mitigation practices with an end view of drawing the suggested activities to the office of the disaster information
and risk reduction programs of the Local Government Unit of Malvar. This descriptive study covered the
household heads in the municipality. They gathered data through a researcher-made questionnaire. The results
revealed that majority of the respondents were aware on typhoon and assessed the hazard mitigation practices of
the municipality as good. Considering the result, it was recommended that the locality may conduct seminars,
workshops and orientation programs on terminologies regarding typhoon and other environmental issues. Drills
and simulations in the school and community may be exercised. In addition, they may also raise funds to provide
the needed supplies of the community. The aforementioned activities may be given emphasis by the concerned
authorities or agencies for maximum implementation

This descriptive study investigated the disaster risk management DRM strategies of the elected officials in the 12 disaster prone small administrative divisions along the riverbanks of Catubig Valley in Northern Samar, Philippines. Survey questionnaire and personal interviews were employed for data retrieval. The study revealed that the DRM was “moderately managed” . It further highlighted eight 8 DRM related problems which ranged from low awareness of accountability and poor know how on DRM to insufficient time preparation and lack of equipment machinery, among others. wide spread human, material, economic, or environmental losses which exceeds the ability of the affected community to
cope, using its own resources. Rising concern on disaster risks in all countries is evidenced in the number of major disasters
and the amount of losses sustained there-from have been on the increase. Framework of Action (HFA) stresses the “use of
knowledge, innovation and education to build a culture of safety and resilience.” This paper advocates turning human
knowledge into local action to reduce disaster risks. The basic principles should outline the general objectives and scope of
disaster risks reduction at schools and educational materials to teach all stages of disaster risks reduction through quality
education.

The Island Province of Catanduanes is prone to all types of natural hazards that includes torrential and heavy rains, strong winds and surge, flooding and landslide or slope failures as a result of its geographical location and topography. RA 10121 mandates local DRRM bodies to “encourage community, specifically the youth, participation in disaster risk reduction and management activities, such as organizing quick response groups, particularly in identified disaster-prone areas, as well as the inclusion of disaster risk reduction and management programs as part of youth programs and projects. The study aims to determine the awareness to disaster of the student of the Catanduanes State University. The disaster-based questionnaire was prepared and distributed among 636 students selected randomly from different Colleges and Laboratory Schools in the University
The Catanduanes State University students understood some disaster-related concepts and ideas, but uncertain on issues on preparedness, adaptation, and awareness on the risks inflicted by these natural hazards. Low perception on disaster risks are evidently observed among students. The responses of the students could be based on the efficiency and impact of the integration of DRR education in the senior high school curriculum. Specifically, integration of the concepts about the hazards, hazard maps, disaster preparedness, awareness, mitigation, prevention, adaptation, and resiliency in the science curriculum possibly affect the knowledge and understanding of students on DRR. Preparedness drills and other forms of capacity building must be done to improve awareness of the student towards DRRM.
The study further recommends that teachers and instructor must also be capacitated in handling disaster as they are the prime movers in the implementation of the DRRM in education. Preparedness drills and other forms of capacity building must be done to improve awareness of the student towards DRRM. Core subjects in Earth Sciences must be reinforced with geologic hazards. Learning competencies must also be focused on hazard identification and mapping, and coping with different geologic disaster.

disaster risks reduction at schools and educational materials to teach all stages of disaster risks reduction through quality
education.

The Island Province of Catanduanes is prone to all types of natural hazards that includes torrential and heavy rains, strong winds and surge, flooding and landslide or slope failures as a result of its geographical location and topography. RA 10121 mandates local DRRM bodies to “encourage community, specifically the youth, participation in disaster risk reduction and management activities, such as organizing quick response groups, particularly in identified disaster-prone areas, as well as the inclusion of disaster risk reduction and management programs as part of youth programs and projects. The study aims to determine the awareness to disaster of the student of the Catanduanes State University. The disaster-based questionnaire was prepared and distributed among 636 students selected randomly from different Colleges and Laboratory Schools in the University
The Catanduanes State University students understood some disaster-related concepts and ideas, but uncertain on issues on preparedness, adaptation, and awareness on the risks inflicted by these natural hazards. Low perception on disaster risks are evidently observed among students. The responses of the students could be based on the efficiency and impact of the integration of DRR education in the senior high school curriculum. Specifically, integration of the concepts about the hazards, hazard maps, disaster preparedness, awareness, mitigation, prevention, adaptation, and resiliency in the science curriculum possibly affect the knowledge and understanding of students on DRR. Preparedness drills and other forms of capacity building must be done to improve awareness of the student towards DRRM.
The study further recommends that teachers and instructor must also be capacitated in handling disaster as they are the prime movers in the implementation of the DRRM in education. Preparedness drills and other forms of capacity building must be done to improve awareness of the student towards DRRM. Core subjects in Earth Sciences must be reinforced with geologic hazards. Learning competencies must also be focused on hazard identification and mapping, and coping with different geologic disaster.

- 2. CHAPTER 1: INTRODUCTION The Philippines faces high exposure to disasters due to its geography and geology, ranking third among 173 countries. The country's disaster management system has evolved from reactive to proactive.
- 3. CHAPTER 1: INTRODUCTION The Philippines Disaster Risk Reduction and Management Act of 2010 provides a comprehensive, multi-sectoral, inter-agency approach to disaster risk management. The NDRRMF and NDRRMP aim for safer, adaptive, and disaster-resilient Filipino communities, with four thematic areas: disaster prevention, mitigation, preparedness, response, and rehabilitation. These areas are cascaded from national government to barangays, with a Disaster Risk Reduction and Management Office and Committee in each barangay.
- 4. CHAPTER 1: INTRODUCTION • Cabagan, a 1st class municipality, faces flooding challenges in Cubag, with a population of 3109. The local government created a river control and disaster risk reduction management council, but no studies exist on its capabilities.
- 5. PROBLEM BACKGROUND • Last November 2020, Typhoon Ulysses devastates the Philippines and Cubag is one of the affected barangay in the municipality of Cabagan, Isabela. Due to the heavy downpour brought by Typhoon Ulysses that pushed the water level of Magat Dam beyond normal, the dam opens gates that caused massive flooding in the province of Isabela, and Cubag experienced over one storey house flood level. The Typhoon Ulysses has challenged and brought vulnerability to the barangay disaster risk reduction management council of Cubag.
- 6. PURPOSE OF THE STUDY This study aims to evaluate the implementation and assess the effectiveness of Barangay Disaster Risk Reduction Management Council ordinance in Cubag, Cabagan, Isabela.

CHAPTER 2: REVIEW OF RELATED LITERATUERE • Sara Ellinor Granström (2020). “Disaster Risk Reduction and Management in Metro Manila, Philippines.” This thesis assesses disaster risk reduction and management frameworks in Metro Manila, Philippines, using case studies of the 2020 typhoons Quinta, Rolly, and Ulysses. It suggests that DRRM has evolved since 2010, but can be improved to address root causes of vulnerabilities. Recommendations include increased participation, a formal vulnerability measurement mechanism, and reframe climate change and disaster risks as socio- ecological issues.

It focuses on assessing disaster risk preparedness among government units and addressing issues related to local governance and disaster risk management. The research design involves collaboration between researchers and participants, exploring individual or small groups, collecting data, retelling narratives, and validating them with participants.
