This document discusses architecting Estonia from a systems perspective. It begins by noting the challenges of architecting an entire country given the complex legal, organizational and other structures involved. It then provides background on systems thinking and architecture, defining a system as a set of interrelated entities with functionality greater than the sum of individual parts. The document proposes a model for conceptualizing a country as a system with four layers - constitution, functions, peopleware and software/infrastructure. It applies this model in analyzing Estonia's "data embassies" which host some digital services in other countries for continuity purposes.
