As a part of the project ‘”Building resiliency through greater adaptability to long-term challenges” LEED is conducting a series of expert webinars to explore the conceptual and practical dimensions of the notion of ‘local economic resilience’. These 1-hour webinars are an opportunity to gatherpolicy experts, academics and local practitioners for a short and in-depth discussion followed by a question and answers session. . The first two webinars “Understanding resilience” were held in early December 2015 and focused on how to define and measure economic resilience, particularly in the context of local labour markets.

Resilience is a broad concept, centred on the ability not only to resist
and recover from adverse shocks, but also to “bounce back” stronger
than before, and to learn from the experience. Resilience is also
multidimensional, encompassing a range of interconnected factors and
conditions. Strengthening resilience is all the more essential today in the
face of increasing policy complexity and interconnectedness, deep-
seated demographic and technological trends, and growing
environmental pressures, all of which increase the likelihood of some
critical event having negative impacts on economic growth and well-
being.

4. OECD LEED project on building resilience
• Objectives
– explore the link between local resilience and the capacity to adapt to
long-term challenges such as ageing populations and the shift to a
green economy
– examine the conceptual and practical dimensions of the notion of
‘local economic resilience’ for practitioners and develop a practical
policy lens for building resilience in local labour markets for local
partners, relevant stakeholders, researchers, practitioners and
academics
