 Request For Proposals (RFP) for a Construction Manager

Construction Manager at Risk for the new City Hall building

BENEFITS OF CMAR PROJECT DELIVERY METHOD  Approval of Construction Manager at Risk project delivery method  Police Department project  CMAR delivery method  Early involvement of the construction manager / contractor  Participate in the design process and provide pre-construction services  Feedback on constructability, availability of materials, factors in the labor markets, considerations on the O&M  Completes the construction phase of the project  Provides consistency and total project accountability  Transfer some of the risk from the Owner to the Construction Manager  Guaranteed Maximum Price (GMP)  Less change orders due to early involvement

CMAR SELECTION PROCESS  4 firms were selected for an interview based on the results of the scoring matrix  Interview process – presentation and questions  Opportunity to expand on the information in the proposal  Introduction of key project personnel  Relevant experience  Pre-construction services  Project related technology and software  Anticipated project challenges  Approach to project management and quality control  Approach to adjacent neighborhood and community relations  Selection committee reviewed interview presentations and information, and ranked the interviewed firms  Purchasing contacted and verified references for the top ranked firm
  • 9. CMAR SELECTION / QUALIFICATIONS  Based on the process mentioned, the selection committee recommends CORE Construction as the Construction Manager at Risk for the new City Hall building  CORE Construction  81 years in business nationwide, with over 30 years in Texas  18 Offices in 8 states with the headquarters in Frisco  Completed municipal projects in: Dallas, Coppell, Garland, Frisco, Richardson, Marana, Houston, Plano, and many more  Portfolio includes 470 municipalities nationwide  Currently hosting 8 Texas A&M University Construction Science Department interns  750 CMAR projects  500 Municipal projects  Police/Public Safety/Training Facilities, Courts Administrative Building, Fire & EMS/Training Stations, City Halls, City Library  70 public safety related projects  Cumulative Municipal Project Revenue of $1.2 Billion
  • 10. CORE CONSTRUCTION - QUALIFICATIONS  Seven dedicated, experienced, project staff members  Project Director, 2 Pre-Construction Managers, Sr. Project Manager, Virtual Construction Manager, Superintendent, QC/Safety  Ability to self perform some work  Community and neighborhood relations  CORE App for mobile devices to provide live project updates  Develop ways to communicate and provide information to the community and staff about upcoming construction related events and disruptions  Explore sound baffle walls around the job site to reduce construction related noise and provide a visual barrier, especially for the part of the site adjacent to the neighborhood  Local subcontractor and vendor outreach workshop to create awareness and excitement about the project  Partner with local education programs to provide job site tours and construction related education to local students
  • 11. CORE CONSTRUCTION - QUALIFICATIONS  Pre-construction and construction related technology  Software: Drone Deploy, Assemble, Autodesk Revit, Autodesk Navisworks, Lumion, Bluebeam, Bim 360, FARO Scene, Fuzor, SIM Lab  In-house expertise in visualization, high-resolution renderings, animations, virtual reality and augmented reality  Drone Deploy: Drone imaging and droning the site  Assemble – 3D takeoff program offering the highest detailed estimate early on in the design phase of the project  Option Studies – analyze upfront cost, maintenance cost, durability and constructability  Quality Control – Clash Detection, Audio Visual Verification, Laser Scanning  Scheduling – 4D modeling
  • 12. RECOMMENDATION  Staff recommends the approval of CORE Construction as the Construction Manager at Risk for the new City Hall building, as they provide the best value to the city and the project, as outlined in this presentation.
