2. Introduction
• The full form of BIS is Indian Bureau Standards.
• BIS is the national standards body of India responsible for providing standards for a variety of products,
including shampoo, to ensure quality, safety and reliability.
• BIS develops and publishes these specifications based on extensive research, testing and input from industry
experts to promote consumer welfare, facilitate trade and support industrial growth in India.
• It is introduced for the harmonious development of quality certification of goods, the activities of standardization
and marking.
The BIS is involved in following various activities related to consumer’s interest:

(d) Foreign Manufacturer Certification Program

IS 7884(2004): Surfactant based shampoos [PCD19: Cosmetics]
1. Scope
This standard specifies rules and procedures for sampling and testing shampoo surfactants.

3. Requirements
a) Description
The shampoo should be in lotion or paste form. It can be colourful and fragrant.

6. b) Physical Characteristics
When clear/transparent liquid shampoo is detected, there should be no stagnation. If it is lotion form, it should be
smooth and should not have any obvious signs of lotion breakage. There should be no lumps in the cream shampoo.
c) Ingredients
Unless otherwise stated, all raw materials used in the production of the shampoo must comply with the
requirements specified in Indian standards, if any.
ⅰ) Paints: If paints are used, they must comply with provisions of Schedules Q to D and C Act.
ⅱ) Other components: Other components used, if any, shall comply with the provisions of IS 4707 (Part 2).
(d) The shampoo must meet the requirements when tested in accordance with the procedures specified in the
appendix.
(e) Additional requirements for ECO Mark (Optional)
- The product must meet the quality, safety and performance requirements of (2) through (5) below.
- The ingredients of cosmetics should comply with the provisions of IS 4707 (Part 1) and IS 4707 (Part 2). The
product must meet the specific requirements specified in the standard.
7. a) Shampoos should be packaged in glass or plastic containers or other suitable containers.
b) Containers must be clearly marked with the following information.
ⅰ. Product name
ii. Manufacturer's name and/or approved trademark (if any);
iii. The content of liquid and emulsion is the content of the volume, and the content of pastes is the
content of the group;
iv. Month and year of production / volume:
ⅴ. Batch or lot number, code or other document;
vi. "Best before" date (month and year declared by the manufacturer);
4.Packing and Labelling
Note: The following cases are exempt from the obligation:
➡ If the packaging size is 10 g / 25 ml or less and
➡ If the shelf life of the products is more than 24 years
vii) Essential ingredients .
Note: There is an exception if the package size is 30g / 60ml or less.
8. 5. Sampling
Samples will be taken from the product in accordance with the provisions of IS 3958.
All tests will be performed on composite samples.
If the mixed model passes all tests, the shampoo is considered to comply with this standard.
c) BIS certification mark
Containers can also be marked with the standard mark.
Use of trademarks is governed by the Bureau of Indian Standards Act and Rules, 1986 and the regulations made
thereunder. Detailed information regarding the permission of manufacturers or developers to use the standard mark
is available from the Bureau of Indian Standards.
If the product is covered by the ECO Mark (optional), it must be marked with the ECO Mark applicable to the
contents of the package or both, as the case may be. If the product packaging is not classified according to the ECO
Mark concept, it must be clearly stated on the product that the ECO Mark label is valid only for the contents.

9. 6. Reagent Quality
Unless otherwise specified, pure reagents and distilled water should be used in the test (see IS 1070).
Note: "Pure chemicals" means there are no impurities affecting the test results.
