ANIMAL CONTROL DEPARTMENT
GENERAL STATEMENT OF JOB
Under limited supervision, performs supervisory and lead-worker duties for the County in the enforcement of
ordinances and statutes related to the control of animals and the operation of an animal shelter. Work involves
capturing, confining, and euthananizing stray, diseased, and dangerous animals, including domestic and wild animals,
fowl and livestock. Employee is also responsible for overseeing the maintenance of the animal shelter to provide clean
and safe conditions. Also oversees the feeding, handling, and provision of custodial care to animals in the shelter.
Employee supervises activities of the Animal Control personnel. Employee must exercise independent judgment and
initiative in ensuring proper care for animals. Employee must also exercise tact, courtesy and firmness in frequent
contact with animal owners and the general public. Employee is subject to the usual hazards of animal control work.
Reports to the Assistant County Administrator.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Assigns, directs, supervises and evaluates activities of subordinate animal control department personnel; assists and
advises subordinates in all phases of animal control work.
Captures and confines stray, diseased and dangerous animals; euthanatize vicious, diseased and unclaimed animals
utilizing humane methods.
Supervises the cleaning and maintenance of the animal shelter in addressing the kennel contract; directs the feeding
and watering of confined animals; supervises the maintenance of animal shelter and grounds.
Supervises appropriate care and utilization by officers of issued uniforms, vehicle, equipment and supplies.
Investigates cases of cruelty to animals, stolen dogs and the shooting of animals; writes summons; prepares court
progress reports; appears in court and testifies.
Investigates cases of animal bite, abandonment, rabies, livestock and poultry killings; ensures that confinement of
such animals is proper and complete according to the law; decapitates animals who are suspected to have rabies or
have died while in confinement.
Responds to citizens request for service; answers telephone, and greets visitors, receives inquiries and provides
information or refers inquiries to appropriate personnel.
Prepares department goals and objectives, a monthly report on department activities, an annual budget, capital
improvement requests and does related research on ordinances and other appropriate animal control matters;
prepares appropriate correspondence for dangerous and vicious animals, surveys, court related freedom of
information requests, etc.
ADDITIONAL JOB FUNCTIONS
Assists the public in searches for lost pets; provides information and counseling to animal owners regarding provisions
of the law.

MINIMUM TRAINING AND EXPERIENCE
Graduation from high school and 3 to 5 years experience in animal control; or any equivalent combination or training
and experience which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS
Must complete Police Academy Animal Control Training School. Must certify and annually renew firearms handling
certification. Must possess a valid driver's license issued by the Commonwealth of Virginia. Employee is required to
have a pre-employment, post-offer physical examination. Employee may be subject to subsequent physical
examinations to ensure he/she meets job-related physical requirements.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of automated machines which include a two-way
radio, typewriter, hand tools, animal traps, animal euthanasia chambers, etc. Must be physically able to operate a
motor vehicle and operate a variety of weapons. Must be able to exert up to 100 pounds of force occasionally and/or a
negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects or resisting
animals. Physical demands requirements are those for Medium Work. Must be able to lift and/or carry animals
weighing between 20 and 100 pounds. Must be able to walk, run, climb, crawl, bend, pull, push, or lift and balance
over less than ideal terrain.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or
compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange
