Program Overview
Organiser: Konrad Adenauer Stiftung - REMENA (Regional Program on Energy Security
and Climate Change Middle East and North Africa), based in Rabat, Morocco
Training: Capacity building training on negotiation and policy development skills in mat-
ters of Renewable Energies and Energy Security and Policy Development for
MENA and Turkish young leaders

Eligibility: This training is open to any MENA and Turkish university students and early
career professional, aged 30-years maximum, who are nationals of any MENA
countries or Turkey
Venue: November 25 to December 2, 2017, Rabat – Morocco, (including a-day site
visit to the Green Energy Park in the city of Ben Guerir)
Cost: All the participation cost (round trip economic flight ticket, hotel and food,
visa fees) for the Academy will be covered for the selected candidates by the
organisers

Forum Theme & Objectives
Context:
For the last decade, efforts have been deployed to expand Renewable Energies (RE) produc-
tion and increase Energy Security (ES) within and beyond the Frontiers of the MENA coun-
tries. Large private and public energy projects such as in the past Medgrid and the Mediterra-
nean Solar Plan (MSP) or currently the NOUR projects (1 - 4) in Morocco, aim at using the
Sahara desert to produce important volumes of solar energy for export to the European mar-
kets. At face value, the youth in the MENA see in the RE sectors promising economic opportu-
nities that could help address youth unemployment, which was one of the central factors
leading to the popular uprisings in 2011 in a number of the MENA countries. Unemployment
rates currently oscillate around 15% in most MENA countries, with youth unemployment rates
ranging up to 30% some States. At the content value, however, the RE sectors are not ex-
pected to provide a large number of direct jobs to the Arab youth, because solar and wind
energy production technology is capital intensive rather than labour intensive; yet, these sec-
tors have the potential to create an important number of indirect jobs in fields such as instal-
lation and maintenance activities, security of installations, research and development, Net-
works’ implantations and maintenance, as well as teaching and training. Therefore, the young
in the Arab region need to enhance their leadership skills and negotiation capacities that
would enable them to take part in the debates over the economic and security potentials and
limitations of these sectors at the policy and decision making levels.
The Konrad Adenauer Stiftung - REMENA (Regional Program on Energy Security and Climate
Change Middle East and North Africa) in Rabat will bring together 60 young leaders from vari-
ous countries within the MENA region and Turkey for a 8 day capacity building training that
aims at fostering Youth negotiation and policy making skills as well as their knowledge and
advocacy capacities for addressing the challenges and campaigning for sustainable solutions
linked to Energy Security and Climate Change within the MENA region from the perspective of
the youth. The training will be conducted by a pool of regional and international experts in the
fields of negotiation and Renewables.
Themes:
The REMENA Youth Winter Academy on Renewable Energies and Energy Security, accordingly,
aims at providing the MENA Youth a platform for building capacities while addressing pressing
questions of:
1) Potentials and limitations of RE & ES in relation to Youth Employments
2) The role of the youth in addressing the obstacles and avenues of further development
of the RE & ES sectors in the MENA Region
3) Pending and Potential Cross regional Cooperation in matters of RE & ES;
Structure:
The REMENA Youth Winter Academy comprises 4 main components:
1) Panel discussions with high level experts and politicians from the region;
2) Capacity building training on both the RE & ES sectors as well as negotiation and poli-
cy development skills;
3) A field visit to the Green Energy Park in Ben Guerir;
4) Development of a policy paper on Sustainable RE & ES Strategies from the Youths’
Perspectives in the MENA region.

Outputs:
1) Advocating the significant value of the RE & ES on the economic sustainability and re-
gional geopolitical stability in the MENA region among the youth.
2) Up-scaling Youth’s leadership capacities and negotiation skills with regards to the topic
of RE & ES, and bridging new venues for future collaboration among young leaders
from the region in Matters of RE & ES.
3) Producing a position paper on a Sustainable RE & ES Strategies from the Youths’ Per-
spectives in the MENA region.
Venue:
The Winter Academy is 8 days long (November 25 to December 2, 2017), taking place in the
city of Rabat (Morocco) with one day field visit to Ben Guerir.
Eligibility:
1) The Winter Academy invites university students and early career professional that
meet the following criteria:
2) You are born and/or residing in any of the MENA countries or Turkey;
3) Currently enrolled in any public or private university within the MENA region or Tur-
key;
4) Have an educational or professional knowledge in the fields of MENA regional Politics,
Economy and/or Social Sciences and/or Natural Science and/or related fields;
knowledge in RE & ES is a plus;
5) Your research interests are related to the Winter Academy theme;
6) You English proficiency is in an advanced level
Working Language:
The Winter Academy language is English, applicants need to proficient.

Page 2 of 3 Forum Theme & Objectives Context: For the last decade, efforts have been deployed to expand Renewable Energies (RE) produc- tion and increase Energy Security (ES) within and beyond the Frontiers of the MENA coun- tries. Large private and public energy projects such as in the past Medgrid and the Mediterra- nean Solar Plan (MSP) or currently the NOUR projects (1 - 4) in Morocco, aim at using the Sahara desert to produce important volumes of solar energy for export to the European mar- kets. At face value, the youth in the MENA see in the RE sectors promising economic opportu- nities that could help address youth unemployment, which was one of the central factors leading to the popular uprisings in 2011 in a number of the MENA countries. Unemployment rates currently oscillate around 15% in most MENA countries, with youth unemployment rates ranging up to 30% some States. At the content value, however, the RE sectors are not ex- pected to provide a large number of direct jobs to the Arab youth, because solar and wind energy production technology is capital intensive rather than labour intensive; yet, these sec- tors have the potential to create an important number of indirect jobs in fields such as instal- lation and maintenance activities, security of installations, research and development, Net- works’ implantations and maintenance, as well as teaching and training. Therefore, the young in the Arab region need to enhance their leadership skills and negotiation capacities that would enable them to take part in the debates over the economic and security potentials and limitations of these sectors at the policy and decision making levels. The Konrad Adenauer Stiftung - REMENA (Regional Program on Energy Security and Climate Change Middle East and North Africa) in Rabat will bring together 60 young leaders from vari- ous countries within the MENA region and Turkey for a 8 day capacity building training that aims at fostering Youth negotiation and policy making skills as well as their knowledge and advocacy capacities for addressing the challenges and campaigning for sustainable solutions linked to Energy Security and Climate Change within the MENA region from the perspective of the youth. The training will be conducted by a pool of regional and international experts in the fields of negotiation and Renewables. Themes: The REMENA Youth Winter Academy on Renewable Energies and Energy Security, accordingly, aims at providing the MENA Youth a platform for building capacities while addressing pressing questions of: 1) Potentials and limitations of RE & ES in relation to Youth Employments 2) The role of the youth in addressing the obstacles and avenues of further development of the RE & ES sectors in the MENA Region 3) Pending and Potential Cross regional Cooperation in matters of RE & ES; Structure: The REMENA Youth Winter Academy comprises 4 main components: 1) Panel discussions with high level experts and politicians from the region; 2) Capacity building training on both the RE & ES sectors as well as negotiation and poli- cy development skills; 3) A field visit to the Green Energy Park in Ben Guerir; 4) Development of a policy paper on Sustainable RE & ES Strategies from the Youths’ Perspectives in the MENA region.

Page 3 of 3 Outputs: 1) Advocating the significant value of the RE & ES on the economic sustainability and re- gional geopolitical stability in the MENA region among the youth. 2) Up-scaling Youth’s leadership capacities and negotiation skills with regards to the topic of RE & ES, and bridging new venues for future collaboration among young leaders from the region in Matters of RE & ES. 3) Producing a position paper on a Sustainable RE & ES Strategies from the Youths’ Per- spectives in the MENA region. Venue: The Winter Academy is 8 days long (November 25 to December 2, 2017), taking place in the city of Rabat (Morocco) with one day field visit to Ben Guerir. Eligibility: 1) The Winter Academy invites university students and early career professional that meet the following criteria: 2) You are born and/or residing in any of the MENA countries or Turkey; 3) Currently enrolled in any public or private university within the MENA region or Tur- key; 4) Have an educational or professional knowledge in the fields of MENA regional Politics, Economy and/or Social Sciences and/or Natural Science and/or related fields; knowledge in RE & ES is a plus; 5) Your research interests are related to the Winter Academy theme; 6) You English proficiency is in an advanced level Working Language: The Winter Academy language is English, applicants need to proficient.
