Capital Area Transit System (CATS) is the public transit authority for Baton Rouge, Louisiana. It operates 60 buses on fixed routes and 20 paratransit vehicles. CATS also provides curb-to-curb service called CATS-On-Demand for disabled passengers. A recent study recommended that CATS integrate land use and transportation by adopting complete streets policies and developing a rail link between Baton Rouge and New Orleans to drive economic growth. CATS is also studying bus rapid transit lines and working on transit amenities to encourage multimodal transportation options. Public transit is an important economic development tool that yields returns on investment.

The Niagara Frontier Transportation Authority (NFTA) implemented a major route restructuring
initiative on October 31, 2010; a plan which required extensive organizational planning and community participation. The restructuring included adjusting service levels to make the entire system more efficient and increase passenger revenues. Buses now run more frequently over the heaviest used routes, and less frequently over lesser-used portions. This presentation will outline the steps needed to restructure service to be more efficient and cost effective.

Over the years, transit systems have responded to budget challenges by becoming more diligent
and creative in developing ways to generate non-traditional revenues and to reduce costs without raising fares or cutting service. Mr. Volinski will discuss a project, first reported on in 1996, whose objective was to collect innovative ideas from transit agencies throughout the country. The ideas collected were then synthesized and redistributed to transit agencies throughout the nation, allowing all agencies to have the potential to replicate successful techniques. Google Transit and the widespread adoption of the General Transit Feed Specification (GTFS) has had a huge impact on the availability of Transit routing and scheduling services and information,
both from Google and third parties such as HopStop.com. The effect has been to provide
the public with high-quality information services (well beyond what was imaginable a decade
ago) while lowering the cost to transit agencies. In his presentation, Mr. Ziering will tie together a
number of transit-related information systems projects that are now in progress or have recently
been completed by Cambridge Systematics that illustrate this theme of cost-effectiveness through
the innovative use of information technology. Together, these projects showcase the potential to

Pune transport problems
Pune's traffic problems have increased dramatically as the city's road network has grown only 6 times while traffic has increased 105 times since 1960. Insufficient roads, poor traffic management, and inefficient public transportation have led to severe traffic issues. While cycle tracks and buses aim to help, Pune's public transportation system, PMPML, is overburdened and underperforming. There is an urgent need for mass rapid transit systems like metro and BRTS projects to provide reliable, comfortable, and affordable alternatives to private vehicles and address the city's commuting woes.
Silver Line Phase II Reston-Herndon Area Bus Service Review: Reston Public Me...
The County of Fairfax, Virginia is reviewing bus service in the Reston-Herndon area in preparation for the opening of Phase II of the Metrorail Silver Line. The review will gather public input, examine current and future transit needs, and make recommendations to enhance bus services and capitalize on the new Metro stations. The proposed changes may include route efficiencies, new designs, and improved access and mobility. A planning process is underway that analyzes existing routes and ridership patterns, considers public feedback, and evaluates alternatives to better connect facilities and activity centers through a realignment of routes and hours of operation.
Update from Regional Transportation Alliance
The RTA supports accelerating multimodal transportation solutions for the Western Triangle region. They have advocated for transit projects like bus rapid transit and light rail. Recently, the RTA endorsed a fully-electric, enhanced bus rapid transit (3eBRT) concept for the Durham-Orange corridor as a way to potentially accelerate transit improvements. 3eBRT could begin immediately and scale over time, offering enhanced regional connections at a lower capital cost than light rail. However, light rail remains the long term vision supported by county referendums, with environmental reviews completed. The landscape presents challenges from funding limits, but the RTA framework considers mobility and connectivity goals as well as risks and uncertainties.

Pune transport problems
Pune's traffic problems have increased dramatically as the city's road network has grown only 6 times while traffic has increased 105 times since 1960. Insufficient roads, poor traffic management, and inefficient public transportation have led to severe traffic issues. While cycle tracks and buses aim to help, Pune's public transportation system, PMPML, is overburdened and underperforming. There is an urgent need for mass rapid transit systems like metro and BRTS projects to provide reliable, comfortable, and affordable alternatives to private vehicles and address the city's commuting woes.
Silver Line Phase II Reston-Herndon Area Bus Service Review: Reston Public Me...
The County of Fairfax, Virginia is reviewing bus service in the Reston-Herndon area in preparation for the opening of Phase II of the Metrorail Silver Line. The review will gather public input, examine current and future transit needs, and make recommendations to enhance bus services and capitalize on the new Metro stations. The proposed changes may include route efficiencies, new designs, and improved access and mobility. A planning process is underway that analyzes existing routes and ridership patterns, considers public feedback, and evaluates alternatives to better connect facilities and activity centers through a realignment of routes and hours of operation.
Update from Regional Transportation Alliance
The RTA supports accelerating multimodal transportation solutions for the Western Triangle region. They have advocated for transit projects like bus rapid transit and light rail. Recently, the RTA endorsed a fully-electric, enhanced bus rapid transit (3eBRT) concept for the Durham-Orange corridor as a way to potentially accelerate transit improvements. 3eBRT could begin immediately and scale over time, offering enhanced regional connections at a lower capital cost than light rail. However, light rail remains the long term vision supported by county referendums, with environmental reviews completed. The landscape presents challenges from funding limits, but the RTA framework considers mobility and connectivity goals as well as risks and uncertainties.

The Core Capacity Transit Study is evaluating short, medium, and long-term transit investments to address existing and forecasted capacity constraints serving San Francisco's core. It found that Transbay transit demand has grown 35% in recent years and is now over capacity. Planned near-term investments will increase Transbay capacity by 33% but additional investments will still be needed. The study is developing packages of strategies and projects to evaluate and recommend for inclusion in Plan Bay Area 2040. Next steps include refining packages through workshops before delivering options to decision makers.

- 2. Who We Are Capital Area Transit System – Regional Transit Authority of Baton Rouge. CATS is one of only two RTA’s in Louisiana – the other being NORTA (New Orleans Regional Transit Authority). Serving Baton Rouge with 60 fixed route vehicles and 20 paratransit vehicles. Operate contractual services for Southern University and special service for LSU football games. CATS-On-Demand for disabled passengers.
- 3. CATS-On-Demand Curb-to-curb service for the people who need special attention and cannot use regular fixed route service. Charges regular fare of $1.75 Needs prior certification from CATS to use the service. Service provided by Reliant Transportation, a private provider. Demand for this service doubled post Hurricane Katrina.

- 5. Governance Governed by Board of Commissioners that is responsible for overseeing service, management and financial policies. Commissioners appointed by Metro-Council. Term limit of 3 years (rotational). Metro-Council has the final authority to approve service changes.
- 6. FUTUREBR Study – Transit Element FURUTEBR identified mass transit as key economic development tool for the city. Recommended integration of land use and transportation facilites by incorporating ‘Complete Streets’ elements. Promoted rail link between Baton Rouge and New Orleans to drive the growth of the corridor (Both regions account for 45% of state’s population, 48% of state’s jobs and 53% of state’s GDP). Strengthen and enforce connectivity requirements.
- 7. Regional Coordination - Transit Projects Work with LaDOTD, FTA, FHWA, City-Parish, CRPC and other public and private entities in developing transit projects. CRPC provides technical and planning assistance. CRPC’s Long Range Plan Transportation Improvement Plan are critical for capital projects development and implementation. Partner with CRPC in developing and implementing Coordinated Human Services Transportation Plan.
- 8. CATS Recent Initiatives MYCATS – Planning Study Three components – Comprehensive Operations Analysis, Market Research and Alternatives Analysis for Bus Rapid Transit. Study provides blueprint for near term route modifications, short term expansion and long term comprehensive transit system. Study includes preliminary plan for Bus Rapid Transit on Florida Blvd corridor. FUTUREBR study provides macro level direction while MYCATS provides micro level operational details.

- 10. Complete Streets - Transit Amenities A community with a complete streets policy ensures safe and convenient access to public transit for all users. CATS promotes ‘Complete Streets’ elements by providing comfortable and accessible bus stops, ADA ramps and bike racks on buses. Larger investment needed to provide sidewalks, transit lanes, bus bays and walking trails.

Rapid Transit Case Studies New Mexico Rail Runner Express between Albuquerque and Santa Fe - Role model for New Orleans – Baton Rouge service. - The project is part of Governor Richardson’s Investment Partnership Plan. - NMDOT and Mid-Region Council of Governments (MPO) are lead agencies. - Private partnership in developing stations, local connectivity and subsidizing fares. CATS in Charlotte, NC Capital Metro in Austin, TX Regional Transit in Sacramento, CA
- 12. Transit – An Important Economic Development Tool For every $1 invested in public transportation, $4 in economic returns is generated. Every $10 million in capital investment in public transportation yields $30 million in increased business sales. Every $10 million in operating investment yields $32 million in increased business sales. Households that are likely to use public transportation on a given day save more than $10,000 every year.
