The Health Finance and Governance (HFG) Project organized a multi-country workshop to support policymakers from public health and finance agencies in developing concrete action plans for mobilizing domestic resources for health. The objective of this presentation was for participants to reflect on the challenges identified during the workshop, and brainstorm ideas for bridging these gaps.

The purpose of the tool is to review capacity strengths and gaps within each of these countries, and to propose recommendations that improve country readiness to prevent and control Zika and other arboviruses.
Malaysia: Governing for Quality Improvement in the Context of UHCHFG Project
Presently, Malaysia does not have a social health insurance scheme except for the Social Security Organization (SOCSO), which provides coverage to formal sector employees for work-related illnesses and injuries. Malaysia’s current public health system does not target specific populations and the Ministry of Health (MOH) has a clear mandate to serve all. For services or items that are not covered under the subsidized care, the poor and those who cannot afford the services have access to a separate health fund to cover the expenses. This health fund was established in 2005 to cover the cost of care and treatment for those who cannot afford it (especially the purchase of surgical equipment, which is not subsidized).
Tanzania: Governing for Quality Improvement in the Context of UHCHFG Project
Since gaining independence in 1961, the United Republic of Tanzania has been politically stable and seen economic growth. In 2003, GDP per capita was 277 USD. It has increased to 955 USD. Tanzania has invested greatly in the public sector, including health reforms that embrace and encourage public-private partnerships and the decentralization of the public sector. The United Republic of Tanzania is composed of Tanzania Mainland and the State of Zanzibar, both of which have separate Ministries of Health, each with a cabinet minister. Tanzania has made progress in integrating quality improvement in their national strategic plan.

Furthermore, this proposal illustrates the means by which HFG, through the Sustainable Finance Initiative (SFI), is facilitating domestic revenue generation and strengthening public financial management in support of HIV/AIDS treatment and care.
The Health Finance and Governance (HFG) Project organized a multi-country workshop to support policymakers from public health and finance agencies in developing concrete action plans for mobilizing domestic resources for health. This presentation on the HFG toolkit addresses gaps in the Ministry of Health and Ministry of Finance relationship. The toolkit presents a set of strategies, self assessment methodologies and performance management processes to help the MOH better manage their own resources and to help foster more effective coordination between the MOH and the MOF.
Philippines: Governing for Quality Improvement in the Context of UHCHFG Project
The Philippine Health Insurance Corporation, or PhilHealth, was created in 1995 to administer the National Health Insurance Program, which aims to provide financial access to health services to all Filipinos. In 1998, PhilHealth established the Sponsored Program to provide coverage for the poor. In 2004, the Philippines passed a law to mandate subsidized coverage of the indigent, and PhilHealth campaigned with the Local Government Units to enroll the poor in their jurisdiction, while the Department of Health invested in the local health service delivery and strengthened its regulatory function (Lagrada, 2009). In 2013, another law was passed requiring PhilHealth to extend the subsidy to the poor and near-poor and to mobilize sin tax revenue to finance the subsidies for these groups. In response to these legal mandates, PhilHealth has streamlined its enrollment processes and has used targeted outreach to rapidly poor and vulnerable groups with the aim of achieving UHC.
DRM for Health Workshop Key Takeaways, Day 1HFG Project

This presentation reviews the workshop participants’ key takeaways after day 1.

4 Internal Environmental Analysis and Competitive Advantage
“The biggest problem with health care isn't with insurance or politics. It's that we're measuring the wrong things the wrong way.”
— ROBERT S. KAPLAN AND MICHAEL PORTER
Introductory Incident
Two-Way Communication and Competitive Advantage
Health care organizations are notorious for one-way communication. When communicating with patients and communities, health care organizations typically employ traditional techniques such as broadcast advertising, distribution of educational materials prepared for a variety of audiences, and similar methods.
A few organizations, however, have recognized the possibilities created by social media and understand that health is extremely personal and materials prepared for mass audiences rarely address the unique concerns of individual patients. Moreover, when patients must access the
127
128
health care system they are unprepared for the experience, lost in the confusion of the high-technology environment of health care, and grasping for information. Social media has done much to change this situation. Patients can easily communicate with people across the globe, share common experiences and fears, discover the personal experiences faced by others, and access all types of medical information.
Unfortunately, many health care organizations choose to use social media as just another means of one-way communication. In some cases most of the organization's posts are designed to promote the hospital or medical practice rather than address patient issues and concerns. A few organizations, recognizing this temptation, develop policies that “no more than a certain percentage” of posts can be used for promotion purposes. At Inova Health System an effort is made to ensure that 80–90 percent of its posts address patient health rather than promoting the System.
Inova has made serious attempts to use social media effectively. It has created Facebook communities in specific areas such as wellness, pediatric care, bariatric surgery, and so on. Attempts are made to encourage users to trust Inova as a supplier of valuable health information. Information can be shared about the System but only after trust is built and the interests of the organization are consistent with the interests of the communities.
It is essential to remember why social media is important. The goal is to connect with friends and build communities around common interests and to share information better and faster. Furthermore, communicating poorly is almost as bad as not communicating. The quality of posts is more important than the quantity. Because real-time communication is so exciting we frequently confuse social media overuse with proper use. Designing social media that is honest and transparent is the important determinant of how likely individuals are to follow and participate in an organization's communication efforts.
Some general recommendations for health care organizations to .

Four Population Health Management Strategies that Help Organizations Improve ...Health Catalyst
Population health management (PHM) strategies help organizations achieve sustainable outcomes improvement by guiding transformation across the continuum of care, versus focusing improvement resources on limited populations and acute care. Because population health comprises the complete picture of individual and population health (health behaviors, clinical care social and economic factors, and the physical environment), health systems can use PHM strategies to ensure that improvement initiatives comprehensively impact healthcare delivery.
Organizations can leverage four PHM strategies to achieve sustainable improvement:
Data transformation
Analytic transformation
Payment transformation
Care transformation

In search of a digital health compass: My data, my decision, our powerchronaki
Knowledge is power. Despite extensive investments in digital health technology, navigating the health system online is challenging for most citizens. Also for eHealth, the “Inverse Care Law” proposed by Hart in 1971, seems to apply. Availability of good medical or social care services and tools online, varies inversely with the need of the population. The low adoption of eHealth services, and persistent disparities in health triggers a call for multidisciplinary action.
Barriers and challenges are not to be underestimated. Culture, education, skills, costs, perceptions of power and role, are essential for multidisciplinary action. This comes together in digital health literacy, which ought to become an integral part to navigate any health system. Patients living with an implanted device or coping with persistent, chronic disease such as diabetes, as well as citizens engaged in self-care, caring for an elderly relative, a neighbor, or their child with illness or deteriorating health, need a digital health compass.
The panel will engage the audience to elaborate on a vision for this personal, digital health compass and drive advancement in health informatics and digital health standards. The transformative power of health data fueled by targeted digital health literacy interventions can be leveraged by open, massive, and individualized delivery. This way, digital health literate, confident patients and citizens join health professionals, researchers and policy makers to address age-related health and wellness changes to shape the emerging precision medicine and population health initiatives.

Community Coalition
1. Choose 5 partnerships to engage and explain why you would invite each of these people//organizations to be a part of the coalition.
The creation of community health promotion and education programs takes into consideration several agencies or parties who help in the achievement of the desired health goals. Each of the partners will address its roles using different approaches depending on their area of expertise. This is an important factor to consider as different institutions address health promotion using different approaches and perspectives. The overall outcome from the contribution of every partner should be able to restore and promote the physical, emotional, spiritual, psychological, and social wellness of the community in relation to the health issue being suffered (Minelli, & Breckon, 2009). Chronic diseases are currently the leading causes of death in the community due to their complexity and the severe effects on human health. The community health promotion and education program will be provided by the ‘Health Concerns Coalition’ which will be made up of the following partners; community religious groups, Cancer Supportive Care Foundation, an association of cancer-survivor patients, nutritional organizations, and the local authority.
1. Cancer Supportive Care Foundation – This is an important part of the coalition as it will offer technical expertise in education and diagnosis of chronic diseases. The foundation team will include medical experts who will diagnose the community members of any chronic illnesses. Examinations for diseases such as breast cancer, prostate cancer, diabetes and blood pressure will be conducted by this partner as they will provide modern machines needed for the diagnosis of chronic illnesses.

CRISPR-Cas9, a revolutionary gene-editing tool, holds immense potential to reshape medicine, agriculture, and our understanding of life. But like any powerful tool, it comes with ethical considerations.
Unveiling CRISPR: This naturally occurring bacterial defense system (crRNA & Cas9 protein) fights viruses. Scientists repurposed it for precise gene editing (correction, deletion, insertion) by targeting specific DNA sequences.
The Promise: CRISPR offers exciting possibilities:
Gene Therapy: Correcting genetic diseases like cystic fibrosis.
Agriculture: Engineering crops resistant to pests and harsh environments.
Research: Studying gene function to unlock new knowledge.
The Peril: Ethical concerns demand attention:
Off-target Effects: Unintended DNA edits can have unforeseen consequences.
Eugenics: Misusing CRISPR for designer babies raises social and ethical questions.
Equity: High costs could limit access to this potentially life-saving technology.
The Path Forward: Responsible development is crucial:
International Collaboration: Clear guidelines are needed for research and human trials.
Public Education: Open discussions ensure informed decisions about CRISPR.
Prioritize Safety and Ethics: Safety and ethical principles must be paramount.
CRISPR offers a powerful tool for a better future, but responsible development and addressing ethical concerns are essential. By prioritizing safety, fostering open dialogue, and ensuring equitable access, we can harness CRISPR's power for the benefit of all. (2998 characters)

Brainstorming: How to make the case
for health’s “Slice of the Pie”

2. Diagnosing the problem
Yesterday, we identified a number of reasons why health
doesn’t always get its slice of the pie – common reasons for
disagreements between MOH and MOF
What were MOF’s greatest challenges in responding to health
sector? What could MOH do to help MOF feel more comfortable
allocating resources?
What were the health sector’s biggest challenges in responding to
requests from MOF? What could MOF do to streamline its
requests?
4. Quick quiz
On a scale from 1 to 10, everyone secretly rate your effectiveness
in the budget process at each point the budgeting cycle.
___ Revenue projection: How the level of public spending is determined
___ Budget formation: How health spending priorities are decided
___ Budget execution: How health spending is used
___ Financial reporting: How health spending is accounted for
Calculate your table’s average score at each step in the budget
cycle. Do you agree with your team? Where are you strongest and
weakest? Why?
5. From diagnosis to action: Categories for
action planning
How can we do a better job making the case for health
resources? How can we make each step in the budget
cycle work better?
Possible categories for developing a “DRM for Health
Action Plan”:
1. Information needed
2. Stakeholders to engage
3. Processes and policies to institute, or change
What else?
6. 1. Information and data
Do we need a common base of data to better make the
case for health resources? What data points do we need in
order to better engage in the discussion? Are there key
additional key indicators we need?
Info on Need: Demonstrating urgency of health/resource needs
Info on Effectiveness: Demonstrating results achieved
Info on Efficiency: Demonstrating value for money
Info for Accountability: Demonstrating compliance
7. 2. Stakeholders
Who? Have we engaged the “right” people? Are we
engaging them the “right” way? Who else should come to
the table? What are their concerns? How could they be
addressed?
How? Do we need to change the frequency of our
interactions? How could we make the interactions work
better? How could trust be improved?
8. 3. Processes and policies
Where and how might you need to change the way the
MOH and MOF engage across the budget cycle?
Thinking back to your ‘strengths and weaknesses’ score,
brainstorm: What process would you try to change first?
How? What new policy or approach might be needed?
Revenue projection
Budget formation
Budget execution
Financial reporting
