This document describes the Swiss Competition Commission's (ComCo) development and use of a screening tool to detect bid-rigging cartels in public procurement. It outlines ComCo's screening project, the steps and data used in the screening tool, and how it was applied to detect a partial collusion case in the road construction sector in the region of See Gaster. The screening tool uses simple statistical screens like variance and relative distance ratios to identify suspicious bids and firms. It also describes approaches to test for partial rather than comprehensive collusion and discusses outcomes like reducing false positives and negatives. The case revealed that the tool could successfully detect a bid-rigging cartel confirmed by ComCo's subsequent investigation.
GLOBAL FRAUD COMMENTARY 2013
The presence of fraud and corruption in Construction can take many forms; from falsely representing the numbers of hours a contractor works, through to collusion when bidding for contracts or paying bribes to secure a contract. These inevitably increase costs and, in the case of bribes, inflate the contract price.

This document discusses opportunities for using big data in private wealth management. It begins by defining big data and describing how data volumes have increased exponentially. It then outlines several potential use cases for big data in areas like real-time performance metrics, portfolio optimization, and leveraging customer data. For each use case, it describes current limitations and how a big data approach could enable new capabilities. Finally, it proposes a phased approach for wealth managers to identify use cases, prioritize them, implement proofs of concept, and incrementally automate analysis and reporting. The overall message is that big data can enhance analytics and open up new opportunities previously only available to investment banks.
Learning from Big Data – Simplify Your Workflow Using Technology Assisted ReviewDaegis
Technology assisted review (TAR) or predictive coding has received both good and bad press in the eDiscovery arena. Proponents of TAR tout its abilities to speed up review and decrease costs without sacrificing accuracy. Opponents assert the technology is unproven and may be indefensible. Ultimately, it may be a necessity in the era of Big Data. This webinar examines the legal, economic, and technological issues surrounding conventional technology assisted review and new predictive technologies, and addresses the following:
- Is TAR becoming essential for law firms and legal departments?
- What are the risks associated with using TAR?
- Can TAR fit into existing workflows instead of requiring legal professionals to adapt to the technology?
- Can alternative methods of TAR relieve senior attorneys from the burden of creating seed sets to jump start reviews?

The Analytics CoE: Positioning your Business Analytics Program for SuccessCartegraph
This Loras College Business Analytics Symposium breakout session presentation by Kiran Garimella, Ph.D., president and founder of XBITALIGN, explored the analytics center of excellence (CoE).
A business analytics program is more than the application of data science and Big Data technology to data. Success should be measured not only by the valuable insights the program delivers, but also by how well it is sustained and how much the ‘analytics mindset’ becomes part of the company’s DNA. The journey is not only from data to information, but also from information to knowledge, and from knowledge to intelligence. The foundation for making this happen is a well-structured Analytics Center of Excellence (CoE).

The presentation will describe methods for discovering interesting and actionable patterns in log files for security management without specifically knowing what you are looking for. This approach is different from "classic" log analysis and it allows gaining an insight into insider attacks and other advanced intrusions, which are extremely hard to discover with other methods. Specifically, I will demonstrate how data mining can be used as a source of ideas for designing future log analysis techniques, that will help uncover the coming threats. The important part of the presentation will be the demonstration how the above methods worked in a real-life environment.
This document discusses digital preservation technologies and services. It begins by providing examples of digital objects from various domains like science, medicine, engineering, art, and industry. It then explains that digital objects have conceptual, logical, and physical levels and discusses the threats of technological and format obsolescence. The document outlines reasons for digital preservation in both public and private sectors. It proposes activities to ensure long-term access like identifying assets, determining preservation levels, and implementing risk management. Finally, it provides an example lifecycle of digital objects within a preservation system, involving characterization, monitoring, planning, policies, actions, and quality control.
This document discusses big data challenges and opportunities in national security. It outlines some of the key big data challenges facing government agencies like maritime security, cyber security, and multi-INT analysis. It also describes some of the initiatives the US government has undertaken to address these challenges, such as the Big Data Initiative for Research and Development and the Data to Decisions Initiative. Additionally, it notes unique challenges for applying big data approaches in national security, including government budget and acquisition processes, siloed systems, and data privacy obligations.

Career goals serve as a roadmap for individuals, guiding them toward achieving long-term professional aspirations and personal fulfillment. Establishing clear career goals enables professionals to focus their efforts on developing specific skills, gaining relevant experience, and making strategic decisions that align with their desired career trajectory. By setting both short-term and long-term objectives, individuals can systematically track their progress, make necessary adjustments, and stay motivated. Short-term goals often include acquiring new qualifications, mastering particular competencies, or securing a specific role, while long-term goals might encompass reaching executive positions, becoming industry experts, or launching entrepreneurial ventures.
Moreover, having well-defined career goals fosters a sense of purpose and direction, enhancing job satisfaction and overall productivity. It encourages continuous learning and adaptation, as professionals remain attuned to industry trends and evolving job market demands. Career goals also facilitate better time management and resource allocation, as individuals prioritize tasks and opportunities that advance their professional growth. In addition, articulating career goals can aid in networking and mentorship, as it allows individuals to communicate their aspirations clearly to potential mentors, colleagues, and employers, thereby opening doors to valuable guidance and support. Ultimately, career goals are integral to personal and professional development, driving individuals toward sustained success and fulfillment in their chosen fields.

Suzanne Lagerweij - Influence Without Power - Why Empathy is Your Best Friend...Suzanne Lagerweij
This is a workshop about communication and collaboration. We will experience how we can analyze the reasons for resistance to change (exercise 1) and practice how to improve our conversation style and be more in control and effective in the way we communicate (exercise 2).
This session will use Dave Gray’s Empathy Mapping, Argyris’ Ladder of Inference and The Four Rs from Agile Conversations (Squirrel and Fredrick).
Abstract:
Let’s talk about powerful conversations! We all know how to lead a constructive conversation, right? Then why is it so difficult to have those conversations with people at work, especially those in powerful positions that show resistance to change?
Learning to control and direct conversations takes understanding and practice.
We can combine our innate empathy with our analytical skills to gain a deeper understanding of complex situations at work. Join this session to learn how to prepare for difficult conversations and how to improve our agile conversations in order to be more influential without power. We will use Dave Gray’s Empathy Mapping, Argyris’ Ladder of Inference and The Four Rs from Agile Conversations (Squirrel and Fredrick).
In the session you will experience how preparing and reflecting on your conversation can help you be more influential at work. You will learn how to communicate more effectively with the people needed to achieve positive change. You will leave with a self-revised version of a difficult conversation and a practical model to use when you get back to work.
Come learn more on how to become a real influencer!

6. How (and why) we create a Screening Unit
Origins and reason for primary focus on bid-rigging:
• Authority priority in fighting bid-rigging since 2007;
• Large amount of public data;
• Large number of sources of data;
• High difficult of data mining and multiplicity of databases;
• Context of “big data” initiatives;
• Economic theory and literature of screening;
• Behaviour and pattern analysis of suspicion of collusion in public
procurement (“red flags”).
7. Phase 1: Benchmarking
Phase 2: Data collection
- formal agreements and webscraping
Phase 3: External consultants
- IT (data mining techniques)
- Econometrics (screening methods)
During all phases: internal expert “consultants” (senior investigators and
case handlers) to “guide" external consultants based on the actual cartel
detection experience from the brazilian authority
