This document discusses RIPE Atlas, a measurement network of over 3,800 devices that is used to monitor and analyze the Internet. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.
