This document outlines the methodology for assessing capacity related to migration and development in Haiti and Trinidad and Tobago. The assessment will have three components: 1) analyzing the situation and capacities in each country and region, 2) strengthening national and local capacities, and 3) designing a long-term program. Capacity will be evaluated based on political and legal institutions, technology, social and physical infrastructure. Focus groups and interviews will assess capacities. Messages will be designed and spread through various sectors to influence understanding. Capacities will be reassessed and threats to capacity building like political interests will be monitored.

• The project of technical assistance in establishing the
intra-ACP Migration Facility in the Caribbean has

Capacity Assessment;
– Component 2: Strengthening National and Local Capacity
for Participation in Integrated Migration and Mobility
Management in Haiti and Trinidad and Tobago;
