This document provides an overview of coastal resource management (CRM) and the CRM planning process. It discusses key issues addressed by CRM, the importance of involving local communities, and the five phases of the CRM planning process: 1) issue identification and baseline assessment, 2) CRM plan preparation and adoption, 3) action plan and project implementation, 4) monitoring and evaluation, and 5) information management, education, and outreach. It also outlines the six major stages of community organizing to facilitate the CRM process: social preparation, integration, mobilization, organizational strengthening, evaluation and monitoring, and phase-out/termination.
