due process is necessary and how much is recommended by the courts.
There are several different types of employment arrangements within the school system.
· At-Will Employment
· Non-Chapter 21 Contracts
· Probationary Contracts
· Term contracts
· Continuing contracts
· Third-Party Independent Contract
Each employment arrangement has a specific hiring and termination process. This is important to know when dealing with the various positions. When interviewing and selecting staff administrators must understand what employment is available, the requirements in offering positions and the requirements involved in offering positions.
If you work in a state that has unions, much of this information is required per the collective bargaining agreement. If you live in a right to work state, this is much more flexible and determined by the local governing body.
First, reassignment is a very complicated issue. Generally speaking, most teacher and administrator contracts contain a clause that states that you can be assigned or reassigned at the discretion of the superintendent. Courts have found that the only property right that employees have is the right to getting paid, not the right to a specific position. As long as your pay is not changed your position can be changed therefore, many state departments of education will only hear reassignment complaints if an employee has suffered financially.
However reassignment cannot be retaliatory. You can't be reassigned after you have spoken out against the school district or after you've made someone angry. The grievance process does have to be followed. You must have access to due process if you feel that your reassignment was retaliatory but remember most cases are only heard if the employee has suffered financially. There is a different standard of reassignment for superintendents. Superintendents cannot be reassigned because their position is considered unique. Reassignment for the superintendent would constitute a material change. With the exception of the superintendent an employee can be reassigned to any position within the district as long as their compensation is not affected.
The next sections discuss employee benefits. Some of these benefits are typical of what you would find in any business situation; the Family Medical Leave Act, health insurance, things such as this. Regulations are the rules that govern the operation of an early childhood program. Regulation is also an ongoing process. Preschools and child care centers should be evaluated regularly—when they are new to assure that the facility and staff are ready to provide care and education to young children, or when they change in a significant way, such as expanding the number of classrooms or hiring a new director. Early childhood programs should also be regularly inspected and evaluated as part of the routine responsibilities of ensuring children's needs are being met.
The responsibility of regulation is shared among many groups: families, early childhood professionals, the community, as well as local, state, and federal government. Any citizen, whether a parent, teacher, or community member, is able to influence the regulation process when voting for legislators who create the regulations that govern early childhood programs.
Families, teachers, and community members also participate if they report problems with an early childhood program, such as poor sanitation practices, to government agencies. Also, families benefit from the regulation process when they choose programs for their children that are regulated. The regulation process gives families, as well as staff and community members, tangible ways to measure the quality of their early childhood programs.
The role of government in the regulation process is significant. One of the most important ways government is involved is through licensing. A license is a certificate that grants permission by a governing body to do something. A driver's license, for example, gives you permission to drive a car. A child care license gives an organization permission to operate an early childhood program. We will discuss licensing in more detail later in the chapter.
Regulations are usually documented as a list of standards organized by categories, such as personnel, facility, meals, and so forth. A standard is a specific requirement, rule, or level of achievement used to measure quality. One example is teacher-child ratios. In many states the minimum standard for teacher-child ratios for infant care is one to four. There must be at least one adult supervising every four babies at all times.
Unlike curriculum standards, which usually describe specific skills or knowledge that students should master, licensing standards describe observable practices carried out by staff or visible characteristics of an early childhood facility, such as the presence of a cushioning surface under climbing equipment.
The role of the director in the regulation process is to be knowledgeable about these standards and to guide staff in ensuring that the program meets every minimal standard. Administrators collect and organize documentation, such as lunch menus or enrollment forms, that demonstrate compliance with standards.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
