This document outlines Bangladesh's action plan for implementing its National Social Security Strategy from 2021-2026. The key objectives are to:
1. Expand Bangladesh's secondary and higher education stipend program to increase coverage of stipends to 50% of secondary and higher secondary students and increase stipend amounts.
2. Consolidate smaller social protection programs by determining which programs to continue, scale up, or phase out.
3. Improve targeting of stipend program beneficiaries through updated selection procedures, publishing online beneficiary lists, and using BBS databases.
4. Develop a single registry and management information system to digitize the administration of all social protection programs.
5. Pilot different modal
In cooperation with the Research and Evaluation Division of BRAC, Copenhagen Consensus Center organized roundtable discussions with an aim to figure out smarter solutions to the most problematic issues facing Bangladesh.

The education sector in India is poised to witness major growth in the years to come as India will have world’s largest tertiary-age population and second largest graduate talent pipeline globally by the end of 2020. Currently, higher education contributes 59.7 percent of the market size, school education 38.1 percent, pre-school segment 1.6 percent, and technology and multi-media the remaining 0.6 percent. India’s IT firms are working with academic institutions and setting up in-house institutes to groom the right talent as these companies move to Social Media, Mobility, Analytics and Cloud technologies.
The total amount of Foreign Direct Investments (FDI) inflow into the education sector in India stood close to US$ 1,300 million from April 2000 to March 2016, according to data released by Department of Industrial Policy and Promotion (DIPP).
The education sector has seen a host of reforms and improved financial outlays in recent years that could possibly transform the country into a knowledge haven. With human resource increasingly gaining significance in the overall development of the country, development of education infrastructure is expected to remain the key focus in the current decade. In this scenario, infrastructure investment in the education sector is likely to see a considerable increase in the current decade
This study provides a gender analysis of public sector budgets in education sector of Pakistan. An indepth analysis of pre-primary to secondary level education budgetary allocations and spending at federal and provincial (Punjab and Sindh) levels for the period of 2016-18 has been conducted through a gender lens. The research methodology is based on four key instruments, which help in systematically approaching our research questions. These instruments include review of existing secondary information and data, key informant interviews, stakeholder consultations, and a detailed review of budgetary processes. The study reveals gender disparity in out-of-school children at primary level. According to the study, 47 per cent boys as opposed to 58 per cent girls in Sindh whereas 39 per cent boys as opposed to 41 per cent girls were out-of-school in the Punjab. The study also finds noticeable gender disparities in budgetary allocations. The study concludes that in order to ensure sufficient allocations to promote girls’ education, the budget making process needs to be reconfigured. The gender lens should be introduced at a very early stage where budget call circulars are being sent to the departments concerned.

15. Female Secondary Stipend and Assistance Program (FSSAP)
Impact:
• FSSAP was successful in delaying marriage,
• increasing the probability of self-employment and nonfarm employment among
employed women,
• and increasing the probability of marrying men who are more educated and
employed more in the nonfarm sector than those married to the control group
women.
• The program was also successful in enhancing contraceptive use,
• reducing fertility, and increasing preference for daughters
Started in 1994 The objectives of the FSSAP program were to
(i) increase school enrollment among secondary-schooled girls,
(ii) improve the secondary schooling completion rate for girls, and
(iii) delay age at marriage for females.

increased markedly in recent years. Aggregate
statistics suggest that girls’ school enrollment has
increased at a rate of 13% per year since 1994, while
the rate for boys has only been 2.5% per year.

Achieving SDG 4 by 2030 and Implications for the Harmonized Stipend Program
All government schools and madrasah excluding students in registered non-government schools and madrasah, NFE and private schools.
The table shows us that according to the government data for 2015-2016: Out of 3.8m who entered grade 1, a total of 3.6m were promoted from grade 1; 2.8m graduated from grade 5; 2.5m entered
grade 6; and only 1.1m of students graduate from grade 10. This data is only for government general secondary schools and madrasah.
• However, only 31.5% of grades 6-12 received stipend in 2015
