Expectation from Hong Kong Convention • Responsibilities of the Ship owners to be fixed as mentioned in the Basel convention/ILO Guidelines. • To address Environmental issues, particularly pre-cleaning of oil tankers. • Level playing field within all the ship breaking countries • All hazardous waste which are not required for final voyage of the vessel should be decontaminated ,particularly vessels coming under tow. 14
- 15. Expectation from Hong Kong Convention • No exemption for naval war ships and Government ships from the convention. • Pre-cleaning, Pre-decontamination of vessel. IMO should invite all the stakeholders including Labour representatives. • The work done by ILO/IMO/BC Joint working Group had not given much attention. • Corpus Fund should be generated from ship owners and should be utilized for the welfare of ship breaking workers. 15
